OBJECTIVES OF THE PROGRAMME


The mission of WHO's Health Emergencies Programme (The Programme) is to build
the capacity of Member States to manage health emergency risks and, when
national capacities are overwhelmed, to lead and coordinate the international
health response to contain outbreaks and to provide effective relief and
recovery to affectedpopulations. The Health Emergency Information and Risk
Assessment Unit is responsible for identifying new public health events,
assessing risks to public health, conducting epidemiological surveillance and
field investigations, monitoring public health interventions, and
communicating public health information to technical partners.


DESCRIPTION OF DUTIES


Within the framework of the delegated authority, the incumbent is assigned all
or part of the following duties which are performed according to the needs and
agenda:
‎1) Provide technical advice to the Development of the Eastern Mediterranean
Region GIS strategy to streamline and standardize the GIS activities at
regional and country level
‎2) Administer all aspects of industry standard GIS software applications using
organization-wide databases to produce epidemiological data and mapping,
including but not limited to
[b] maintaining GIS applications for WHO, partnersand clients, carrying out
tune servers running industry standard GIS softwareapplications and databases,
upgrading software packages and clients' data,managing secured services and
items from ArcGIS platform in a timely manner;and
[c] working with maps, layers and other visualization elements such as Web API
tools, network and spatial analysis and GeoEvent processor.
‎3) Carry out analysis of GIS data to generateinformation products for WHO and
key partners in order to inform onepidemiologic understanding and health
emergency operations, including but notlimited to
[a] compiling, updating and integrating geospatialdata and global geodatabase
for publishing regular and ad hoc mapping andcartographic workflow automation
methods and tools, with focus on documentingbest practices for high quality
mapping and cartography of maps products.
[b] developing and testing best methods andpractices to produce base maps,
documenting such to help the GIS user communityto create maps and mapping
applications;
[c] developing a repository of GIS data for useacross various platforms such
as mobile, web, desktop, and assisting GIS users'throughout WHO, with
particular attention to researching, selecting andevaluating map source data
for use in the preparation or revision of maps andcharts at different scales;
and
[d] conducting geospatial statistical analysis tohighlight geographical
distribution of diseases or risk factor occurrence.
[e] developing GIS web portal including the updated countries' geo-
profile,COVID dashboard, map stories for selected health emergencies and to
automatemap production of signal and events
‎4) Support stakeholders to build GIS capacity,including but not limited to
[a] designing maps, graphics, illustrations andlayouts together with
information on the use of color, symbols, style and otherinfographic
components as part of building up and maintaining a global map forweb mapping
applications adhering to WHO legal requirements;
[b] carrying out analysis and evaluation of mappable information, based on
collating data provided by remote sensing techniques anddesigning maintenance
and manipulation procedures of GIS databases;
[c] using desktop publishing packages, edit andformulate information, checking
and verifying the content and accuracy of maps,charts, researching map source
data for use in the preparation or revision ofmaps and charts in different
scales; and
[d] verifying printing proofs priorto publishing mapping and cartographic
workflow using automation methods andtools after approval of the team leader
or Manager.
‎5) Consolidate the regional networkof GIS experts and users in
[a] providing the expected needed technical support
[b] giving access to specific tools and IT applications
[c] conducting GIS training workshops and coordination meetings
‎6) Employ new technologies to estimate the population size in catchment areas
such asspatial modeling and remote sensing.
‎7) Perform other related responsibilitiesas assigned, including replacing and
backstopping for others as required.


REQUIRED QUALIFICATIONS


Education


Essential : University degree in a GIS-related field such as cartography,
geomatics, geography, remote sensing,civil engineering, surveying, spatial
analysis, environmental, urban orregional planning combined and/or computer
science.
Desirable : Training or studies of epidemiology and/or public health.


Experience


Essential : At least five years' experience with international exposure in
GIS activities, using computer data capture,storage and analysis.
Complemented experience inhealth-related mapping.
Desirable : Previous experience or knowledge of epidemiology.
Experience in WHO, UN Agenciesor NGOs is an advantage.


Skills



  • Knowledge of multi-disciplinary and cross-cutting systems and applications, mapping, geospatialdata and global geo-databases, used for analysis, reporting, maps, graphics,illustrations and layouts and/or related infographic components.

  • Excellent organizationaland analytical skills combined with ability to multi-task and produce accurate resultsunder pressure.

  • Excellent interpersonal andcommunication skills with ability to present factual information in a clear andconcise manner.

  • Tact, diplomacy and courtesy.

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US
dollars. The remuneration for the above position comprises an annual base
salary starting at USD ‎62,692 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post
adjustment, which reflects the cost of living in a particular duty station,
and currently amounts to USD ‎1881 per month for the duty station indicated
above. Other benefits include ‎30 days of annual leave, allowances for
dependent family members, home leave, and an education grant for dependent
children.
