OBJECTIVES OF THE PROGRAMME


Within the framework of the strategic objective to develop and sustain WHO as
a flexible learning Organization, enabling it to carry out its mandate more
efficiently and effectively, the Regional Budget and Finance Officer will
provide effective budget and finance support services to WHO programmes and
administration as well as support the management of financial assets of the
organization in the Eastern Mediterranean Region in compliance with
organization-wide policies and procedures.


DESCRIPTION OF DUTIES



  • Provide expertise and authoritative advice and guidance to Director, Business Operations and senior management on all budget and finance initiatives including overall financial oversight in the department/regional and/or country offices, while also forecasting financial trends and analyzing risks.

  • Ensure strict compliance with accounting standards including the application of IPSAS and other financial policies and procedures.

  • Oversee the analysis and coordination of timely financial reporting for the department/region and/or country offices.

  • Develop new financial and budgetary policies for implementation to facilitate the efficient running of all financial operations within the region.

  • Contribute to the overall programme planning on all financial aspects of the department/region's budget submissions.

  • Collaborate closely with resource mobilization to promote joint budget resource management planning.

  • Lead a budget and finance team and supports their continuous training and development to ensure efficient and effective running of financial services.

  • Represent department/region at various meetings linked to budget and finance and the allocation and mobilization of resources.

  • Perform all other related duties as assigned.


REQUIRED QUALIFICATIONS


Education


Essential :
* Advanced university degree (Masters level or above) in finance, accounting, business administration, management, or related field.
* Internationally recognized accounting qualification such as Chartered Accountant CA or Certified Public Accountant CPA, with membership in good standing.


Experience


Essential :
* At least ten years of progressively responsible professional experience in a financial reporting and accounting environment of which at least seven years are at the international level managing diverse teams.
* Extensive experience using ERP systems.
Desirable :



  • Experience working with the UN system or in a country level context.


Skills



  • Ability to lead and manage a team effectively.

  • Ability to develop innovative approaches and solutions.

  • Ability to demonstrate effective interpersonal skills by working harmoniously as a member of a team, adapting to diverse educational, socio-political and cultural backgrounds and maintaining a high standard of personal conduct.

  • Proficiency in Microsoft Office.

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US
dollars. The remuneration for the above position comprises an annual base
salary starting at USD ‎92,731 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post
adjustment, which reflects the cost of living in a particular duty station,
and currently amounts to USD ‎1793 per month for the duty station indicated
above. Other benefits include ‎30 days of annual leave, allowances for
dependent family members, home leave, and an education grant for dependent
children.
