Speaker is required to meet the client/project requirements.


Position Objective:
Manage / Lead the large-scale transformation program for the telecom service
provider in the region.
Drives realization of defined program objectives through coordination of
capabilities from Client and vendors partners.
Provide full support to the client Program Head in delivering project
management services and ensure high-quality deliverables with exposure to a
telecom infrastructure network and/or technology asset management fields, and
act as an authorized representative between the Client and the Vendors for all
aspects of his responsibilities in the Program.
Ensure the project output is aligned with the overall program direction, and
lead a team of PMs and others to carry out the responsibility for the task
fulfilment and overall cross-functional activities related to the Program.


Job Description & Responsibilities:
Manage all strategically identified transformation program objectives from
inception, delivery to closure, supporting across the lifecycle of program
delivery and benefits realization.


Act as an authorized representative between the Client and the Vendors for all
aspects of his responsibilities in the Program.
Ensure project output is aligned with the overall program direction.
Lead a team of PMs and carry the responsibility for task fulfilment and
overall cross-functional activities related to the Program.
Help define/shape the program mandates, and ensure the definition of best
practices and procedures for strategic programs
Ensure reporting to the right stakeholders on a ‘need-to-know’ basis, and
scalable governance structures are institutionalized to meet scale objectives.
Help translate digital roadmaps across program leadership into actionable
programs
Manage and mitigate program risks and challenges.
Manage cross-functional project team requirements and align with the program's
overall objectives.
Control and align program overall timelines and communicate changes
appropriately.
Work with the program head and vendors to establish comprehensive program
execution milestones, and monitor and follow up on all program-related
activities.
Set objectives and priorities for the execution of program deliverables in
line with the steering committee objectives.
Ensure appropriate KPls are established to measure program performance.
Track project KPIs and report to the Program head, Client key stakeholders.
Highlight immediately any breach in KPIs and provide remediation and recovery
plans.
Prepare and recommend improvements enhancing the program's performance and
effectiveness.
Assist the Program head with disputed issues across all running tasks and
provide appropriate advice for the best resolution.
Assist with processing change orders through Scope Change management
procedures.
Represent project Managers in meetings with clients and vendors when
requested.
Demonstrable experience within telecom OSS industry best practice tools and
processes. (desirable)
Having strong 3rd party management skills.
Strong communication skills.
Proven ability to manage dependencies and risks and hold suppliers/ vendors to
account.
Drives delivery and engagement of strategy/tactical plans, by creating a
culture of openness and clear communication.
Define and drive strategy across the sector including strategy and business
case preparation
Translate strategy into a Transformation Program (the key elements to be
delivered)
Set objectives and priorities for the execution of the transformation
activities in line with the requirements and stakeholders.
Provide support to project managers in defining their scope and objectives,
KPIs (operational and financial), and in setting up the execution plan (plan,
dependencies, overlaps, key milestones, resource needs, …)
Prepare a detailed Project Plan in collaboration with client management. The
plan to list task sequences, interdependencies and timelines for all
deliverables including design and implementation activities.
Ensure execution – action register, risk identification, risk response and
mitigation, tracking of progress, prioritizing issues for executive escalation
and engagement
Needs to demonstrate development and implementation of change management plans
in supporting enterprise programs with multiple stakeholders.
Facilitate executive meetings for decision-making – ensuring all facts and
risks presented and decisions are clearly documented and properly implemented.
Responsible for evaluating and reviewing Initiative Business Cases and
presenting to senior management for approval and ensuring the proposed value
is realized.
Needs to demonstrate capabilities in managing changes within Telecom
Organizations if applicable or T1 organizations.
Needs to demonstrate Change Management skills including sequencing of steps or
activities that move a change from inception to delivery
Prepare for Governance Meetings reports (steering, executive) and work with
Sponsor and client Program Head for the delivery of the reports.


Qualifications & Experience:
Advance Degree in CS/IT or Telecom Engineering.
Minimum of ‎20+ years overall experience in Telecommunication with at least ‎5
years in a high-level management position (Sr. Director/CTO/CIO) managing
large-scale projects and resources.
Proven experience in managing large-scale Digitization Transformation
Programs, with extensive knowledge and professional experience in Program
Management and delivery.
Formal Certification in Project Management techniques and methodologies from
PMI is mandatory.
Experience in leading OSS/BSS Transformation within a telecom environment.


Must hold good knowledge and experience with 3G, 4G, 5G, Network Inventory,
Mobile/Wireless Rollout, OSP/ISP, Fibre, FTTH, EPC, Project Management, Scopes
and Change Management, Budget Control, Quality Management.
Must be knowledgeable and experienced with Telecom Infrastructure Lifecycle
and Assets Management, Resource and Services Management


Ideally TM Forum Certified; Information Framework (SID), Business Process
Framework (eTOM).
Knowledge of relevant technical concepts and their practical implementation.
Essential skills: Teamwork, Communication skills, knowledge transfer
capability, Cross-functional communications skills and Team building
experience
Must hold excellent communication skills in English and Arabic languages (both
written and spoken).
Strong analytical skills (quantitative and qualitative).
Strong communication and convincing skills, along with executive presentation
capabilities at CxO / Board level, and 3rd party management skills.
