PROJECT HOPE NAMIBIA (PHN) OVERVIEW:
Project Hope Namibia is part of Project HOPE - the People-to-People Health
Foundation, Inc., a global health non-profit organization dedicated to
providing long-lasting solutions to health problems and improving the quality
of life for the world's most vulnerable people, especially women and children.
Project Hope Namibia has a broad range of health projects focusing on
HIV/AIDS, tuberculosis (TB), reproductive maternal new-born and child health,
and non-communicable diseases. Our work has involved strengthening health
systems through established functional health management information systems
and strengthening the health work force to improve quality and delivery of
care. Project Hope Namibia has also been involved with setting up COVID-‎19
Vaccination Centers (CVCs) and mobile outreach teams, conduct training, and
recruit vaccinators and support staff to contribute towards vaccinating the
population with safe and effective COVID-‎19 vaccines.


PROJECT BACKGROUND:
Saving Lives and Livelihoods (SLL) is an Africa-wide partnership between
MasterCard Foundation, the Africa CDC, all African Union (AU) Member States
and a number of Africa-based implementing partners, including Project HOPE
Namibia (PHN). SLL aims to increase African Union (AU) Member States' COVID-‎19
vaccination capacity by helping to establish new or bolster existing COVID-‎19
Vaccination Centers (CVCs) in African countries, thereby achieving ‎60%
vaccination coverage among eligible populations. Project HOPE Namibia (PHN)'s
North Africa Saving Lives and Livelihoods (NASLL) project component supports
the provision of training, additional health workers and supplies to operate
fixed CVCs and mobile outreach vaccination teams. PHN and its partners will
work with MoHs and existing CVC managers to create surge staffing plans for
each CVC and mobile outreach team, train health worker cadres of and in, the
process, boost national EPI (Expanded Program of Immunization)'s capabilities
to administer vaccines while ensuring adequate data collection, monitoring,
tracking, information systems (including electronic health information
systems) as well as the necessary tools for data collection, analysis and
reporting are in place. NASLL's three-year project agreement was signed 1st
October ‎2022 and provides funding of approximately USD ‎17.9 million over the
life of the project. The NASLL's Project Management Unit (PMU) is based in
Cairo, Egypt, with remote participation by key staff from PHN's Windhoek,
Namibia, HQ office. Under the supervision and guidance by the PHN's NASLL PMU,
various configurations of country-level staff and local civil society
partnerships are being engaged in the Northern African countries targeted by
the NASLL project.


Job Description:


Summary
Under the direct supervision of the NASLL Project Director, the Human
Resources Manager develops and manages the Human Resources function within
NASLL Project to optimally achieve attraction, retention and development of
staff/human capital. S/he is directly responsible for the overall
administration, coordination and evaluation of the human resource function,
and develops and administers various human resources plans and procedures for
all NASLL Project staff. This entails the development, implementation and
maintenance of the NASLL Project's effective people management processes, as
well as the administration of staff matters concerning remuneration, benefits
and records, human capital management and support services based on the
actualisation of potential and motivation to succeed in career.


Human Resources Policies & Procedures
* Establishes policies & procedures in critical areas of human resources and administration that will govern the major areas of services and management practice, notably people management intentions and systems, so that there is consistency, uniformity and professionalism in approach.
* Advises managers on NASLL Project's HR related policies and procedures and ensures the correct implementation thereof.
* Liaises with NASLL Project Director and Project's Senior Management Team to shape the policies and obtains approval from the Board and HQ on the final version.
* Enforces policies and procedures and takes up deviations with staff directly to rectify.


Human Resources Strategies & Implementation Plans.
* Devises specific strategies and plans based on Project's strategy and work plans that will achieve set targets for the programme/s and attain the comprehensive deployment of sound people management practices.
* Determines Project's HR objectives and supporting plans with own staff and agrees on review and progression processes (in line HR policies & procedures).
* Monitors progress on key measures and takes remedial action on out of track work progress.


Organisation Development (OD) Services.
* Provides comprehensive OD services ranging from strategy facilitation, structure designs, performance management corporate development interventions, climate surveying and facilitation as well as companywide development initiatives.
* Designs and coordinates the implementation of OD interventions which may range from general interpersonal/service skills, effectiveness/attitude development, climate discussion forums, communication forums, etc.
* Monitors climate and advises the Project Director and Project 's Senior Management Team on areas of deficiency and how to address these.
* Furthers the development of independence and assertiveness in staff over time.


Training and Development Services
* Develops and provides systematic approaches to training needs analysis and subsequent Individual Development Plans as well as the support in terms of training, study, coaching and interventions. Generally, encourages development through studies and other means and creates supporting mechanisms to facilitate this.


Employment & Staff Planning Services (incl. Succession & Career Planning).
* Institutes effective employment and planning processes that enable the attraction and selection of required potential and the retention through further growth opportunities. Also, to plan for continuity of HR capacity in line with future needs.
* Applies selection mechanisms e.g. based on competency profiles that are well-suited to check for required competencies.
* Oversees all staff recruitment, new-employee orientation, employee relations counselling and exit interviewing.


Remuneration System & Services (incl. Benefits)
* Institutes a remuneration system suited to NASLL Project's specific needs that will optimise staff performance and meet the latest optimal remuneration practices in the project implementation countries.
* Utilises market surveys and assessment means (e.g., grading) in order to accurately manage remuneration against the market.


Benefits Funds & Services Management Services.
* Defines the requirements for NASLL Project's benefit funds, e.g. medical & pension, and to chair funds meetings and generally ensure that the funds are managed to Project HOPE Namibia & legal requirements of NASLL Project implementing countries.


Employee Wellness (Welfare & Workplace Support Services).
* Furthers work and general health awareness and ensure that NASLL Project Implementing countries' work environment & conditions are favourable from a health/welfare perspective. Also drives awareness of major illnesses such as HIV/AIDS.


People Management Support Services & Staff Relations.
* Assists managers and staff alike in interpersonal problem solving or conflict resolution, to provide advice and generally facilitate sound staff relations through appropriate means.
* Ensures all disciplinary and grievance matters are handled and communicated sensitively and in accordance with internal policy and Project implementing countries' Labour Law


Employee Relations (ER)
* Ensures that the entire NASLL Project 's Management is trained in ER related procedures.
* Ensures that NASLL Project's policies and procedures are compliant to project implementing countries' legislation.
* Responsible for cultivating a good working relationship with Unions should the need arise.
* Is responsible for negotiation with the Unions, if possible, on all related issues.
* Attends labour court issues and provides representation.


Performance Management
* Leads the implementation of a performance management system.
* Plans, organises and controls all activities of the department. Participates in developing department goals, objectives and systems.
Filing System & Admin Support Services
* Institutes a central filing system and administrative capacity that comply with general administrative and Project HOPE Namibia and HQ's Internal Audit requirements.
* Establishes and maintains department records and reports. Participates in NASLL Project's Senior Management Team and administrative staff meetings. Maintains Project's organisation charts and employee directory.
* Develops the administrative capacity leave and absence management.
* Performs other incidental and related duties as required and assigned.


Position Requirements
* Honour 's degree in human resources management, human sciences, and industrial psychology qualification.
* Minimum of ‎8 years' experience of human resource management, of which ‎4 years should have been Head of a human resources function or in more senior / independent HR role at professional / managerial level.
* Knowledge and experience working with donor agencies such as Africa CDC, USAID, US CDC, Global Funds, UNICEF, WHO, and GAVI is preferred.
* Proven working experience in North African Countries.
* Core competencies required may include ethical conduct, strategic thinking, leadership, decision-making and financial management.
* The incumbent should have a good mix of abilities between task orientation and interpersonal / relationship sensitivity. Should be sympathetic to the needs of others while retaining focus on goal attainment.
* Excellent communication skills, both verbal and written in English and Arabic languages.
* Egypt citizen or, at the minimum permanent residency in Egypt.
