FHI ‎360 is currently recruiting for the position of Gender-based Violence
(GBV) Technical Advisor based in Cairo, Egypt supporting an anticipated USAID-
funded project aimed to address and eliminate gender-based violence/violence
against women and girls, including female genital mutilation/cutting (FGM/C),
child, early and forced marriage (CEFM), and seasonal marriage as forms of
trafficking in persons (TIP).


The Activity will: (‎1) support positive behavioral change to end VAW/G; and
(‎2) expand access to quality integrated VAW/G support services and responsive
interventions, such as medical, legal, psychosocial, and economic empowerment
services. The Activity will respond to the U.S. Government's and the Egyptian
Government's shared policy priorities focused on gender equality and women's
empowerment. Employment is contingent upon successful award of the project to
FHI ‎360, as well as USAID approval of the finalist.

Position Description:


The GBV Technical Advisor will support and advise the Chief of Party (COP) and
other project staff on activities that lead to a range of improved services
for survivors of GBV. The Advisor will provide subject matter expertise and
ensure the successful implementation of all activities. The Advisor will be
responsible for activities and technical assistance related to strengthening
national and local level referral mechanisms with associated service
provisions for GBV survivors (and families as appropriate) that expands upon
referral mechanisms currently mandated by law and/or policy. The Advisor will
work closely with the COP to develop and execute the work plans for technical
activities under Objectives ‎1 and ‎2, as well as coordinate closely with the
other technical staff to ensure successful coordination and efficient use of
resources. Tracking of all activities will allow for timely and accurate
reporting of deliverables, milestones, results, and indicators.
Duties and Responsibilities:
* Provide technical leadership and oversight of project activities under Prevention and Response Objectives.
* Develop, update, and execute the detailed annual work plans for all activities under Objectives ‎1 and ‎2.
* Serve as the project 's Safeguarding Focal Point.
* Plan and define the scope for short-term technical assistance (STTA) resources as needed.
* Advise the COP, serve as subject matter and technical expert.
* Develop recommendations and strategies toward establishing referral mechanisms and service provision plan to help achieve key activity goals, integrating with other engagement and capacity building strategies as needed.
* Lead the integration of gender transformative lens in creation of annual work plans and participates in the monitoring of work plans against indicators.
* Supervise staff and provide GBV related capacity building and support.
* Collaboratively develop responsive, realistic, and high-quality plans to build the capacity of staff and local partners on GBV and gender transformative programming.
* Lead development or adaptation of programming tools around GBV prevention and GBV response/services.
* Coordinate with other staff.
Minimum Requirements:
* Master 's degree in gender/women's studies, social work, sociology, international development, or other relevant fields.
* ‎8+ years of professional work experience in programmatic and technical experience in gender, social work, or public health, including experience with GBV programming (i.e., training, designing curricula/manuals, evaluation/research, and/or program design.
* Minimum ‎5 years of successful experience in planning, implementation, and monitoring of gender programing to prevent GBV or promote gender equity.
* Experience facilitating gender trainings and workshops with focus on GBV.
* Proven ability serving in an advisory and liaison capacity between the public and private sector.
* Demonstrated ability to lead a diverse team on activities of similar scale.
* Familiarity with US Government-funded programming, rules and regulations.
* Demonstrated effectiveness in developing and maintaining unbiased and professional working relationships with government officials, civil society partners, donors, and donor-funded implementers.
* Demonstrated ability to manage a team of professionals, work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
* Proven human resource management skills and demonstrated commitment to customer service.
* Proven written and oral presentation skills in English (or American Sign Language and Arabic (or Egyptian Sign Language)
