  • Purpose of consultancy
    To provide business continuity support in the area of resource mobilization.
    The Resource Mobilization consultant will ensure implementation of the
    Regional Office's resource mobilization strategy and procedures, manage donor
    cultivation and stewardship, ensure support to the development of fundraising
    materials, implement donor visibility requirements, and provide quality
    assurance and timely reporting on proposals to a subset of EMR countries so
    that donors continue to see us as a credible and relevant partner.




  • Background
    The incumbent will report directly to Senior Resource Mobilization Manager for
    Emergencies the Regional Office and in close collaboration with unit heads,
    technical officers, and country offices.




  • Deliverables




Output ‎1: Resource Mobilization and Donor Stewardship Support to WCOs:
Provide strategic advice to WHO Country Offices (WCOs) in the region on
resource mobilization, award management oversight and donor engagement.



  • Deliverable ‎1.1: Ensure an updated understanding of WCO resource mobilization needs, priorities, and gaps.

  • Deliverable ‎1.2: Identify and share funding opportunities, and donor profiles as relevant

  • Deliverable ‎1.4: Maintain oversight of GM/RM tools, such as upcoming/due donor reports tracker, pipeline-tracker, country/emergency specific information/analysis, workflow documents, etc.

  • Deliverable ‎1.5: Engage with the country office technical leads overseeing the programme; liaise with technical and administrative staff in the office to ensure the adequate use of the funds and reporting of the funds following donor requirements


Output ‎2: Quality Assurance and Product Development:* * Review and
provide quality assurance for technical donor reports, proposals, modification
requests, and any other type of fundraising documents:



  • Deliverable ‎1.1:* Review, edit, compile, and finalize technical donor reports/proposal/modification requests using Results Based Management (RBM) guidelines, based on inputs received from WHO Country Offices (WCOs) and provide quality assurance provided in terms of coherence, results, showing impact. *

  • Deliverable ‎1.2: Process submission of reports, proposals, and agreements through the CEM system, ensuring coordination with all reviewing units and HQ as necessary

  • Deliverable ‎1.3: Support the development of donor briefs, background papers for a diverse array of activities for senior management.

  • Deliverable ‎1.4: Coordinate and follow-up on questions with COs, HQ GM/EXR, and other units (such as communications, EMO, DAF, etc.).


Output ‎3: Donor Engagement: Building and maintaining effective
communication and partnership between WHO and the donor/partner community:



  • Deliverable ‎3.1: Liaise and engage with donors as needed on a regular basis and in a meaningful manner including sharing relevant and timely information, organizing donor meetings, missions and supporting the development of RM and engagement plans.

  • Deliverable ‎3.2: Concisely, clearly, and convincingly communicate WHO yearly/biennial strategic direction to donors.

  • Deliverable ‎3.3: Research and analyze information including technical, political and policy information required to support the strategic engagement of partners at the regional level.


Output ‎4: Capacity building: Build the capacity of in-country national
resource mobilization focal points, including:



  • Deliverable ‎4.1: Guide focal points on the development of resource mobilization plans and strategies.

  • Deliverable ‎4.2: Provide support to focal points on maintaining a network of donor contacts, tracking proposals submitted, and funds pledges/received and donor agreement implementation requirements (implementation deadline, earmarking for specific activities, visibility requests, reporting, etc.)

  • Deliverable ‎4.3: Organize country support missions and support organization of resource mobilization workshops and webinars.

  • Qualifications, experience, skills and languages


Educational Qualifications:
Essential: First level university degree in social sciences, law, political
science, business communications, marketing, management, economics, or
international relations or related field from an accredited/recognized
institute.


Experience
Essential: At least five years' related experience, at the international level
in developing and implementing resource mobilization and external relations
activities
Proven track record in developing resource mobilization strategies, mobilizing
funding, engaging with donors, developing donor engagement plans, producing
proposals and reports.


Desirable: Prior working experience with WHO/UN or with an international
nongovernmental organization. And knowledge or understanding of WHO mandate
and goals


Skills/Knowledge:



  • Strong interpersonal, representational, and organizational skills, with proven ability to facilitate and strengthen the involvement and collaboration of a broad range of internal and external partners for resource mobilization

  • Independent highly motivated staff member with superior analytical, communication and negotiation skills with a track record of working at an international development organization

  • Demonstrated ability to work in highly complex multicultural international organizations and establish harmonious and effective working relationships, both within and outside the organizations.

  • Demonstrated success in mobilizing resources and contributing to managing donor relations

  • Ability to conceptualize ideas and promote consensus

  • Experience of presenting to a fundraising audience and providing capacity building training

  • Experience of WHO or UN processes and procedures

  • Ability to work under pressure and problem solve

  • Demonstrated ability to plan and implement work, and to communicate ideas effectively.


Languages and level required :


Excellent knowledge of English.


Working knowledge of a second UN language, such as Arabic or French would be


an asset.



  • Location


On site: WHO Regional Office for the Eastern Mediterranean, Cairo, Egypt.




  • Travel
    The selected Consultant may be expected to travel to countries of the Region
    upon request.
    All travel arrangements will be made by WHO - WHO will not be responsible for
    tickets purchased by the Consultant without the express, prior authorization
    of WHO. While on mission under the terms of this consultancy, the Consultant
    will receive subsistence allowance.
    Visas requirements: it is the consultant's responsibility to fulfil visa
    requirements and ask for visa support letter(s) if needed.




  • Remuneration and budget (travel costs are excluded):



    • Remuneration: Payband level - B

    • Expected duration of contract: ‎6 months




  • Medical clearance
    The selected Consultant will be expected to provide a medical certificate of
    fitness for work.




The selected Consultant will work under the supervision of: Senior Resource
Mobilization Manager for Emergencies
