Under the guidance and supervision of the Human Resources Analyst, the HR
Associate provides HR services ensuring high quality, accuracy and consistency
of work. The HR Associate promotes a client-oriented and consistent with rules
and regulations approach in the Team.
The HR Associate works in close collaboration with the operations, programme
and projects staff in the CO, UNDP HQs staff and UN agencies in the CO to
exchange information and ensure consistent service delivery and to resolve
complex HR issues.
Duties and Responsibilities
‎1.) Ensures implementation of HR strategies:
Example of Duties:
* Full compliance of HR processes and records with UN/UNDP rules, regulations, policies and strategies.
* Input to the CO business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management in consultation with the direct supervisor and office management.
* Provision of information to the management and staff on strategies, rules and regulations.
‎2.) Implements HR services:
Example of Duties:
* Preparation of draft job descriptions, vacancy announcements, compiling matrixes, performing functions of Secretary in interview panels.
* Performing the functions of Admin-HR and preparation of contracts and amendments to contracts (FTA/TA/SC/NPSA for UNDP and UN Agencies).
* Tracking of all transactions related to recruitment, benefits (pension, medical and death and disability insurance), earnings/deductions, retroactivity, recoveries, adjustments and separations through Quantum.
* Maintenance of the CO staffing table.
* Collection of background information for submissions to the Compliance Review Bodies.
* Maintenance of proper filing system for HR records and documents.
* Provision of information for cost-recovery bills for HR services provided by UNDP to other Agencies.
* Updating the UNDP staff list for the Department of Safety and Security.
* Provides services to UNDP and UN Agencies pensioners.
‎3.) Ensures proper staff performance management and career development:
Example of Duties:
* Provision of background information and ensuring all PMDs are on P. Files.
* Provision of background information for staff learning are on P. Files.
* Monitors Mandatory training and security reports through quantum.
* Member of the Learning Management Team to collect, assess and approve the learning requests within the specified budget.
* Conduct learning need assessment & monitor implementation of learning plan.
‎4.) Ensures conduct of UN-related surveys:
Example of Duties:
* Assists in the creation of the NPSA salary scale.
* Assists in the coordination of Cost of Living Surveys including place to place and housing survey
‎5.) Supports knowledge building and knowledge sharing in the CO:
Example of Duties:
* Organizes trainings for staff on HR polices and procedures.
* Contribution to knowledge networks and communities of practice.

Required Skills and Experience


Education:
Secondary Education with specialized certification in HR. University Degree in
HR, Business or Public Administration would be desirable, but it is not a
requirement.
Experience:
‎6 years with Secondary degree or ‎3 years with Bachelors of progressively
responsible HR and/or administrative experience is required at the national or
international level. Experience in the usage of computers and office software
packages (MS Word, Excel, etc) and experience in handling of web-based
management systems.
Fluency in English as the UN language and Arabic as the national language of
the duty station.
