  • Purpose of consultancy
    To provide key support to the Resource Mobilization for Emergencies Unit to
    support on the following accountabilities:




  • EMR budget centers receive guidance and strategic support to develop and roll out their Resource Mobilization and Donor Engagement/Stewardship plans.



  • EMR budget centers receive strategic guidance and support in preparing investment cases, fundraising products, finalizing donor reports and proposals and processing donor agreements in a timely manner.

  • EMR budget center owners receive monthly insights on status of donor stewardship accountabilities, opportunities, intelligence and funding analytics to enable them to meet current donor requirements and seek additional funding.

  • EMR is able to regularly update donors on key trends, thereby spurring resource Mobilization and donor stewardship.


  • EMR budget center staff better understand how to position WHO, build relations with donors and manage donor accountabilities through a series of capacity building clinics/seminars/workshops.




  • Background
    The incumbent will report directly to Senior Resource Mobilization Manager for
    Emergencies Unit the Regional Office and in close collaboration with unit
    heads, technical officers, and country offices.




  • Deliverables




Output ‎1: EMR budget centers receive guidance and strategic support to
develop and roll out their Resource Mobilization and Donor
Engagement/Stewardship plans



  • Deliverable ‎1.1: Support in the proof reading of reports and proposals

  • Deliverable ‎1.2: Collect and map WCO RM requirements for OCR funding needs

  • Deliverable ‎1.3 : Put in place donor recognition plans for major donors to EMRO


Output ‎2: EMR budget centers receive strategic guidance and support in
preparing investment cases, fundraising products, finalizing donor reports and
proposals and processing donor agreements in a timely manner



  • Deliverable ‎2.1 Support in the development of an RM template, donor mapping template, donor engagement template, and an EMR investment case template.

  • Deliverable ‎2.2: Support the analysis for the ‎2022-‎23 RM strategy


Output ‎3: EMR budget center owners receive monthly insights on status of
donor stewardship accountabilities, opportunities, intelligence and funding
analytics to enable them to meet current donor requirements and seek
additional funding




  • Deliverable ‎3.1: Conduct research on trends and intelligence and assist in compiling intelligence briefs
    Output ‎4: EMR is able to regularly update donors on key trends, thereby
    spurring resource Mobilization and donor stewardship




  • Deliverable ‎4.1:* Support the * EXR Manager in preparing the upcoming Donor Showcase



  • Deliverable ‎4.2: Follow up on the WHE/CRP action plan

  • Deliverable ‎4.3: Support manager in preparing presentations, talking points


Output ‎5: EMR budget center staff better understand how to position WHO,
build relations with donors and manage donor accountabilities through a series
of capacity building clinics/seminars/workshops



  • Deliverable ‎5.1:* Support the * EXR Manager in finalizing RM toolkit.

  • Deliverable ‎5.2: Support in organizing regional technical and intra-regional network meetings - preparing agenda, doing research and taking minutes

  • Deliverable ‎5.2: Support in preparing presentations as well as organizing sessions for the capacity building plan

  • Qualifications, experience, skills and languages


Educational Qualifications:
Essential: First level university degree in social sciences, law, political
science, business communications, marketing, management, economics, or
international relations or related field from an accredited/recognized
institute.


Experience
Essential: At least five years' related experience, at the international level
in developing and implementing resource mobilization and external relations
activities
Proven track record in developing resource mobilization strategies, mobilizing
funding, engaging with donors, developing donor engagement plans, producing
proposals and reports.


Desirable: Prior working experience with WHO/UN or with an international
nongovernmental organization. And knowledge or understanding of WHO mandate
and goals


Skills/Knowledge:



  • Strong interpersonal, representational, and organizational skills, with proven ability to facilitate and strengthen the involvement and collaboration of a broad range of internal and external partners for resource mobilization

  • Independent highly motivated staff member with superior analytical, communication and negotiation skills with a track record of working at an international development organization

  • Demonstrated ability to work in highly complex multicultural international organizations and establish harmonious and effective working relationships, both within and outside the organizations.

  • Demonstrated success in mobilizing resources and contributing to managing donor relations

  • Ability to conceptualize ideas and promote consensus

  • Experience of presenting to a fundraising audience and providing capacity building training

  • Experience of WHO or UN processes and procedures

  • Ability to work under pressure and problem solve

  • Demonstrated ability to plan and implement work, and to communicate ideas effectively.


Languages and level required :


Excellent knowledge of English.


Working knowledge of a second UN language, such as Arabic or French would be


an asset.



  • Location


On site: WHO Regional Office for the Eastern Mediterranean, Cairo, Egypt.




  • Travel
    The selected Consultant may be expected to travel to countries of the Region
    upon request.
    All travel arrangements will be made by WHO - WHO will not be responsible for
    tickets purchased by the Consultant without the express, prior authorization
    of WHO. While on mission under the terms of this consultancy, the Consultant
    will receive subsistence allowance.
    Visas requirements: it is the consultant's responsibility to fulfil visa
    requirements and ask for visa support letter(s) if needed.




  • Remuneration and budget (travel costs are excluded):



    • Remuneration: Payband level - B

    • Expected duration of contract: ‎6 months




  • Medical clearance
    The selected Consultant will be expected to provide a medical certificate of
    fitness for work.




The selected Consultant will work under the supervision of: Senior Resource
Mobilization Manager for Emergencies.
