2. OVERALL JOB PURPOSE:
The Manager Local Content Delivery has responsibility for the management and
delivery of two critical areas of Ma'aden's Local Content programme - the
development of investment opportunities (both supply chain and Downstream) and
the development of capability, capacity, and long term sustainable jobs for
Saudi nationals in Ma'aden's supply chain.
The Manager Local Content Delivery is responsible for all aspects of working
with potential and existing investors to deliver improvements in Local Content
in the mining industry supply chain, grow capability and capacity in the
industry, and develop new business and new jobs for Saudi nationals. They are
also responsible for maintaining and improving Ma'aden's strategy, approach,
process and tools for working with Local Content investors to maximize the
impact that those investors have on mining industry Local Content, and
Ma'aden's Local Content performance.
The Manager Local Content Delivery will work with the Specialist Supplier and
Investment Development directly with both supply chain and downstream
investors to identify opportunities for investment, register for Ma'aden's
Local Content programme, and then manage those investors through the
development process to realize opportunities to establish new sources of
supply, and new users of Ma'aden production with the Kingdom of Saudi Arabia.
The Manager Local Content Delivery will manage cross functional, cross
business teams that can bring the diverse technical and functional skills to
support the shaping and progress of investment opportunities to completion.
They will also be responsible for reporting status and progress on all
investment opportunities to senior management, and ensuring that the
appropriate permissions and approvals are received to progress opportunities
through the investment development process.
The Manager Local Content Delivery is responsible for all aspects of working
with service providers to Ma'aden to increase job opportunities for Saudi
nationals in Ma'aden's supply chain, and to support the service providers to
create attractive, sustainable jobs for Saudi nationals that build skills and
capacity in the national workforce as well as providing individuals with
career paths and the opportunity for personal growth and development. They are
also responsible for maintaining and improving Ma'aden's strategy, approach,
process and tools for working with service providers to maximize the impact
that those service providers have on the development of Saudi employment
opportunities in the mining industry supply chain. They will set targets for
workforce development, the creation of jobs for Saudi nationals, and levels of
Saudization in Ma'aden's supply chain, and will be responsible for managing
and reporting status and progress against those targets.
The Manager Local Content Delivery will work with the Specialist Local Content
Supply Chain Workforce Development and directly with service providers, and
particularly Ma'aden's major on site contractors, to identify opportunities to
create attractive, sustainable jobs for Saudi nationals, and to increase the
levels of Saudisation in the workforce.. The Manager Local Content Delivery
will manage cross functional, cross business teams, including HR specialists
that can bring the diverse technical and functional skills to support the
development of the workforce. They will also manage the relationships with
external stakeholders relevant to the workforce development agenda, for
examples training providers, educational institutions, and government bodies

* Lead the development, maintenance and improvement of the Local Content investment development programme for Ma'aden - identifying the process, stage gate requirements, resources and tools required to support the process
* Manage the progress of each investment opportunity from initial investor enquiry, through registration and development of feasibility studies, right through to build of new capability and signing of commercial arrangements
* Manage the teams of cross functional and cross business resources nominated to support the investment development process
* Monitor and report progress of all investment opportunities to senior leadership
* Identify new opportunities for investment development and integrate those opportunities into the existing investment programme
* Identify risks and issues on individual investment opportunities and ensure they are escalated and resolved appropriately
* Lead the development, maintenance and improvement of the Local Content workforce development programme for Ma'aden - identifying the targets, process, resources and tools required to support the identification and growth of sustainable, attractive jobs for Saudi nationals throughout Ma'aden's supply chain
* Manage the progress of Saudi job creation and conversion with individual service providers, to ensure delivery of the overall plan and targets for workforce development
* Manage the teams of cross functional and cross business resources nominated to support the workforce initiatives
* Monitor and report progress of workforce development to senior leadership
* Identify new opportunities for workforce development and integrate those opportunities into the existing programme of initiatives
* Identify risks and issues in workforce development and ensure they are escalated and resolved appropriately
* Support the Senior Director of Local Content in the preparation of reports for senior leadership and external stakeholders
Operational responsibilities:
* Maintain the list and prioritization of investment opportunities across Ma'aden's supply chain and downstream and documents and tools to promote those opportunities with investors
* Working with the Manager Local Content Enablement and the Specialist Local Content Communications, Engagement and Training to promote investment development opportunities to the market, including attending conferences and promotional events
* Maintain and improve the Local Content investment management framework
* Work with individual investors to help shape and progress opportunities through the investment development process
* Manage regular meetings with cross functional and cross business teams to manage and progress opportunities and co-ordinate the required input and expertise to help support investors to progress opportunities
* Support the development of quarterly performance reports with updates on progression of investment opportunities through the opportunity process
* Provide information, reporting, and engagement with external stakeholders on Ma'aden's Local Content investment development approach, and pipeline of opportunities
* Maintain and improve the Ma'aden Local Content investment development framework, including any associated tools and documentation
* Build and maintain the database that measures Ma'aden's current supply chain workforce, identifies current levels of Saudization , and includes roles that are targeted for Saudization , along with short and medium term targets
* Provide regular reporting on jobs in the supply chain, levels of Saudization , and progress against workforce development plans and targets
* Manage and improve the programme of initiatives designed to deliver workforce development
* Working with the Manager Local Content Enablement and the Specialist Local Content Communications, Engagement and Training, promote workforce development opportunities to the market and build greater understanding of Local Content across Ma'aden service providers
* Work with individual service providers to help shape and progress opportunities to develop new Saudi jobs and increase Saudization
* Manage regular meetings with cross functional and cross business teams to manage and progress workforce development initiatives and co-ordinate the required input and expertise to help support service providers to progress opportunities
* Support the development of quarterly performance reports with updates on progression of workforce development
* Provide information, reporting, and engagement with external stakeholders on Ma'aden's Local Content workforce development approach, and pipeline of initiatives and opportunities
* Align workforce development efforts at Ma'aden with national programmes and manage Ma'aden's relationships and contribution to national workforce development programmes

General Managerial Responsibilities and Accountabilities
* Manage the cross functional and cross business teams that are formed to progress Local Content opportunities, ensuring their understanding of Ma'aden's Local Content strategy, objectives and the investment development process. The Manager Local Content Delivery will be responsible for managing this team, and other colleagues across the business, to bring the right skills and input to support the development of individual investment opportunities
* Manage the cross functional and cross business teams that are formed to progress workforce development initiatives, ensuring their understanding of Ma'aden's workforce development strategy, objectives, targets and initiatives. The Manager Local Content Workforce Development will be responsible for managing this team, and other colleagues across the business, to bring the right skills and input to support the development of workforce development initiatives
* Contribute to a working environment and culture across the Local Content Department, and promote Local Content as a national and management priority across Ma'aden and with external stakeholder
* Ensure compliance with Local Content policy and procedure including ensuring the correct approvals and sign off is obtained to progress investment opportunities
* Support the Senior Director of Local Content to ensure that new hires and junior employees are adequately coached and trained in line with requirements of their roles
Self-Management Responsibilities and Accountabilities
* Define performance goals at the start of the year in discussion with the Director of Local Content
* Support the Senior Director of Local Content in the monitoring of work quality, escalating any operational issues in a timely manner
* Keep abreast with professional developments, new techniques and current issues through continued education and professional growth
* Individual Performance Plan and Individual Development Plan are developed as per the defined company timelines
5. COMMUNICATIONS & WORKING RELATIONSHIPS:
Internal:
* Report to the Senior Director of Local Content
* Manage the Specialist Supplier and Investor Development and the Specialist Local Content Supply Chain Workforce Development
* Manage proper and periodical communication, in order to maintain healthy working environment with the SBU, supply chain, Affiliate and senior leadership teams across the organization
* Support the Senior Director of Local Content and coordinate / collaborate with other resources in the Local Content Department to resolve escalated operational issues and deliver efficient services
* Manage internal relationships regarding operational issues
External:
* Manage meetings and other interactions with external stakeholders regarding their support for Ma'aden's investor development programme
* Provide Local Content information and reports in response to requests from external stakeholders (examples may include LCGPA, SIDF, PIF etc.)
* Work with the pipeline of investors to support them to progress each individual investment opportunity
* Manage meetings and other interactions with external stakeholders regarding their support for Ma'aden's workforce development programme
* Manage the relationship and contribution to any national workforce development programmes
* Work with Ma'adens service providers to support them to progress workforce development opportunities, and meet targets and commitments to grow Saudi jobs in the supply chain
* Work with other stakeholders (e.g. training bodies, educational institutes, and government bodies) that support Ma'aden's programme of workforce development

Qualifications:
* Bachelor degree in Business, Supply Chain, or Engineering or equivalent level of education
