Emergency Communication is one of the priorities of the WHO Regional
Director's "Vision 2023" for the Eastern Mediterranean Region (EMR) and is
anintegrated part of the Department of Communications, Resource Mobilization
and Partnership (CRP).
The Emergency Communication Programme's Strategic Objective is to reinforce
WHO's role as the trusted health authority, and to share evidence-based health
information in the Region.
The program's specific objectives are to:
Reach the public, donors, media and other stakeholders with accurate, timely
and appealing information through traditional and innovative platforms to:
promote WHO's impactand credibility as the leading voice for public health,
highlight heath needsacross the region though human stories and communicate
health risks and dispel misinformation.
Enhance WHO's capacity to communicate for health, foster partnerships with the
media and other key stakeholders, and attract resources for strategic
priorities
Reaffirm WHO staff's knowledge of and pride in the work of the Organization
Advise senior management on issues that affect WHO's reputation and
credibility
Identify subjects of interest for communications materials related to health
emergencies and response
Produce high quality communications materials and media tools, including
audio-visual, photographic and printed materials, television and radio
programs, multimedia presentations, videos and press releases, etc., to
promote WHO visibility, achievements and success stories; ensure they are in
line with WHO communications strategies, and bring in a human element from
personal experience whenever possible
Ensurethe dissemination of information; advise on dissemination tactics;
organize interviews and filming opportunities to support high-visibility of
WHO humanitarian work through television, radio and newspapers exposure;
provide support to broadcast media and journalists and facilitate their access
to related information, as appropriate
Establish and maintain a network of contacts in the press/media world to
ensure and promote the dissemination of information
Update WHO websites following guidelines and standards used throughout the
Organization to ensure consistency of approach; and critically review and
improve contents, architecture and design
Research and write feature stories, messages in line with WHO communications
strategies bringing in a human element from personal experience.
Provide support to resource mobilization efforts through research and
messagedevelopment.
Provide support to multi-disciplinary and cross-cutting approaches and
activities tofacilitate full participation within and outside WHO/WHE and key
partners.
Essential : University degree in communication, journalism, political
science, international relations or related field.
Desirable : Studies or experience-based knowledge of communications
techniques and media relations. Studies or degree in public health. Experience
of film or video production
Essential : At least five years' experience as a journalist or in a media
organization(television, radio and/or print), including international
exposure, or in an organization involved in information and communications
projects and/or tactics related to humanitarian crises and response relief
interventions.
Desirable : Experience in planning and implementing media and
communications projects tactics, and humanitarian projects including the
development of audio and visual materials and tools, speeches or campaign
writing, elaboration of brochures, pamphlets and documentaries (written, film
or others). Experience in similar positions in the UN or NGOs. Knowledge or
understanding of WHO mandate and goals.
Ability to write well in English and produce engaging communication materials.
Proven skills in the development and implementation of communication/media
products and tactics showcasing the organization's workand impact.
Excellent interpersonal skills complemented by the ability to conceptualize
ideas and advocate consensus.
Excellent presentation skills.
Demonstrated ability to work under pressure to achieve multiple deadlines.
Ability to "think out of the box" and make innovative proposals to extend
reach.
Knowledge or understanding of WHO mandate and goals in the emergency incident
management context.
Knowledge of public health sector and issues.
Demonstrated ability to work within an emergency context at the country level.

WHO salaries for staff in the Professional category are calculated in US
dollars. The remuneration for the above position comprises an annual base
salary starting at USD 62,692 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post
adjustment, which reflects the cost of living in a particular duty station,
and currently amounts to USD 1881 per month for the duty station indicated
above. Other benefits include 30 days of annual leave, allowances for
dependent family members, home leave, and an education grant for dependent
children.
