Background

Background and Organizational Context
The United Nations Human Settlements Programme, UN-HABITAT, is the United
Nations agency for human settlements. It is mandated by the UN General
Assembly to promote socially and environmentally sustainable towns and cities
with the goal of providing adequate shelter for all.
The incumbent will be working in the office of UN HABITAT in Kuwait and would
possibly travel to other Cities in the Region. The incumbent reports to the
Head of Office in Kuwait.
Work implies frequent interaction with the following:
* Senior officials within the UN Secretariat and UN system, Permanent Representatives and Mission staff
* Intergovernmental bodies, non-governmental organizations, government officials, ambassadors, representatives of the media, international organizations, etc.
Position Purpose
The position is expected to provide direct support to the UN Habitat in
relation to Programme Management & Resource Mobilization.
Duties and Responsibilities
Under the direct supervision of the Head of Office in Kuwait, the incumbent
will perform the following duties:
Programme Management Support
* Provide the Head of Office with Management support and advice on a full range of issues related to the management of the office, implementation of the office work-plan and resource mobilization.
* Assist in liaising with various government entities including Ministries of Foreign Affairs, Municipalities, Housing, Planning and other public and non-government civic institutions in Kuwait and Arabian Gulf countries.
* Assist the Head of Office in the elaboration and implementation of the Medium-Term Strategic Institutional Plan (MTSIP) and Office work-plan.
* Participate in the formulation of UN-HABITAT Kuwait Office budgets and other related budgetary processes.
* Assist and advise the Head of office with regard to developing, preparing and coordinating and conducting management reports; Prepare briefing materials, reports and concept proposals on the Kuwait Office special initiatives/projects, obtaining information from various sources where appropriate and participate in and assist task forces where required.
* Manage project technical activities and provide technical and management support as needed for various projects/activities and prepare related documents/reports.
Resource Mobilization and Advocacy
* Provide substantive support to resource mobilization for UN-Habitat Programmes nationally and regionally while strengthening collaboration and creating partnerships with key stakeholders and provide an interface for environmental scanning, knowledge exchange, resource mobilization, and policy influence within the scope of assignment.
* Support Programme development and drafting proposals for new projects and programmes to advance sustainable urbanization.
* Provide substantive support to consultative and other meetings, conferences and events and hold strategic meetings with partners in and outside Kuwait when needed.
* Maintain contacts with UN Resident Coordinator and other UN agencies, particularly those residents in Kuwait, in order to foster greater cooperation and to support the UN programmes.
* Represent the Head of Office in meetings and events as appropriate and when assigned.
* Undertake other related assignments as required by the Head of office.

Required Skills and Experience
Education:
* Bachelor's or master's degree in architecture/ urban development, social sciences, business administration, economics, environment, geography or development related field.
Experience:
* Bachelor's degree with ‎2 years or master's degree with ‎0 year of progressively responsible experience in project management, resource mobilization, working on donor-funded projects or programmes on sustainable urban development is required.
* Negotiation skills, editorial skills and providing political-strategic advice in the Arabian Gulf region is an advantage.
* Experience in the UN system's work and activities in the area of sustainable urban development is desirable. Experience in administrative work (HR and Accounting) will be considered as an advantage.
* Proven track record in resource mobilization and ability to link up with senior government officials in Kuwait and the Gulf region; Experience in multi-national setup is desirable. Knowledge of UN-HABITAT mandates an asset
* Fluency in oral and written English and Arabic language is required.

contingent upon the successful completion of a probationary period.
