Full Summary : Assists and works in partnership with the Country Director
in providing strategic leadership and managerial oversight of the
administrative, programmatic, technical, financial, and operational aspects of
Pathfinder International's country office. Collaborates with the Country
Director to ensure that program objectives are met, all activities are
responsive to the needs of the host country, and the program continues to
advance and play a key role in contributing to Pathfinder International's
development within the country. Oversees technical program implementation of
activities in the project's satellite sites. Works with Country Director to
increase visibility and funding for Pathfinder International's programs in the
country. Positions the Pathfinder as a leader in the field of sexual and
reproductive health and rights services and as a successful partner in the
development and cost-effective implementation of programs and projects. Serves
as Country Director in his or her absence. Supports projects policy and
advocacy activities.
Key Job Outcomes: Assists the Country Director as follows:
* Brand Ambassador: Meets regularly with donors, partners, local government agencies, and other key stakeholders to share progress, accomplishments, and challenges. Provide periodic updates to the Pathfinder staff worldwide on the country program progress, technical direction, approaches, challenges, successes, and lessons learned in managing the country Program
* Advocacy: Works strategically to integrate integrity and commitment to relevant parties from Pathfinder 's implementing partners, both within country and Pathfinder. Works to remove policy impediments in reproductive health and rights and to foster and forge improvements.
* Strategic and Annual Planning and Implementation: Develops and updates the country 's strategic plan to ensure that local organizations are developed and strengthened to become successful, sustainable bodies to promote SRHR in their respective communities and countries. Contributes to budget development for annual planning. Works with Country Director to implement the programmatic, technical, and financial aspects of the plan, including the timely completion of reports, work plans, performance objectives and other mandated deliverables. Monitors the country program progress and achievements vis a vis the goals and objectives.
* Administration and Financial Operations: Implements administrative and financial operations of the program. Focuses on compliance and ethical standards, corporate philosophy, local laws, and Pathfinder International 's policy and contract provisions. Protects the organization's resources and assets and ensure that they are used efficiently in furtherance of Pathfinder International's mission and programs. Ensures that all resources are in place, adhered to, and in compliance with local laws, donor rules, practices, and regulations. Manages expenses for the sub offices. Documents technical components of materials and program achievements for communications materials such as annual reports, brochures, and website updates.
* Management Practices, Policies and Procedures: Develops management policies and procedures to ensure efficiency and quality, and builds teams focusing on technical excellence in activities related to sexual and reproductive health care and rights
* Leadership, Management and Supervision: Recruits, hires and supervises staff and subcontractors. Oversees subgrantee relationships to ensure that subgrantees are accomplishing programmatic objectives and that both Pathfinder and the subgrantees comply with applicable rules and policies.
* Proposal Teams and Proposals: Works with others to create proposal teams, and lead, manage and/or respond to proposals in Egypt and the MENA region.
* Advocacy, Policy and Programming Strategy: Seeks to develop SRHR champions in advocacy, policy communications and negotiations, including government, women leaders, and civil society. Directs Pathfinder 's organizational strategy for policy and advocacy and policy-related programming. Works with Pathfinder leadership and program staff to determine organizational and global advocacy and policy priorities.
* Advocacy Planning and Implementation: Leads the development of annual work planning, design, implementation, and reporting related to policy and advocacy technical activities. Establishes communication among other organizations, especially SRHR groups, to ensure an informed and coordinated response to policies, and an increased engagement by country organizations in advocacy.
* Supports Country Director in monitoring projects in Egypt and the MENA region, including, but not limited to, Jordan, UAE, KSA
* Project Management and Participation: Leads, manages or participates on cross functional project teams.
Minimally Required Education, Training and Experience:
* Bachelor's degree in public health, business, marketing, social science or related discipline.
* Prefer: Master's degree
* 5 years' experience managing mid-sized to large donor funded reproductive health and family planning projects in developing and transitioning countries, including operations and financial management experience
* 5 years' experience working with major donors and their requirements
* 5 years' experience managing and developing direct reports
* 5 years' international non-profit experience
* 5 years' experience in program management in the INGO sector
* Prefer: Experience with USAID-funded projects
* Prefer: Experience managing large, complex family planning projects while living in developing countries
* Prefer: Experience managing privately-funded reproductive health activities
* Prefer. Experience in policy and advocacy
