We are currently looking to hire a Project Controls Officer – STCA to be based
in Riyadh, KSA.

Key Purpose
The Client located in KSA has requested the services of a qualified A&FM;
consultancy team to provide advisory / strategic consultancy services for
their Assets and Facilities Management (A&FM;) operations in their distributed
sites across the country.
The required role will be part of a team of qualified consultants and
personnel to shape and deliver the operating model for county operations, the
end-end services and transition to transformation. The role will support the
appointed team as well as recommend, devise and implement the strategy on how
to best operate Assets & Facility operations in a built environment.
Reason for role
In line with the wider group strategy, the contract will be the key catalyst
in growing Serco’s reputation and involvement in A&FM; Consultancy services
within KSA. The consultancy team’s role is to support in the lead and delivery
of Serco’s contractual obligations by ensuring the successful implementation
of deliverables set forth.
The role is typically reporting to the Project Director or a Head of the
Department but requires an adaptability to complex matrix project-based work,
where functional and operational management may be fluid..
Key accountabilities
Responsible for managing A&FM; Program management policy and standards,
ensuring their accuracy, quality and integrity. Responsible for ensuring
retention of know-how and making it available for the benefit of the project.
Ensure Serco know-how is preserved, encouraging application of information
safeguards, information storage and access controls, and ensuring effective
destruction and disaster recovery policy. Provide assistance with file
migrations and audits, and perform administrative tasks as needed. Take
ownership in the creation and maintenance of controlled templates, review,
editing and mastering of controlled documents for compliance to formatting,
template and system requirements, periodic review and business continuity.
Create, update and monitor all weekly trackers and liaise with Projects Team
to ensure working level activities are being executed to time and budget.
Create weekly / monthly reports at working and Executive Level. Set up control
and administer Project Team Meetings and ensure that all related targets are
met and actions completed. Identify and escalate key risks to the Project
Director in a proactive and timely manner and assist in putting recovery plans
in place. Protect information assets and data including both electronic and
paper based from all threats whether internal, external, deliberate or
accidental. Promote a good Information Security culture among their peers,
subcontractors and third parties. Ensure all new starters receive a full
departmental induction and all necessary training for them to become competent
in their role within their probation period. Support PMO Specialist to ensure
that all workstreams of projects are progressing within the budget and
timeline with quality. Simplify communication and team collaboration. Support,
project-related training, knowledge sharing across the teams providing
documentation, templates, project plans to all the concerned team members.
Identify and escalate key risks in a proactive and timely manner associated to
the team, activity and tasks. This position may be required to carry out other
tasks from time to time as directed by the line manager or a member of the
Senior Management Team.
What we are looking for in our candidates:
Essential Technical and Professional Skills 5-10 years’ experience in role
with responsibilities as Executive Assistant / Client Liaison, Mobilization,
Reporting, Documentation. 2-3 years of specific project execution experience
for a complex and large scale project execution experience, working experience
in controlled document management / records management. Experience in
resolving complex problems to the satisfaction of all stakeholders. Fluent in
English (Written and Spoken), Arabic speakers preferable. Proven experience in
liaising with officers at all levels within an organisation on matters
pertaining to the functions covered by this position. Ability to multi-task,
respond and deliver in a time-sensitive environment.
Knowledge Proven track record for planning, executing, controlling and closing
projects and the ability to manage a project and its components simultaneously
with minimal supervision. Possess good report writing and presentation skills
and be able to market the benefits of quality to all stakeholders. Highly
proficient IT skills in Word, Excel, PowerPoint, and MS project. Technically
competent with a clear understanding of building services facilities
management. Diplomatic ability to influence others at all levels of the
business and negotiate agreeable resolutions.
Qualifications Qualified bachelor degree holder. PMI – PMP, Agile, Prince 2
certification is a preference. Basic safety qualifications.
HSQE Responsibilities and Information Security Responsibilities Ensure
compliance with the Serco Management System and all relevant business
processes, procedures and work instructions to deliver all work with
appropriate quality and governance standards. Ensure security and integrity of
all data provided including reporting performance, finance and customer
information; reference Serco non-disclosure policy. To exercise personal duty
of care for their own health, safety and welfare and for those affected by
their acts or omissions; reference SMS GSOP-HSE1-6 Serco organisational HSE
responsibilities. Ensure compliance with all training requirements of Serco
and ensure adherence to these requirements at all times whilst in employment.
Report any accidents, incidents, breaches or potential breaches to appropriate
management or the speak up process.
