Strategic Planning Manager

Job Description:
POSITION OVERVIEW:
Provides direction and management for medium-sized projects, or several small
projects, and ensures on-schedule completion within or below budget in
accordance with contractual obligations. The Project Manager is responsible
for the scope development, scope management and commercial performance of the
project to meet project goals and objectives. Plans and defines program goals
and devises methods to accomplish them; develops in-depth knowledge of client
objectives, contract terms, and corporate policies. Should be familiar with
the integration of engineering/technical aspects, as well as procurement and
construction activities. This level of Project Manager typically manages
projects up to $‎50 million in total installed cost.

SPECIFIC RESPONSIBILITIES:
• Ensure the alignment of National and Local Master plans with the Kingdom and
NWC's strategic objectives.
• Lead analysis of current water and wastewater demand and supply, to derive
accurate forecasts of future needs and update the plan to address existing
gaps .
• Lead coordination with projects, technical services, operations, and other
departments to address identified gaps in relation to water and wastewater
domains .
• Review and approve the National Master Plan and Local Master Plans.
• Prepare RFPs for strategic studies contracts.
• Manage consultant performing studies and masterplans
• Ensure proper review and approval processes are performed on all master
plans deliverables.
• Develop proper system to monitor the implementation of all Master Plans
within the clusters and report mechanisms.
• Ensure the alignment of the future projects' portfolio with the master
plans.
• Review and audit regional (local) masterplan to ensure alignment with the
National Masterplan and NWC's guidelines and standards.
• review the ‎5-YPPP ensuring it is developed with optimal budget distribution
and cost optimization prior to submission for budget.

• Review Business cases and advice accordingly.
• Prepare periodic progress report/presentation reflecting the achievements,
challenges, and recommendations

Internal Contacts - All employees on project; other disciplines and
departments
External Contacts - Clients; Suppliers; Subcontractors; Government Agencies

EDUCATION/EXPERIENCE:

Bachelor's Degree in Engineering or related technical/business field and
typically ‎20+ years of related work experience is required. Incumbent should
have a broad general technical and business background, as well as previous
project management experience on similar or related projects. Professional
registration may also be required.

SKILLS/COMPETENCIES:
• ‎20 years of related experience since graduation.
• Min ‎15 years' experience in an engineering or technical role within the
water and/or wastewater sector.
• Min ‎5 years of experience in the strategic planning of infrastructure
projects.
Experience includes complete projects covering whole project life cycle.
