OBJECTIVES OF THE PROGRAMME


The mission of WHO's Health Emergencies Programme(WHE) (The Programme) is to
build the capacity of Member States to manage health emergency risks and, when
national capacities are overwhelmed, to lead and coordinate the international
health response to contain outbreaks and to provide effective relief and
recovery to affected populations. The Health Emergency Information and Risk
Assessment Unit (HIM) is responsible for identifying new public health events,
assessing risks to public health, conducting epidemiological surveillance and
field investigations, monitoring public health interventions, and
communicating public health information to technical partners.


DESCRIPTION OF DUTIES


The incumbent will perform the following duties:
* Support the response of WHO-EMRO to COVID-‎19 pandemic through active participation in surveillance pillar of the COVID-‎19 IMST and provide assistance when needed.
* Contribute to the development of Integrated Disease Surveillance technical guidance and implementation package.
* Provide technical advice to EMR countries to implement the regional strategy of Integrated Disease Surveillance strategy in collaboration with other EMRO departments/units.
* Provide technical support the development of regional guidance on contact tracing as an integral part of outbreak investigations.
* Contribute to the development of a generic surveillance evaluation tool kit in collaboration with WHO HQ and WHO AFRO.
* Conduct evaluations of the national-level early warning and surveillance system.
* Support the strengthening of the early warning function of the surveillance system - more specifically itsevent-based surveillance component - in the EMR Member States through the implementation and adoption of public health intelligence frameworks (e.g.EIOS) and enhancing community reporting.
* Contribute to establishing the FETP training site at EMRO and coordinating the hosting of FETP fellows in their field activities.
* Conduct comparative analysis of lessons learnt from country experiences and sharing good practices on issues of region-wide concern.
* Support implementation of the information management functions as per the WHO Emergency Response Framework requirements at the regional level.


REQUIRED QUALIFICATIONS


Education


Essential : First university degree in epidemiology, public health,
international health or related field, complemented by a degree or diploma in
medicine, pharmacy, veterinary science, midwifery, nursing, medical biology,
or a related discipline.
Desirable : Advanced degree in epidemiology.
In-service training in field epidemiology such as Field Epidemiology
andLaboratory Training Programmes (FELTP), the European Program for
Intervention Epidemiology Training (EPIET), the CDC Epidemic Intelligence
Service programme,or equivalent experience.


Experience


Essential : At least ‎5 years of experience with international exposure in
applied epidemiology or public health with a track record in engaging with
stakeholders, building networks, and facilitating cross-organizational
collaboration and dialogue.
Desirable : ‎2 years of experience with event-based surveillance systems
and a good understanding of the main principles of public health intelligence
are significant assets.


Skills


Essential:
* Sound knowledge and skills in database management and statistical analysis, secondary data review, survey designing and implementation, monitoring and evaluation systems design or use, and public health information management.
* Proven ability to multitask across various planning and implementation processes within a highly demanding environment
* Demonstrated knowledge, competency and professional skills on the public health aspects of infectious disease control,epidemic and pandemic preparedness and response with particular attention to application of an all-hazard approach in the context of the International Health Regulations and the use of event based and indicator based surveillance,as well as descriptive epidemiology and principles of public health incommunicable disease surveillance and response.
* Excellent presentation and communication skills, with emphasis on writing skills.
* Sound analytical and organizational skills.


Desirable:
* Demonstrated ability to interact incomplex situations involving technical, cultural and political elements.
* Proven ability to work and produce results under pressure in critical situations.

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US
dollars. The remuneration for the above position comprises an annual base
salary starting at USD ‎62,692 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post
adjustment, which reflects the cost of living in a particular duty station,
and currently amounts to USD ‎1881 per month for the duty station indicated
above. Other benefits include ‎30 days of annual leave, allowances for
dependent family members, home leave, and an education grant for dependent
children.
