The OSRA program is five-year USAID-funded project. The goal of the OSRA
program is to improve family health outcomes by reinforcing the national
family planning and reproductive health (FP/RH) program in partnership with
the Ministry of Health and Population (MOHP). The OSRA program will achieve
this purpose through the three pivotal results: 1) Women's and men's uptake
and continuation of voluntary family planning services increased; 2) Youth
equipped with knowledge and skills necessary to make healthy life choices; and
3) Gender dynamics improved for enhanced voluntary family planning and
reproductive health outcomes. The OSRA program will closely collaborate with
different local stakeholders and other Government of Egypt (GOE) entities to
attain its results
Job Summary : The Organizational Development Advisor will work closely
with Field Implementation Team Lead and Subaward manager to help manage the
contractual and performance functions of awards portfolio while ensuring
adherence to Pathfinder and USAID standards, policies, and regulations. S/he
will participate in monitoring grants to local organizations While ensuring
alignment with program objectives.
Key Responsibilities
* Grant Making Process : Participate in grant making process including review of proposals, selection process, pre-award assessment, review of grantee programmatic documents, and grants close out. Follow up with recipient organizations on identified tasks and periodic program reports to ensure timely submission.
* Grant Oversight : Follow up on grant activities to ensure they are implemented based on the program objectives and design while considering Donor's requirements and procedures.
* Compliance : Participate in monitoring terms of the grant agreements for compliance with USAID and Pathfinder rules and regulations to ensure they are properly followed and adhered to.
* Capacity Building of NGOs : Work with teams to prepare and execute plans to build and develop capacity of NGOs in specific areas. Negotiate consultancy agreements to develop capacity of local partners in mandated program areas and provide training and development opportunities where needed. Support the leadership of local partner organizations to maintain high operating standards and ensure accountability.
* Program Implementation : Collaborate with other Program teams to ensure that Program performance objectives and mandated deliverables such as technical activities, annual workplans and programmatic/financial/technical reports are carried out in a timely fashion meeting the highest quality standards.
* Reporting : Develop and present timely technical, and operations reports and updates on the grant progress and challenges. Document achievements for communications materials such as monthly reports, brochures, and website updates.
* Perform other related duties and responsibilities as assigned.
Required Education, Experience, and Skills
* Bachelor's degree, preferably in a related field such as, but not limited to, medicine, social studies, development studies, or a related field.
* At least 15 years of professional experience in civil society or educational program or family planning developmental program and management.
* Strong personality with strong leadership capabilities to lead teams.
* Foundational knowledge of family planning and reproductive health principles, community activities, working with youth as well as gender issues,
* Experience in working with the Ministry of Health and Population or Ministry of Social Solidarity with good understanding of the ministries' systems of working.
* Essential computer literacy (word, excel, and internet).
* Strong experience with monitoring tools and systems.
* Demonstrated experience with different donors' compliance and reporting systems, as well as training and capacity building.
* Advanced organizational and planning skills, Program planning and management skills. Proven ability to set priorities, meet deadlines and multi-task with minimal supervision.
* Strong verbal and written communication skills, with the ability to express complex and technical terminology and concepts in a clear and comprehensible manner.
* Excellent command of the Arabic language.
