OBJECTIVES OF THE PROGRAMME


The mission of WHO's Health Emergencies Programme(WHE) (The Programme) is to
build the capacity of Member States to manage healthemergency risks and, when
national capacities are overwhelmed, to lead and coordinate the international
health response to contain outbreaks and to provide effective relief and
recovery to affected populations. The Health Emergency Information and Risk
Assessment Department (HIM) is responsible for identifying new public health
events, assessing risks to public health,conducting epidemiological
surveillance and field investigations, monitoring public health interventions,
and communicating public health information to technical partners.


DESCRIPTION OF DUTIES


‎1.Coordinate the tasks of collection, management, analysis, and interpretation
of health-related data from different sources using quantitative methods and
in response to programme need.
‎2.Actively contribute to the response of WHO-EMRO to COVID-‎19 and other
epidemics including coordination of data management activities of EMRO
COVID-‎19 IMST surveillance pillar,
‎3.Provide technical advice to the development and/or evaluation of surveys and
surveillance systems, provide data management and analysis solutions, identify
new tools to foster data analysis and visualization,identify gaps, suggest
corrective actions, and follow-up their implementation.
‎4.Support the implementation of the regional strategy of integrated disease
surveillance, review the existing data management tools in EMRO, explore
opportunities for interoperability between different tools and propose ideas
for better coordination and harmonization of the existing systems.
‎5.Coordinate data management activities with other WHE units, EMRO
departments, partners, other Regional Offices and WHO Headquarter as required.
‎6.Design, and manage databases and other data management tools to harmonize
data collection and processes across HIM and partners to facilitate
consolidation of information.
‎7.Contribute to the Development of guidance plans, standard operation
procedures to facilitate the data collection and management activities;
enhance the data flow and quality.
‎8.Produce and update information products including reports, charts, data
tables, statistical analysis, infographics, dashboards and other data
presentational formats to communicate information to technical partners with
particular attention to data about outbreak, emergency response and
interventions.
‎9.Participate in capacity building and training of staff within WHO and
partners, including Ministries of Health, with focus on enhancing epidemiology
and data management for better understanding of health-related conditions.
‎10.Work with officials at the regional and national levels to enhance and
encourage information sharing within WHO and key partners, to strengthen
access to information from other organizations and clusters, and to contribute
to intersectoral dashboards and reports.
‎11.Participate in Field Epidemiology activities, including rapid deployment to
areas affected by emergenciesand outbreaks to provide technical assistance in
the gathering and analysis of information for public health action using
state-of-the-art technologies and/or the identification and design of suitable
surveillance systems in emergencies.
‎12.Perform other related responsibilities as assigned, including replacing and
backstopping for others as required.


REQUIRED QUALIFICATIONS


Education


Essential : First university degree in epidemiology, public health,
international health or related field, complemented by a degree or diploma in
medicine, pharmacy, veterinary science, midwifery, nursing, medical biology,
or a related discipline.
Desirable : Advanced degree in epidemiology and in-service training in
field epidemiology such as Field Epidemiology and Laboratory Training
Programmes (FELTP), the European Program for Intervention Epidemiology
Training (EPIET), the CDC Epidemic Intelligence Service programme,or
equivalent experience.


Experience


Essential : At least five years' experience with international exposure
and successful track record in epidemiology,data/ information management,
quantitative methods, surveillance and/or controlof outbreaks, with field
experience in epidemics or public health emergencies,epidemic intelligence at
the national and/or international levels.
Knowledge indata analysis and use of data management and statistical tools.
Desirable : At least ‎2 years of experience with collection of health data
management and health data management in low- and middle-income countries are
significant assets.


Skills


Essential:
* Sound knowledge and skills in database management and statistical analysis, secondary data review, survey designing and implementation, monitoring and evaluation systems design or use, and public health information management.
* Provenability to multitask across various planning and implementation processes within a highly demanding environment
* Demonstrated knowledge, competency and professionalskills on the public health aspects of infectious disease control, epidemic and pandemic preparedness and response with particular attention to application ofan all hazard approach in the context of the International Health Regulations and the use of event based and indicator based surveillance, as well as descriptive epidemiology and principles of public health in communicable disease surveillance and response.
* Excellent presentation and communication skills, with emphasis on writing skills.
* Sound analytical and organizational skills.
Desirable:
* Demonstrated ability to interact in complex situations involving technical, cultural and political elements.
* Proven ability to work and produce results under pressure in critical situations.

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US
dollars. The remuneration for the above position comprises an annual base
salary starting at USD ‎62,692 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post
adjustment, which reflects the cost of living in a particular duty station,
and currently amounts to USD ‎1881 per month for the duty station indicated
above. Other benefits include ‎30 days of annual leave, allowances for
dependent family members, home leave, and an education grant for dependent
children.
