The OSRA program is five-year USAID-funded project. The goal of the OSRA
program is to improve family health outcomes by reinforcing the national
family planning and reproductive health (FP/RH) program in partnership with
the Ministry of Health and Population (MOHP). The OSRA program will achieve
this purpose through the three pivotal results: ‎1) Women's and men's uptake
and continuation of voluntary family planning services increased; ‎2) Youth
equipped with knowledge and skills necessary to make healthy life choices; and
‎3) Gender dynamics improved for enhanced voluntary family planning and
reproductive health outcomes. The OSRA program will closely collaborate with
different local stakeholders and other Government of Egypt (GOE) entities to
attain its results.
Job Summary* : The Gender and Youth Advisor provides overall technical
support in the areas of gender inclusion and youth programming in FP/RH
interventions. S/he assists in the developing design and implement the OSRA
project's Gender and Inclusion strategy and activities and provide technical
expertise for the development of technical approaches to adolescent and youth
FP/RH, and meaningful youth engagement, and their implementation across the
program. S/he will coordinate and collaborate with partners to develop
capacity in the design, management, and monitoring of programs that link
gender and youth services with other health and non-health activities. The
Gender and Youth Advisor will support the Team Leads in assessing technical
and training needs, review and adapt training materials, and provide training
and document/disseminate. Provide technical guidance in and support the design
and implementation of integrated quality adolescent programming.
Primary Responsibilities and Duties:
* Participate in and contribute to activities on issues related to gender and inclusion and youth development.
* Contribute to the design of appropriate age- and life stage-tailored youth behavior change activities to reach youth with FP/RH/GBV information and address social norms that present barriers to healthy behaviors and FP use.
* Promote inclusive development and prevent and address gender-based violence.
* Provide ongoing technical support to the GBV and YPD team for the development, implementation, and evaluation of activities.
* Coordinate with project staff, including managers and technical specialists, to ensure the implementation of the project activities.
* Support with project reporting, ensuring that updates and progress and related indicators and successes are included in project reports and annual work plans.
* Ensure that USAID's Gender Equality and Female Empowerment Policy, ADS ‎205, and other relevant gender principles, policies and regulations are applied consistently throughout the project.
* Represent gender equality and inclusion and youth development of the project to external stakeholders, such as the donor, governments, and partners; disseminate learnings and best practices; and participate in technical working groups.
* Demonstrate full understanding of MEL plans in the design of gender and youth activities, and ensure quality data is collected and reported from the field.
* Contribute to quarterly and annual reporting.
Required Qualifications:
* Master's degree or a diploma, in gender/women's/youth and adolescents' studies, social work, sociology, international development, or other relevant fields;
* ‎5 to ‎7 years of professional work experience in programmatic and technical experience in gender and youth social work and implementation and monitoring of gender/youth programing.
* Expertise on positive youth development approaches, social and gender norms, and family planning programming for adolescents and youth.
* Demonstrated experience designing and facilitating capacity strengthening workshops and mentoring. Demonstrated effectiveness in developing and maintaining professional working relationships with government officials, civil society partners, INGOs, and UN agencies.
* Demonstrated ability to support a diverse team in different activities.
* Familiarity with USAID Government-funded programming, rules and regulations is preferred.
Knowledge, Skills, and Abilities:
Proven written and oral presentation skills in English and Arabic
required.
* Competent in composing, editing, and proofreading work plans, strategies, reports.
* Proven stakeholders management, networking and alliance building capacities.
* Strong communication skills.
*Effort, Reporting and Other Administrative Requirements:
The Gender and Youth Advisor is a full-time position that reports to Gender
and Inclusion Team Lead and Youth Positive Development Team Lead, and will
coordinate on all programmatic aspects of his/her employment, including but
not limited to job description, duties, qualifications, working environment,
and performance. This position will be based in (Cairo), Egypt.
**Working environment:
This position will interact with the program team, program partners, GOE
counterparts, stakeholders. Required to travel to various locations within
Egypt, specifically the program defined governorates.
