OBJECTIVES OF THE PROGRAMME


Resource Mobilization is one of the priorities of the WHO Regional Director's
Vision ‎2023 for the EasternMediterranean Region (EMR) and is an integrated
part of the Department of Communication, Resource Mobilizationand Partnership
(CRP). The Resource Mobilization programme's Strategic Objective isto Expand
EMRO's Resource Mobilization presence, contribution and scope of work tobetter
equip the organization to respond to the needs of EMR populations andfulfil
its mandate. The program's specific objectives are to identify regionaland
country office funding needs, and coordinate with WHO/HQ approach,establish
and cultivate close and regular mobilization relationships withdonors and
funding agencies, mapping and matching their areas of interest withWHO
programmes, support grant management and project implementation, monitoringand
reporting, liaising with donors, partners and funding agenciestransparently as
required and providing them with agreed information andupdates and responding
to their queries and questions.


DESCRIPTION OF DUTIES


Support WHO Country Offices (WCOs) and regional budget centres onpositioning
WHO for enhanced resource mobilization through the development andmonitoring
of resource mobilization and donor engagement plans.
Guide budget centres in assessing their funding needs, priorities,and gaps as
well as opportunities and risks; Identify and share fundingopportunities,
contributor profiles, reporting/RM tools and coordinate these with Resource
Mobilization Officers responsible for technical programme resource
mobilization.
Review and provide quality assurance and clearance for proposals,agreements,
modification requests through WHO's Contributor Engagement Management System.
Ensure review of reports, as well as other fundraising documents for
coherence, results/ impact and guide the finalization of all products using
Results Based Management (RBM) guidelines in a timely manner.
Support country offices in establishing and managing strong partnerships with
all donors supporting resource mobilization including liaising with them,
sharing relevant and timely information, gathering intelligence, organising
meetings, missions, developing presentations, talking points, briefs,
background papers, etc. to identify and create resource mobilization
opportunities, including donor visibility
Keep abreast of latest developments regarding assigned donor and resource
partnership portfolios
Support and strengthen linkages between different CRP pillars, enhancing
collaboration and information flows to contribute to improvements and
strengthen integrated functions.
Build the capacity of colleagues in positioning WHO including guiding focal
points onthe development of resource mobilization plans and strategies, donor
mapping and engagement plans and organizing country support missions and
resource mobilization workshops and webinars in coordination with the officer
responsible for technical programmes
Promote the Contributions Engagement Management (CEM) to COs, ensure adherence
to andcorrect application of the (CEM), extend support including solving
problems, responding to queries, liaising with different levels of the
organization, and provide capacity building.


REQUIRED QUALIFICATIONS


Education


Essential : University degree in international relations, business,
communications, marketing, political sciences, health financing, social
sciences.
Desirable : Specialized training in fundraising, negotiation and
influencing.


Experience


Essential : At least five years' related experience, with international
exposure in resource mobilization and external relations, mobilizing funds,
liaising with donors as part of an external relations of fundraising team.
Documented achievements in fundraising, part of which support humanitarian
emergency or health outbreak response and recovery activities.
Desirable : Prior working experience in WHO/UN, health cluster partners or
in an international nongovernmental or recognized humanitarian organization.

Strong interpersonal, representational, and organizational skills, with proven
abilityto facilitate and strengthen the involvement and collaboration of a
broad rangeof internal and external partners for resource mobilization

communication andnegotiation skills
Track record of working for an international development organization,
establishing harmonious and effective working relationships, both within and
outside the organizations as part of a fundraising team

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US
dollars. The remuneration for the above position comprises an annual base
salary starting at USD ‎62,692 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post
adjustment, which reflects the cost of living in a particular duty station,
and currently amounts to USD ‎1881 per month for the duty station indicated
above. Other benefits include ‎30 days of annual leave, allowances for
dependent family members, home leave, and an education grant for dependent
children.
