Quality Assurance Specialist – A&FM; Operations STCA

The Job Opportunity


We are currently looking to hire a Quality Assurance Specialist – A&FM;
Operations STCA to be based in Riyadh, KSA.

Key Purpose
The Client located in KSA has requested the services of a qualified A&FM;
consultancy team to provide advisory / strategic consultancy services for
their Assets and Facilities Management (A&FM;) operations in their distributed
sites across the country.
The required role will be part of a team of qualified consultants and
personnel to shape and deliver the operating model for county operations, the
end-end services and transition to transformation. The role will support the
appointed team as well as recommend, devise and implement the strategy on how
to best operate Assets & Facility operations in a built environment.


Reason for role
In line with the wider group strategy, the contract will be the key catalyst
in growing Serco’s reputation and involvement in A&FM; Consultancy services
within KSA. The consultancy team’s role is to support in the lead and delivery
of Serco’s contractual obligations by ensuring the successful implementation
of deliverables set forth.
The role typically reporting to the FM Expert but requires an adaptability to
complex matrix project-based work, where functional and operational management
may be fluid.


Key accountabilities
Assess compliance of the A&FM; activities including but not limited to Assets
and Facilities operations, hard services, soft services, procedures, standards
against the A&FM; Quality requirements. Verify, investigate, and audit
facilities processes and its conformance to QA standards and procedures.
Ability to understand Facility Management operations and work closely with
cross functional teams for maintenance plans by asset type. Work closely with
specialized contractors / teams for information correction, project timelines,
AR (Asset Registration) for ongoing asset registration program, CA (Condition
Assessment), and Asset Management software. Work closely with A&FM;
organisation specialists, consultants and support them as needed. Conduct root
cause analysis, propose recommendations to improve. Propose and develop
compliance checklists for Assets and Facilities operations. Develop A&FM;
Projects Quality Management Plan (QMP). Implement best practices to prevent
defects. Responsible for Training, Audits, Reports. Contribute to the risk and
issues register to ensure these are recorded with mitigations to cost, time,
schedule impacts. Study, evaluate and assess standards of equipment
operations, process specifications, asset management system, facilities
conditions, and other related issues to ensure QA standards. Develop, monitor
and track audit findings and process improvements in all the Project. Manage
post-audit activities and follow-ups require resolving majority of
deviations/investigations. Educate contractors and client staff on the common
findings and lessons learned from audits. Act as client’s representative and
subject matter expert where applicable and agreed upon. Promotes culture and
mechanism of continuous improvement (CI) with client and A&FM; service
delivery partners as a results of QA / audit findings. Continuous research,
monitor and update stakeholders. Support the Performance monitoring of service
providers through, but not limited to, inspection audits, regular site visits,
ensure adherence to best practices & policies, performance reporting and
suggest/recommend turnaround plans when required. Timely follow up on the
projects execution/operations with internal stakeholders. Identify
projects/operations issues to be resolved through site surveys.
Liaise with team members and external consultants’ / service providers /
contractors / sub-contractors in matters relating to service delivery.
This position may be required to carry out other tasks from time to time as
directed by the line manager or a member of the Senior Management Team.


What we are looking for in our candidates:
Essential Technical and Professional Skills ‎10 - ‎15 years’ experience in
related field on national / international major initiatives and developments.
‎5-‎7 years of Quality Management / Audit experience in a senior role in
consultancy services in managing projects or programs of a diverse and complex
nature. Good knowledge of ISO ‎9001-‎2015 Standard. Significant experience in
resolving complex problems to the satisfaction of all
Stakeholders. Possess good presentation skills and be able to market the
benefits of quality to all stakeholders. Acts as a key contributor in a
complex environment. Experience working with a mix of cultures in a large
international company - Middle East experience is preferred. Fluent in English
(Written and Spoken), Arabic speakers preferable.


Knowledge
Able to apply quality tools and techniques.
Good knowledge of project quality management systems.
Possess good report writing and presentation skills and be able to market the
benefits of quality to all stakeholders.
Knowledge of international asset management best practice, preferably in
multiple sectors.
ISO ‎55000 desirable.
BPMN or Business Modelling knowledge desirable.
Demonstrable subject matter expertise (and where appropriate accreditation)
across the following elements of O&M;:
Asset Management Standards and Best Practises.
Maintenance Planning/ Work Control.
Asset Registration/ Information Management processes and systems.
CAFM/CMMS criteria, strategy and integration.
Cost Indices.
Life Cycle Planning.
Condition Assessments.


Qualifications
Degree qualified in an engineering subject.
ISO ‎9001 Certified Lead Auditor desirable.
Six sigma – black belt certification is a preference.
PMI – RMP certification is a preference.
Technically competent with a clear understanding of building services
facilities management.
Basic safety qualifications.
Experience in the contract portfolio including operations, projects,
transitions


HSQE Responsibilities and Information Security Responsibilities
Ensure compliance with the Serco Management System and all relevant business
processes, procedures and work instructions to deliver all work with
appropriate quality and governance standards.
Ensure security and integrity of all data provided including reporting
performance, finance and customer information; reference Serco non-disclosure
policy.
To exercise personal duty of care for their own health, safety and welfare and
for those affected by their acts or omissions; reference SMS GSOP-HSE1-‎6 Serco
organisational HSE responsibilities.
Ensure compliance with all training requirements of Serco and ensure adherence
to these requirements at all times whilst in employment.
Report any accidents, incidents, breaches or potential breaches to appropriate
management or the speak up process.
