OBJECTIVES OF THE PROGRAMME


The division of the Business Operations of WHO Regional Office for the Eastern
Mediterranean provides support to various programmes and activities in the
Region including timely procurement and supply of goods and service,
administrative services, human resources management and budget and finance.
Procurement and supply of goods and services entails timely and cost effective
provision of medical and non-medical supplies, equipment and services for the
implementation of the EMR countries, health collaborative programmes as well
as emergency operations resulted from epidemic, man-made and/-or natural
disasters.


DESCRIPTION OF DUTIES



  • Plan, develop, implement, and manage all the activities of the Procurement and Supply Services (PSS) unit. Ensure to achieve the most cost-effective and timely delivery of goods and services in compliance with WHO procurement rules.

  • In an area characterized by a high prevalence of emergency operations, provide expert advice and make necessary decisions and actions to ensure that all procurement needs are met for the health programmes as well as for the emergency operations resulting from epidemics, man-made and/or natural disasters. The responsibility of the incumbent entails simultaneous handling of multiple operational funds with short deadlines. The total annual amounts of funds will be set as per procurement compliance and in accordance with the financial rules and regulations.

  • Analyse unusually complex and risk-associated proposals and/or cost structures. Based on the results of the analysis, determine the most appropriate strategy and make recommendations to senior management or committees involved on the options that best serve the organization and the client, so as to avoid additional costs, to meet the deadlines and to ensure quality.

  • Given the emergency and particularly complex political situations, most of the goods and services are purchased through the regional office and require the incumbent to undertake necessary analysis and negotiations and make decisions/recommendations on the most effective procurement and delivery strategies as well as on termination of certain contractual contracts and orders.

  • Reviewing all the requests for the procurement of goods and services and deciding on the best procurement modality. This includes reviewing and authorising the country offices to procure locally medicines and/or medical equipment.

  • Revise and design regional procurement and supply policies and procedures and provide regional input to the global policies and procedures.

  • Revise and approve the procurement plans submitted by the country offices and the reginal office divisions.

  • Represent the organization on procurement/contractual matters with external providers, donors, partners, UN procurement staff and governmental officials as well as in negotiations with senior executives of various commercial organizations to conclude contracts.

  • Serve as the principal advisor to the regional office and the WHO country offices on procurement related issues.

  • Promote best practices and capacity development at the regional office and WHO country offices and lead and/or participate in relating training.

  • Serve as the Secretary to the regional contract review committee (RCRC).


REQUIRED QUALIFICATIONS


Education


Essential : Master's degree in Business Administration, Public
Administration, Public Health, Pharmacy, or related studies.
Desirable : Certification in Procurement, Supply Chain, Shipping and
related field would be an added asset.


Experience


Essential : A minimum of ten years' progressive work experience in
Procurement and Supply management at national and international levels.
Experience in managing and implementing procurement services and processes.


Desirable : Experience in UN or International global organizations would
be an asset.


Skills



  • In depth knowledge of administrative principles governing procurement of supplies, equipment and services;

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US
dollars. The remuneration for the above position comprises an annual base
salary starting at USD ‎92,731 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post
adjustment, which reflects the cost of living in a particular duty station,
and currently amounts to USD ‎1793 per month for the duty station indicated
above. Other benefits include ‎30 days of annual leave, allowances for
dependent family members, home leave, and an education grant for dependent
children.
