The mission of WHO's HealthEmergencies Programme (The Programme) is to build
the capacity of Member Statesto manage health emergency risks and, when
national capacities are overwhelmed,to lead and coordinate the international
health response to contain outbreaksand to provide effective relief and
recovery to affected populations. The objectives of the Country Health
Emergency Preparedness & the InternationalHealth Regulations (2005) Unit (CPI)
include assessment, monitoring and evaluationof countries' core capacities for
International Health Regulations,coordination with IHR National Focal Points,
assessment and monitoring ofMember States preparedness, readiness and core
capacity building for humanitarianand public health emergencies, support
country capacity building for IHR andinvolving an all-hazards approach at all
three levels of the Organization. The CPI Unit prioritizes support to the most
vulnerable and low capacity countries.
Within the framework of the delegated authority, the incumbent is assigned all
or partof the following responsibilities:
* Articulate advocacy, awareness-raising and communications materials for IHR National Focal Points and other relevant stakeholders particularly in Fragile, Conflict and Violence affected countries and humanitarian settings.
* Manage various IHR relevant databases and disseminate reports, including the IHR NFP database, Roster of experts' database and map learning resources that correspond to the NFP/IHR competencies
* Coordinate communications with the staff assigned to the National IHR Focal Point, including but not limited to notification and risk assessment of public health events of potential international concern; and encourage information-sharing on lessons learnt and facilitating the implementation of best practices.
* Coordinate with the IHR National Focal Points for collecting annual reports on IHR implementation and compile and disseminate regional report on implementation of IHR and facilitate webinars, training sessions, discussions and other activities on subjects of relevance to NFPs and IHR stakeholders.
* Support country JEE missions and develop a country profile of core capacities under the IHR following the analyses of the JEE, annual self-assessments, after action review and exercises.
* Closely work with Countries to develop national plan of action to implement IHR capacities and facilitate regular evaluation of the values created from the NFP Knowledge Network interactions.
* Support the work of the IHR Regional Assessment Commission by organizing annual meetings of the Commission.
Essential : University degree in a health-related science, information,
data management or public health.
Desirable : Master's degree in public health and/or training on
International Health Regulations and global health security.
Essential : At least 5 years of relevant experience, including
international exposure, in International Health Regulations (IHR) related
areas and their implementation at country level
Desirable : Experience in information management and emergency countries.
Management skills with ability to manage human and financial resources. Proven
organizational and analytical skills, together with excellent interpersonal
skills. Capacity to promote and implement collaboration and exchange with
partners, toward the implementation of best practices. Proven ability to write
technical documents in a clear and concise manner.

Essential : Expert knowledge of English.
Desirable : Intermediate knowledge of French. Intermediate knowledge of
Arabic.
WHO salaries for staff in the Professional category are calculated in US
dollars. The remuneration for the above position comprises an annual base
salary starting at USD 62,692 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post
adjustment, which reflects the cost of living in a particular duty station,
and currently amounts to USD 1881 per month for the duty station indicated
above. Other benefits include 30 days of annual leave, allowances for
dependent family members, home leave, and an education grant for dependent
children.
