Job Description:
* LIST OF RESPONSIBILITIES :
* Oversight and administration of the Company Maintenance Training Program
* Ensuring that training programs developed satisfy and do not conflict with regulatory or QMS requirements.
* Establishment of maintenance training requirements.
* Monitor training requirements of each department.
* Develop, revise, and maintain an approved company training manual.
* Establish management reports from training database.
* Development and management of course curriculum to meet ASL Maintenance Training objectives.
* Evaluate effectiveness of training programs by conducting follow-up studies and recommending changes as required.
* Manage the training schedule.
* Processes and procedures for the documentation and retention of employee training records and information.
* Ensuring adequate facilities and personnel are available to conduct training.
* Responsible to purchase, secure and maintain equipment assigned to the Training Department.
* Demonstrates knowledge of procedures being taught.
* Able to communicate clearly in written and verbal documents.
* Able to write training programs, including outlines, handouts and tests to set standards.
* Working knowledge of Word, Excel, and PowerPoint.
* Analyze technical requirements.
* Lead in the development of Saudi National Ground Crew to support Saudisation within ASL. The ability to development on base Training solutions being key to this process.
* Ensuring that a clear competence framework is established to allow controlled progression of staff and the development of individual training plans.
* Develop a Training Management System to maintain a comprehensive records data base to support issuance of Maintenance Authorisations on Base and allow Training forecasting.
* Provide a mechanism for "lessons learnt" through the development of training interventions/communications as an output to Safety and Quality Assurance activities.
* Be responsible for the effective delivery of the ASL Technical Training in accordance with approved data.
* Ensuring the ASL Operation Training Organisations conform to the requirements of the ASL approval.
* Be responsible for ownership of the ASL MTOE, ensuring that all changes to the exposition and associated manuals.
* Ensure that all ASL staff involved in instruction and assessments carried out by the organisation meet the competence standards required by ASL.
* Ensure that Office accommodation and facilities are available appropriate to the management of the planned training and for the use of training staff.
* Ensure that all ASL approved courses and assessments are delivered to the standard and content at the required level of knowledge, as specified in the MTO approval.
* Ensure that corrective action is carried out for the findings of quality audits.
* Follow up and rectification of findings required to re-establish the required standards of training, assessment or maintenance standards is carried out.
* Manage the ASL Internships programmes for the JV.
* Manage the customer OJT plan including resources, training plan and content.
PERSON SPECIFICATIONS:
* Training managers range of responsibilities, which will include :
* Manage all training needs at ASL for MRTT and C295.
* Lead the development of a Training Management System that allows predicted Training needs, of all staff within ASL, to be planned, delivered and recorded with minimal disruption to day to day maintenance and flight operations
* Ensure ASL develop and deploy safety critical training interventions as identified and highlighted through the ASL Safety Management System.
* Continually review and develop training strategy and interventions to ensure effectiveness, cost efficiency and support of Saudisation & Industrialisation activities
* Establish effective communications and feedback mechanisms between senior management and frontline staff ensuring technical and procedural effectiveness.
* Ensure Training needs meet with ASL project training plans to ensure training is delivered with minimal disruption but maximum effectiveness e.g. SMS, HR and ASL Mandated Training requirements, liaising with company Functions as required.
* Ensure ASL develop and deliver Continuation Training to keep workforce abreast of leading industry practice, corporate requirements, latest technology updates, Human Factors and lesson's learned by the organisation from MEDA and SMS outputs.
* Support the Head of Technical Training - Company in the development of a fit for purpose Training capability enabling implementation of initial and continued maintenance capability allowing transformation to take place within the ASL Maintenance Organisations
* Introduction of new platforms of advanced technology requiring the up skilling of workforce. (Basic and Type specific aircraft maintenance training)
* Undertake the delegated duties and responsibilities of the Head of Technical Training - Company during prolonged absence
* Ensure that Knowledge examiners, instructors and assessors are fully trained and assessed regularly for competence and that all records pertaining to these personnel are kept up to date
* Ensure that there are sufficient storage facilities, tools, equipment, materials and publications available to perform the planned practical tasks.
* Ensure that secure facilities are available for the storage of assessment papers prior to the assessment and for the storage of completed students answer papers.
* Ensure that student and staff records are produced and stored in secure conditions
