The Job Opportunity
Serco Middle East is looking to hire a Traffic Management SME - STCA to work
with the team in the Kingdom of Saudi Arabia. KSA is a key focus for Serco

Key Purpose:
An overarching role for the Traffic Management Subject Matter Expert is to
provide technical assistance, guidance, and oversight with traffic management
and road safety developed in accordance with KSA regulations and NEOM HSEQ
Vision and Values and industry best practice and standards.
* Advises on most appropriate, sustainable, and cost-effective road safety and traffic management implementation program elements.
* Supports in the identification of short, intermediate, and long-term road safety and traffic management measures.
* Prepares designs for intersections, roundabouts, overpasses, underpasses, and traffic control devices. (ramblers, humps, road signs, etc.)
* Implement Defensive Driving training for all drivers
* Assist in preparation of training material for Defensive Driving
* Assists in analyzing data related to traffic flow and accident rates
* Propose to determine the most efficient methods to expedite traffic flow
* Ensures Traffic Management and Road Safety documents are designed and documented to expected quality and project standards
* Ensure all documents are in adherence with local regulations
* Develop traffic management training materials and conducts training courses as required
* Assist in conducting accident investigation and remedial actions
* Follow up on the recommendations from the outcome of the investigation
* Assist in selection of correct road worthy vehicles fit for purpose
* Assist in conducting random inspection of vehicles and operators/drivers for valid documents
* Implement IVMS data capture system on all project vehicles
* Assist in designing traffic plan for the movement of vide loads in convoy on project road network
* Assist in smooth flow of traffic during wide and abnormal load movement
* Assist in conducting Traffic Safety awareness campaigns
Key accountabilities
* Able to work independently
* Ability to review CCTV footage during accident investigation
* Ability to prepare traffic management plan and control measures
* Ability to work in coordination with internal and external stake holders
* Ability to conduct technical inspection of Light and heavy vehicles when required
* Select defensive Driving training provider and propose for retainership
* Liaise with internal and external stake holders( PMC, Subcontractors, local authority)
* Recommend road resurfacing, widening, traffic flow, lane closure, etc. as per project requirement
Specific requirements

• ‎15 years of specific work experience in traffic management, planning and designing solutions for large road construction projects or similar initiatives


• Degree form Engineering or equivalent field OR Specialized courses in traffic management and road safety


• Extensive working knowledge of road safety and traffic management planning and execution standards and requirements


• Knowledge and understanding of environmental, safety and health requirements on heavy-industrial construction projects


• Proficient in MS Office and Excel

• ‎15+ years of experience working in the relevant area of expertise


• Competency in all relevant traffic management operations
