The Job Opportunity
We are currently looking to hire an HR Manager – Saudi Support Office to be
based in Riyadh, KSA.

Key Purpose To work with the HR Business Partner and directly with the
business and all people managers to deliver exceptional HR services that meet
the changing demand of the company To manage, execute, direct and monitor
delivery of HR services to support people management to the business and
provides human resource advise for People Managers, covering all areas of the
employee lifecycle including employee relations, performance management, pay
review, talent management and absence management and will manage from one to a
team of HR officers. To coordinate with Centre of Excellence for any
initiatives that needs to be implemented to KSA including but not limited to
medical insurance renewal, wellbeing activities, graduate programmes and
students/trainees placement. Through leadership empowerment the job holder
will have operational accountability providing guidance, direction and
motivation to department managers and people managers
Reason for role
To provide support to all the Contracts across the Kingdom of Saudi Arabia.
Key accountabilities Works with both the HR Business Partner and HR Shared
Service management to agree and implement strategies that support business
objectives such as but not limited to: Internal policy establishment &
authentication Employment contract authentication Fix and monitor the Nitaqat
and improve the percentage of Saudisation Accountability to fix SSS and SSSB
status from Red to Green category Ownership and produce a Nationalisation
Strategy Lead and implementation of Nationalisation programme i.e. Fursati,
Tamheer, Payroll, Overtime, final Settlement and TG calculation and payment to
be in line with KSA regulations Provides a proactive and/or “on demand”
advisory and consultancy service to people managers on a range of human
resources issues, employee life cycle procedures and policies, consistent with
employee standards, legislation and guidelines in the county of operations;
Provides coaching and mentoring to line managers on employee relations,
performance management, pay review, talent management, absence management and
people transition management; Responsible for ensuring the quality of on-
boarding within the business units and managing the contract specific on-
boarding process for people managers and employees; Assists people managers in
the development of manpower plans on an annual basis; Identifies capability
gaps and provides analysis to the HR Business Partner to ensure capability
gaps are closed; Ownership of the implementation and monitoring of the
Performance Management process within their contracts, including providing
training to people managers; Delivers training appropriate to support the
implementation of people management initiatives or to embed policies and
procedures; Implements employee engagement initiatives across the contract
base to drive a culture of exceptional customer service; Facilitates the
annual employee survey and works with people managers to develop action plans;
Provide the required support to HRBP in all transitions and mobilisations
within their division; Support the annual pay review process within their
business unit, ensuring people managers are following any Group or Regional
Compensation and Benefits Procedures and that performance ratings are
correctly reflected, final review and approval obtained by County Director &
HRBP ; Monitors progress against Nationalisation targets within their
contracts and identifies areas for improvement following consultation with
people managers; Prepares weekly and monthly reports and make sure the Serco
Essentials training is delivered to all SSS and SSSB staff accordingly. Manage
ad hoc projects as directed by the HRBP. Attends audits and ensures actions
are closed following audit reports; Acts in accordance with the Governing
Principles of Serco at all times and is a champion of the Governing Principles
within their contracts; To support a number of audits and accreditations,
expected to support the preparation of evidence and the audit/accreditation
process to ensure Serco and client achieve the necessary standards. To lead
and support the classification activities and work with the team to secure the
classification. Responsibility of the Organization Chart, planning and
updating for all projects Responsibility of the Nationalization for Serco KSA,
planning and implementation, strategy and solutions for any changes that may
occur to the systems, leading the operations and assure the deliverable
Supporting the HRBP and UAE HR team in the regional office in the visas
planning for Serco KSA contracts, processing and advice on visa solutions
across all the KSA bids. Leading the HRDF plans and programs implementation in
Serco KSA contracts Responsible of the Nitaqat of Serco KSA CR’s, monitoring
the monthly status, planning for improvement and advice in the resolutions
Supporting the HR governance aspects in KSA updates and responsible for the
implementations in Serco KSA contracts Responsible to provide an update to
Serco HR about any new government legislation related to the Human Resources
aspects- reflecting the impact on staff and on our contracts and businesses in
KSA, and taking the measures or changes as necessary as required by the
authorities Advising the legal department, finance leads, bids team in any
issues related to Human Resources Handling Exit re-entry process via Gov
system. Supporting in the “Black Hat” projects and any new businesses in KSA
at provide the necessary advice in issues related to Human Resources law and
procedures Responsible of the company’s account (Muqeem, Mudad, Qiwa, GOSI…)
for Serco KSA CR’s Supporting the HRBP and UAE HR team in the regional office
for any procedures related to the recruitment activities and secure the
requirements within KSA authorities Responsible of the COC account and the
authorizations related for Serco KSA CR’s Responsible to ensure that all the
legal licenses of Serco in KSA are valid and active, solving any obstacles
that holds it practicing In-Charge of “Tamheer” program for SSS: advertising
in TAQAT portal, collecting and sorting CV’s, interviewing the candidates,
assigning of the employees at the Dept./projects and following up the employee
after appointing in, finalizing of the trainee’s clearance upon completion of
the program In-Charge of the coordination for “Fursati” program: planning the
training program / scope of the training under the supervision of the HRM,
communicating with universities and secure their cooperation, sorting the
potential students as candidates for the program , the on-boarding
preparations of the trainees joining and confirm the training start off,
tracking the program deliverables and support the student at all aspects until
the program completion In-Charge of GOSI monthly transactions: adding the new
employees, removing the leavers, updating the employees data, processing of
the monthly invoicing and assure the invoice is closed Issuing LOI for
business visas. Support in the employees Iqama procedures such as scheduling
of the semi-annual/annual renewal, transferring of the sponsorships from-to
the company, issuing of the new Iqama for the new joiners, and any other
processing related In-Charge of the data base of the medial insurance policy
for all Serco KSA contracts, and supporting in the processing for adding
personnel, removing the leavers, upgrading the classes and updating the data
In-Charge of the Employment Contracts for, including the process of issuing,
amending, updating of the contracts status and the documenting Responsible for
WBS file monthly updating and processing’s Handling the insurance additions /
deletions for all new joiners / leavers for KSA Submitting GOSI monthly report
for all KSA employees (Expats and Nationals) Handling the induction for the
new joiners Responsible of the Viewpoint plan yearly updates and working with
the contract GMs and Operational leads . Assuring the HR documentations and
the physical files are archived and systematized in accordance to the
regulations Being the point of contact for HR department in KSA In-Charge of
processing any transaction via Enjaz system as directed by the HRM Responsible
for issuing the employment letters in Arabic in coordination with the Shared
service team such as employee’s definition letters, salary definition letters
and others Carry out other duties as directed by the line manager or member of
the senior management team.


What we are looking for in our candidates:
Technical and Professional Skills ‎7 years minimum Generalist HR experience, ‎5
years of which is supervisory/people manager capacity. ‎5 years minimum
experience of managing people within a Facilities Management environment.
Excellent generalist/operational HR experience at HR Manager level or
equivalent; Experience of managing a team of people; Practical experience in
managing complex ER cases, including redundancies, restructures, disciplinary
and grievance cases and complex case management, performance and reward
management, people transitions; Experienced at coaching/influencing/ mentoring
managers. Have an up to date understanding and application of employment law
and HR best practice with full hands-on all Gov portals. Relationship
Management Skills - e.g. influencing, stakeholder management, dealing and
having with difficult conversations Experience of coordinating continuous
quality improvement programs.


Knowledge Excellent, in depth knowledge of Human Resource practices; High-
level knowledge of employment legislation in countries within which their role
operates and how to translate into day to day HR operations. Excellent
negotiation skills with confidence in communication; Excellent communication
skills (written and verbal) to ensure that employee communications drives
engagement across all levels; Ability to coach and develop people managers;
Strong people management and relationship building skills essential; Ability
to work collaboratively, working closely with HR Shared Service teams to
ensure joined up delivery; Customer focus with a drive to deliver exceptional
customer service; Ability to build strong working relationships/networks with
all stakeholders and maintain a high degree of integrity; Ability to quickly
gain and maintain a deep understanding of the business he/she supports;
Ability to apply judgement to individual cases, make decisions and manage
risks; Delivery focused individual with the ability to work in a self-
sufficient manner; Ability to demonstrate presence and credibility within the
organisation and manage key stakeholders; A creative ‘can-do’ attitude and
preparedness to meet new challenges. Demonstrate good leadership, management
and interpersonal capability Knowledge of leadership role in a facility
management environment Proficient in Microsoft packages including word, excel
and PowerPoint. Adaptable to use company systems as required to the
operations.
Qualifications Minimum Bachelor’s Degree or equivalent. A recognised HR
qualification (CIPD or equivalent) is preferred. Qualifications in Facilities
Management related disciplines is desirable.
