Opportunity
Abt Associates seeks candidates for a long-term Monitoring, Evaluation, and
Learning (MEL) Director position for the anticipated five-year USAID Egypt
Macroeconomic Activity. The goal of this new activity is to build more
resilience in Egypt's macroeconomic framework, and could include areas such as
public finance, debt management, climate change financing, monetary policy, or
attracting foreign investment.
The position will be based in Cairo, Egypt and is contingent upon project
award to Abt Associates.
Qualified candidates will possess the qualifications listed below. Abt

Core Responsibilities
* Develop and finalize a comprehensive MEL Plan for the life of the project, in collaboration with appropriate stakeholders.
* Lead the implementation and management of monitoring and evaluation (M&E) for the project, including customization, roll out, and management of Abta€™s M&E system.
* Work with relevant stakeholders in Egypt and the Home Office team to maintain the programa€™s results framework that establishes a causal pathway from activities and outputs to intermediate results and ultimately to the Activitiesa€™ desired outcomes and impact.
* Manage a rigorous approach to MEL to measure performance toward specific Activity goals and objectives, including quantitative, qualitative, and participatory methodologies.
* Drive the Activitya€™s learning agenda to derive lessons learned and best practices from activities and contribute to program reporting.
* Coordinate regular reviews to interpret MEL findings for planning, decision-making, course-correction, and communication of implementation successes and challenges.
* Support programmatic decision-making at all levels through data analysis, reporting, and communication of program learnings.
* Support and manage the design, implementation, and/or oversight of research, evaluations, or assessments.
* Lead preparation of all program reporting requirements and lead the development of learning products for information sharing with appropriate stakeholders.
What We Value
* Minimum of a Mastera€™s degree in Statistics, Social Sciences, or other relevant field or Bachelora€™s degree with ten years of commensurate experience.
* Minimum of ten years of relevant professional experience in MEL on USAID and other donor-funded programs, with progressively increasing level of responsibility.
* Experience with MEL with USAID-funded activities required.
* Experience with MEL on public financial management and fiscal policy projects preferred.
* Extensive experience in knowledge management and dissemination of results and research findings.
* Demonstrated team leadership and strong interpersonal skills, initiative, good judgment, and problem-solving abilities.
* Excellent report writing and analytical skills, particularly demonstrated on USAID-funded programs.
* Computer literacy (MS Word, MS Excel, statistical software) required.
* Experience in Egypt or the region preferred.
* Strong interpersonal, written, and oral communication skills in English required. Arabic fluency preferred.
