Background
UN Women, grounded in the vision of equality enshrined in the Charter of the
United Nations, works for the elimination of discrimination against women and
girls; the empowerment of women; and the achievement of equality between women
and men as partners and beneficiaries of development, human rights,
humanitarian action and peace and security.
Ending violence against women and girls (EVAWG), including harmful practices,
has been a clear and committed priority of the Government of Egypt. There have
been gains in terms of gradually evolving legislative frameworks and increased
national-level awareness about the prevalence of gender-based violence and the
legislative provisions to protect individuals from harm. The most significant
gains in recent years have been the establishment of core essential services
for women and girls escaping violence. These gains and investments are
important, but so are the demands. Alignment of the legislation with the
Constitution and ensuring sufficient allocation of financial and human
resources to essential services continue to challenge national response to
EVAWG. Equal to these requirements, is the need to address the social norms -
and within this, gender norms - which are at the root of all forms of VAWG
including female genital mutilation (FGM).
Building on over 20 years of investments, partnerships and technical
expertise, UN Women Egypt Country Office (ECO)'s Portfolio works with national
stakeholders in strengthening the capacity of duty-bearers to provide quality
essential services for survivors of violence in an integrated and coordinated
manner. In this regard, UN Women also supports the provision of shelters,
legal aid, and psycho-social support for survivors of violence. UN Women
supports advancing positive social norms, attitudes, and behaviors at the
individual and community level; and establishing and operating safe and
economically viable public spaces for women and girls who are empowered to
access and use them. This work is made possible through the generous support

Objectives:
Reporting to the Programme Specialist heading the UN Women EVAWG portfolio,
the Programme Analyst contributes to the effective management of UN Women's
EVAWG work. The Programme Analyst provides substantive input to Programme
design, formulation, implementation, and evaluation. S/he guides and
facilitates the delivery of U Women's work in EVAWG and ensures the
appropriate application of systems and procedures as per UN Women's rules and
regulations. S/he works in close collaboration with the programme and
operations team, government officials and civil society ensuring successful UN
Women programme implementation.
Duties and Responsibilities
1. Contribute technically to the development of programme strategies in the
area of EVAWG
Provide substantive inputs to the design and implementation of UN Women's
workplans under the EVAWG work supported by the European Union and
intersecting Programmes.
Identify emerging areas of support and intervention related to the programme.
2. Provide substantive technical support to the implementation and management
of the EVAW programme of work
Support the implementation of sound technical and financial project management
standards, based on UN Women's regulations, including project initiation,
entering projects into Quantum, supporting the identification, and contracting
and monitoring of Implementing Partners, preparation of budgets and budget
revisions, and coordination of project evaluations and audits and project
closers.
Provide technical inputs to the development of annua workplans and budgets.
Lead the implementation of programme activities in line with the set work
plan.
Prepare Terms of Reference for consultants.
Lead the coordination of requests for proposals, including the organization of
technical review committees and capacity assessment of partners.
Maintain relationships with national partners to support implementation and
expansion of programming in EVAWG.
Identify and support capacity development of partners and facilitate
technical/programming support and training to partners, as needed.
Review, coordinate and monitor the submission of implementing partner
financial and narrative reports.
3. Provide technical inputs to the monitoring and reporting of the programme:
Monitor and report on progress in the implementation of activities and the
expenditure of funds using results-based management tools and systems of UN
Women, and in accordance with agreed-upon M&E frameworks of the EVAWG work.
Conduct regular field visits to supervise, coordinate and monitor field level
activities of the programme.
Draft reports on monitoring missions, Programme results, outputs, and outcomes
as per agreed-upon schedules of both UN Women and the EU, as well as other
donors as required.
Contribute to identifying and documenting good practices and lessons learned
and establishing appropriate execution and monitoring mechanisms.
Assess programme risks and develop mitigating measures to prevent or address
them in a timely manner.
4. Provide technical support to inter-agency coordination on EVAWG to achieve
coherence and alignment of UN Women's programme with other partners in the
country
Provide substantive technical support to the UN Women team on inter-agency
coordination including the development of joint actions and joint programmes.
Support and provide inputs to UN Women's overall reporting under the UN
Sustainable Development Cooperation Framework (UNSDCF 2023-2027) with Egypt,
capturing how the EVAWG programme is supporting the UNSDCF's implementation.
5. Provide substantive inputs to advocacy, knowledge building and
communication efforts:
Develop background documents, briefs and presentations related to EVAWG.
Coordinate and organise advocacy campaigns, events, training, workshops, and
knowledge products.
Ensure compliance with donor visibility guidelines and communication of
results.

Required Skills and Experience
Education and Certification:
Master's degree or equivalent in social sciences, public administration, law,
human rights, gender equality, management, or other related areas is required;
A first-level university degree in combination with two additional years of
qualifying experience may be accepted in lieu of the advanced university
degree.
Experience:
At minimum four years post Master of progressively responsible work experience
in development programme/project implementation, coordination, monitoring and
evaluation, donor reporting and capacity building;
Experience in coordinating and liaising with national partners at policy
making and/or implementation level, including government, civil society and
academia in the area of ending violence against women and girls and/or women's
empowerment overall;
Practical experience in programming in Egypt on EVAWG is an important asset;
Previous experience working in the UN system is an asset.
Language Requirements:
Fluency in written and spoken English and Arabic is required;
Knowledge of the other UN official working language is an asset.
