Created in December ‎1999, the United Nations Office for Disaster Risk
Reduction (UNDRR) is the designated focal point in the United Nations system
for the coordination of efforts to reduce disasters and to ensure synergies
among the disaster reduction activities of the United Nations and regional
organizations and activities in both developed and less developed countries.
Led by the United Nations Special Representative of the Secretary-General for
Disaster Risk Reduction (SRSG), UNDRR has over ‎120 staff located in its
headquarters in Geneva, Switzerland, and in regional offices. Specifically,
UNDRR guides, monitors, analyses and reports on progress in the implementation
of the Sendai Framework for Disaster Risk Reduction ‎2015-‎2030, supports
regional and national implementation of the Framework and catalyzes action and
increases global awareness to reduce disaster risk working with UN Member
States and a broad range of partners and stakeholders, including civil
society, the private sector, parliamentarians and the science and technology
community.


This project position is located in the UNDRR Regional Office for Arab States
in Cairo and the incumbent reports to the Chief of the Regional Office. The
focus of this project position, created in the context of the Regional
Capacity Enhancement Initiative, is to provide intellectual, strategic and
operational leadership in planning, implementing and reporting activities at
the national level in line with broader UNDRR Strategic Framework and Work
Programme, addressing the needs and concerns of constituencies in the region.
Responsibilities
Within delegated authority, the incumbent will be responsible for the
following duties:



  • Facilitates communication and coordinates with national Sendai framework focal points. Supports the review and development of national disaster risk reduction strategies ensuring strong linkages with national development, climate change adaptation, and other relevant strategies. Ensures linkages with local disaster risk reduction/ climate change adaptation strategies in countries and regional disaster risk reduction strategies in line with the Sendai Framework; strengthens policy and advocacy in support of risk-informed development and ensures review and analysis of trends for the implementation of national policies and strategies are undertaken.

  • Leads the implementation of the UNDRR country-level support by ensuring an effective programming approach in countries, including country-specific priorities and needs assessments. Leads on country programming such as with risk-informed national adaptation plans, and climate and adaptation-informed disaster risk reduction strategies; Risk-informed UN Sustainable Development Cooperation Frameworks and Humanitarian Response Plans; National-level enhanced coordination and strengthened capacity.

  • Facilitates the implementation of need-based and agreed-upon national/local level support; effective periodic monitoring and coordination with countries through the national Sendai focal points. Coordinates with UNDRR Headquarters and other regional offices in harmonizing the implementation of the technical support approach on a continuous basis.

  • Facilitates technical support to common country assessments and UN sustainable development cooperation framework processes in countries. Supports the Chief of the Regional Office in the coordination and implementation of the UN Plan of Action on Disaster Risk Reduction for Resilience in the region. Ensures the integration of risk reduction policies and programmes through cooperation with the relevant regional coordination mechanisms, resident coordinator system, and UN country teams.

  • Contributes to the implementation of the Making Cities Resilient ‎2030 programme including supporting cities in the development of city resilience plans.

  • Contributes to effective planning and monitoring at the regional and global levels, ensures effective interface with HQ and other regions, and new solutions and approaches. Prepares periodic reports on projects at the national and local levels.

  • Performs consulting assignments, in collaboration with the client, by planning and facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. Researches, analyzes, and presents information gathered from diverse sources. Coordinates policy development, including the review and analysis of issues and trends, and preparation of evaluations or other research activities and studies. Generates survey initiatives; designs data collection tools; reviews, analyzes, and interprets responses, identifies problems/issues and prepares conclusions.

  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. Provides substantive backstopping to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc. Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.

  • Promotes a positive team culture across the regional office recognizing innovation, agility, learning, accountability, and transparency. Promotes staff capacity building and learning and manages the performance of staff under his/her supervision through regular performance dialogues and the Performance Appraisal System.
    Competencies

    approaches relevant to Disaster Risk Reduction, Climate Change Adaptation, or
    other related specialized field. Ability to identify issues, analyze and
    participate in the resolution of issues/problems. Ability to conduct data

    to conduct independent research and analysis, including familiarity with and
    experience in the use of various research sources, including electronic
    sources on the internet, intranet and other databases. Ability to apply

    professional competence and mastery of subject matter. Is conscientious and
    efficient in meeting commitments, observing deadlines and achieving results.

Planning and organizing: Develops clear goals that are consistent with agreed
strategies. Identifies priority activities and assignments; adjusts priorities
as required. Allocates appropriate amount of time and resources for completing
work. Foresees risks and allows for contingencies when planning. Monitors and
adjusts plans and actions as necessary. Uses time efficiently.
Education
An advanced university degree (Master's degree or equivalent degree) in
business administration, management, economics or a related field is required.
A first-level degree (Bachelor's degree or equivalent) in combination with two
additional years of qualifying experience may be accepted in lieu of the
advanced degree.
Work Experience
A minimum of seven years of progressively responsible experience in project or
programme management, administration or related area is required.


Experience in building strategic alliances and partnerships and mobilizing
resources in an international work environment is required.


Experience in disaster risk reduction is required.


Experience working in geographically dispersed teams is desirable.


Experience advocating with governments and other stakeholders on critical
issues is desirable.
Languages
English and French are the working languages of the United Nations
Secretariat. For the position advertised, fluency in English is required.
Knowledge of Arabic is desirable. Knowledge of another UN official language is
desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which
will be followed by competency-based interview.
