Role Purpose
Responsible for delivery of regional procurement projects linked to Strategic
Sourcing Plan (SSP), as per assigned area. Undertakes a number of tendering
activities, with support of Senior Procurement Manager, to deliver strategic
procurement projects outlined in the Sourcing Plan. Provides ongoing
procurement solutions to stakeholders.

Main Accountabilities

Tendering activities:
* Identify the spend within the assigned project (annual spend and cumulative spend for the life of the contract);
* Perform market testing to understand the market and key suppliers in order to be able to accurately forecast value per category;
* Review industry best practice within the assigned category;
* Identify requirements, develop scope of work with understanding of business units' requirements;
* Develop detailed procurement project plan with key milestones and clearly identified roles;
* Group spend categories in country/cluster/region where appropriate;
* Prepare tender documents such as ITT, pricing schedules, contract templates and other relevant documents to a high standard;
* Ensure compliance with British Council procurement policy and UK public sector policy;
* Manage evaluation process effectively by ensuring transparency;
* Communicate with suppliers in a fair and accurate way;
* Responsible for ensuring compliance with 'conflict of interest';
* Undertake tendering price comparisons with support of finance team where necessary;
* Have good understanding of contract management, ensure contracts are signed by appropriate DA for appropriate value and duration;
* Keep tenders in progress report updated on weekly basis or as changes take place;
* Record project benefits on benefit tracking sheet;
* Prepare and file evaluation report together with other relevant tender documentation.

Stakeholder management:
* Develop a partnership relationship with stakeholders;
* Manage communication with stakeholders proactively throughout the cycle of procurement project;
* Anticipate challenges and provide solutions to business units in a timely manner;
* Train stakeholders on procurement policy, procurement journey, and accountabilities within the procurement project setting clear expectation with regards to timeline, roles and responsibilities.

Supplier management:
* Develop knowledge of supplier base within the region or cluster;
* Develop a professional and policy-compliant relationship with key suppliers;
Provide guidance on supplier management to business units to ensure ongoing
contract management to deliver contracted goods or services

About You (essential requirements for the role):
* ‎4 years' experience in procurement role, leading complex procurement projects
* Demonstratable SRM (supplier relationship management) experience
* Experience in delivering procurement training to non-procurement staff.
* Good record keeping and audit trails.
* English at Proficiency Level B2

Desirable requirements
* Relevant procurement Qualification (i.e., MCIPS)
* Good written and spoken Arabic or French (level B2)
* ‎6 years of experience in similar role
* Category management experience.
* Public sector tender experience.
* Experience in undertaking tenders above £170K GBP
* Bachelor's degree or equivalent (diploma)
