About Consumer Health
Johnson & Johnson announced plans to separate our Consumer Health business to
create a new publicly traded company. The process of the planned separation is
anticipated to be completed within 24 months, and it will be subject to legal
requirements including consultation with works councils and other employee
representative bodies, as required, and other customary conditions and
approvals. Should you accept this position, it is anticipated that, following
conclusion of the transaction, you would be an employee of a new entity within
New Consumer Health and your employment would be governed by New Consumer
Health's employment processes, programs, policies, and benefit plans. In that

Role Summary:
The Technical Operations Manager is responsible for providing strategic and
technical leadership and tactical direction to the diverse and highly skilled
team of Engineering department, Maintenance department, Technical Purchasing
department and Facilities department, focused on driving and delivering
optimal cost, safety, quality, and compliance for the Cairo site manufacturing
assets.
Reports directly to the Manufacturing, Sciences & Technology (MS&T) Cluster
Leader for Skin Health & Essential Health.
The Position:
In partnership with the Site Leader and Site Leadership Team, this position
serves as the primary point of contact for Facilities pillar and MS&T
including end-to-end MAKE Asset Management from up-front engineering through
project delivery as well as ongoing Maintenance and Operations support of MAKE
assets at the Cairo production site.
Duties and Responsibilities:
- Provides strategic direction and planning for the facilities, engineering and maintenance functions at the site aligned with the MS&T Skin Health & Essential Health Cluster and Global Centers of Excellence as well as the Consumer Health Manufacturing EMEA network. Identifies and leads initiatives to drive execution excellence and timely realization of site and network goals and objectives. MAKE Asset Management is structured around 4 functions: Reactive Maintenance (line support), Preventive maintenance (planned), Pro-active maintenance (Reliability) and Design/ Project execution/ Commissioning & Qualification (Engineering)
- Combined responsibility for assets and resources involved with Automation & Controls Engineering including IT/OT systems, Capital Project & Portfolio Management and Production Maintenance including Maintenance Planning, Work Administration & Execution and Strategic Parts Management (MRO)
- Direct, guide and provide oversight for the site CAPEX portfolio including forecasting, prioritizing budgeting, controlling and reporting of the site capital plan, communicating status and health to site and network stakeholders.
- Serves as the administrator of the site capital Investment Committee reviewing and assessing capital appropriations requests (CARs) are fit-for-purpose and right-sized. Articulates the business value created and overall value proposition to the site, regional and global SC, MAKE investment committees
- Leads the development of the Site Master Plan and manufacturing asset replacement strategy based on asset condition assessment, applying value analysis and incorporating results into the CAPEX portfolio.
- Owns asset Reliability elements from asset creation (system), PM design, spares strategy, to technical issues related to manufacturability
- Leads the Digital technical agenda in execution
- Is responsible for developing department annual budgets, and monitoring/controlling budget performance. Ensures sound management of head count and expenses to meet approved spending plan and site functional targets
- Leads the local Maintenance Agenda and oversees adherence to best practices and processes as adopted across the Supply Chain (JJOS-Manage Site assets) and the Consumer Health Maintenance CoE.
- Engages, inspires, coaches, and develops peers and subordinates toward the objectives of enhanced job performance, technical knowledge, career satisfaction, and professional development and growth.
- Partners with MS&T Technology Strategy & Innovation team, Cluster leads and Enterprise in the design and delivery of appropriate contracts and agreements for contracted services, provided an adequate labor pool for all needed services
- Works with EFM (Facilities) in terms of resource leveraging (reliability, planning, scheduling, spare parts), Technology application (Schad, CbM, CMMS) and Work processes eg maintenance support model
Reliability & Maintenance:
- Set and manage priorities for local Reliability & Maintenance organization to ensure delivering to KPI/targets to improve performance
- Oversee, optimize the site maintenance budgets, maintenance plans, long term equipment replacement plans, and spare part sourcing strategies
- Develop, institutionalize best practices and training related to root cause problem solving, preventive & predictive maintenance, parts room inventory management, etc.
- Collaborate with and contribute to the Maintenance Consumer Health Governance community
CapEx Project & Portfolio Management :
- CapEx budgeting, forecasting and reporting for all MAKE pillar capital projects executed at the site including ownership of site master plan
- Organize, administrate site Capital Investment portfolio and related CAR submission and presentation at various Investment Committees (GPAC, RPAC)
- Drive and promote a culture of project management excellence (FpX) in the organization. Support continuous improvement of project delivery practices
Performance & Talent Management :
- Includes succession planning, mentoring, career development planning and developing and recommending training programs to improve employee skills for present and future needs
Engineering (Automation Engineering) :
- Ensure timely investigations and corrective / preventative action (CAPA) to address Quality, Technical, and Manufacturing issues (Audit Actions, NC's, etc.)
- Implement new applications or controlled changes to existing applications meeting cGMP requirements
- Identification, evaluation, selection, and implementation of third-party systems, equipment and equipment vendors as well as contract resources
Facilities :
- Defines and deploys the maintenance strategy of buildings and infrastructures according to J&J guidelines and standards in force
- Maintains and troubleshoots buildings and infrastructure
- Manages the energy part and seeks to reduce consumption
- Ensures compliance of facilities through regulatory monitoring and associated mandatory controls
- Develop site-level customer relationships with business leaders and serve as their facilities single point of contact, understand their strategies and expectations, and translate them into workplace and manufacturing service solutions.
- Ensure efficient & reliable delivery of site services, maintenance and utilities operations, project delivery, and all facilities operations
- Provide leadership and guidance to both internal employees and service providers in decision-making processes that drive internal customer value.
- Define, develop and monitor operational budgets for both internal and contracted resources, responsible for operational performance of service providers
- Understanding of and complete accruals to support development of budget reports. Partner with local leadership team to deliver BP commitment
- Control budgets for facilities function and agreed projects
- Ensure compliance with current Good Manufacturing Practices, Environmental Health and Safety and other regulations
- Implement business continuity plans, Energy/Sustainability initiatives, and infrastructure management programs.
- Support Project Development and Delivery teams on capital and infrastructure projects. Interface with business units and contractors during planning and construction of large project. For small projects and normal moves, adds and changes, manage the projects directly.
- Support the Enterprise Facilities group in the site-level deployment of enterprise programs such as Asset management, Vested program (soft services).
Functional, Site & Cluster Strategy
- Define and secure alignment on strategic direction for the function and site identifying initiatives that enable realization of strategy
- Determine appropriate allocation of staffing managing the process for utilization of contracted staff and services where appropriate. Ensure contracts and agreements are in place to provide an adequate labor pool, and works with vendor leadership to manage performance as needed
- Take active role representing the site and function in the local community
- Assure assets and operations are used and conducted in a safe manner and in full compliance with all EHS and regulatory agency requirements.
- Shared responsibility for strong interface with MAM CoE and Platform Engineers. This individual will serve as a Consumer Health representative on industry forums and enterprise program teams.
Qualifications
Qualifications:
- Bachelor in Engineering, Science or related technical field from accredited University. Advanced Degree (Masters) in Engineering or MBA is preferred
- Minimum twelve (12) years of relevant business experience.
- Minimum of six (6) years of supervisory / people management experience with demonstrated success in performance management and development
- Prior experience managing a site capital portfolio and managing a cost center.
- Experience in conceptual development, design and implementation, planning and scheduling and project management of capital projects ranging in value from 50K to 500K USD.
- Understanding and knowledge of Reliability maintenance, TPM, and Predictive maintenance tools and techniques
- Ability to work effectively and drive alignment in a matrix management environment through effective communication, collaboration and influence
- Engineering and / or Maintenance experience in an operational environment within cGMP.
- Proficient in English language - writing, speaking and understanding
Preferred Knowledge, Skills and Abilities :
- Proficiency in applications software, particularly CMMS systems, with MAXIMO knowledge
- Knowledge of continuous improvement tools, lean manufacturing and six-sigma
- Strong communication skills and change management
- Experience working effectively in a regional or global setting and / or Cross-Sector, Cross Country experience
- Demonstrated experience of interacting with site, Enterprise or external agency regulatory audits and inspections
