The United Nations Human Settlements Programme, UN-HABITAT, is the agency for
human settlements. It is mandated by the UN General Assembly to promote
socially and environmentally sustainable towns and cities with the goal of
providing adequate shelter for all. This post is located in the Division of
Regional Office for the Arab States (ROAS), Cairo duty station.


Under the direct supervision of the Regional Representative (RR) of ROAS and
within delegated authority, the incumbent will be responsible for the
following duties:
Responsibilities
‎1.Provides substantive and technical support to the Regional Representative
(RR): Supports RR on coordination, monitoring and expedition of
programme/project implementation activities, which includes:
* Provides secretariat services to the RR, ad hoc taskforces, etc.; designs and generates a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes/documentation to facilitate inspection and other reviews; drafts agendas, minutes of meeting; monitors follow-up actions, etc.
* Supports provision of guidance to the country offices on routine implementation of projects, tracking use of resources.
* Reviews, appraises and revises, as necessary, all submissions for substantive programmes/projects, ensuring alignment with guidelines and programme/project objectives; identifies problems/issues, seek clarification from departments, assess replies, and prepares a summary for the manager with suggestions for further action.
* Researches, compiles, analyses, summarizes, and presents basic information/data on a wide range of programmes/project and related topics, highlighting noteworthy issues/trends for consideration by appropriate parties.
* Presentation of information/reports for identification of areas for support and interventions.
* Prepares newsletters and reports on programme/project-related activities; drafts inputs for a wide range of documents/reports, briefings/debriefings, correspondence, etc.


‎2.Provides programme/project management and implementation assistance:
Provides assistance in support of planning and implementation
activities/processes at all phases of the programme/project cycle for,
typically, a large and highly complex component of the departmental
programme/project initiatives, which entails:
* Assists in the coordination of programme/project planning and preparation; monitors status of programme/project proposals; takes necessary action to ensure project documents are completed and submitted to relevant parties for approval.
* Assists in the monitoring and evaluation of programmes/projects at all stages of implementation to ensure work is proceeding according to established plans, including analysing implementation difficulties and taking action accordingly; categorizes, updates, tracks and analyses data related to programmes/projects, e.g. accounting records, outputs, resources utilized, deviations/revisions, etc.; carries out periodic status reviews, identifies issues and initiates requisite follow-up actions; prepares revised budget estimates; reports on budget revisions, , verifies availability of funds and ensures appropriate resource allocations.
* Extensively liaises with diverse organisational units to initiate requests, prepare standard terms of reference against programme/project objectives, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, organisation of and participation in training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
* Drafts projects' budgets; prepares monitoring reports, identifying stages of programme/project development, funding source, and follow-up actions required.
* Assists in the preparation and analysis of programme/project budget proposals; provides assistance in the interpretation of budget guidelines; reviews and coordinates submissions of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized.
* Collaborates with programme/project managers on performance reporting; provides assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted.
* Drafts correspondence and communications related to all aspects of programme/project administration, including work plan and budgets, revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports.
* Drafts programme/project summaries, coordinates review and clearance process, and coordinates with editor, translation services, etc. on finalization and publication of report in multiple languages.
* Arranges for formal closures of projects, final budget revision, transfer of equipment, clearance, publication and distribution of final report.


‎3.Performs other tasks and duties as may be required:
* May undertake mission/field work in support of above activities, e.g. specific administrative, operational/control tasks for programme/project activities.
* Establishes internal databases; sets up, files, stores and manages data and information relevant to the scope of programme/project activities.
* Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
* Assists with visualizations and updating information material such as web pages or brochures.
* Provides guidance and training to new/junior staff.
* Performs other duties as assigned.
Competencies

generally and in particular those related to programme/project administration,
implementation and evaluation, technical cooperation, programming and
budgeting. Understanding of the functions and organization of the work unit
and of the organizational structure and respective roles of related units.

COMMUNICATION: Speaks and writes clearly and effectively; listens to others,

questions to clarify and exhibits interest in having two-way communication;
tailors' language, tone, style and format to match audience; demonstrates
openness in sharing information and keeping people informed.


PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed
strategies; identifies priority activities and assignments; adjusts priorities
as required; allocates appropriate amount of time and resources for completing
work; foresees risks and allows for contingencies when planning; monitors and
adjusts plans and actions as necessary; uses time efficiently.
Education
High school diploma or equivalent is required.
Job - Specific Qualification
Relevant training in Business or Public Administration, Urban Planning,
Engineering, Political or Social Sciences is desirable.
Work Experience
A minimum of seven (‎7) years of progressively responsible experience in
programme or project administration/coordination, technical cooperation,
international development or related area is required. The minimum years of
relevant experience is reduced to five (‎5) for candidates who possess a first-
level university degree or higher.


A solid understanding of issues concerning sustainable urban development, with
a focus on participatory processes and cross-cutting issues (human rights,
gender, youth, climate change) is desired.


Knowledge of urban development paradigms and socio-political situation of the
Arab Region and the respective sub-regions is desirable.


Experience working with United Nations or any other international agencies is
desirable.


One (‎1) year or more of experience in data analytics or related area is
desirable.
Languages
For the post advertised, fluency in both English and Arabic (oral and written)
is required. Knowledge of another official United Nations language is an
advantage.


NOTE: "fluency equals a rating of "fluent" in all four areas (read, write,
speak, understand) and " Knowledge of" equals a rating of " confident" in two
of the four areas.
Assessment
Evaluation of qualified candidates may include an assessment exercise which
may be followed by competency-based interview.
Special Notice
Appointment against this post is for an initial period of one (‎1) year and may
be subject to extension.
