Chief of Party – USAID Egypt Ending Violence Against Women and Girls Activity

FHI ‎360 is currently recruiting for the position of Chief of Party (COP) based
in Egypt supporting an anticipated USAID-funded project aimed to address and
eliminate gender-based violence/violence against women and girls, including
female genital mutilation/cutting (FGM/C), child, early and forced marriage
(CEFM), and seasonal marriage as forms of trafficking in persons (TIP).
The Activity will: (‎1) support positive behavioral change to end VAW/G; and
(‎2) expand access to quality integrated VAW/G support services and responsive
interventions, such as medical, legal, psychosocial, and economic empowerment
services. The Activity will respond to the U.S. Government's and the Egyptian
Government's shared policy priorities focused on gender equality and women's
empowerment. Employment is contingent upon successful award of the project to
FHI ‎360, as well as USAID approval of the finalist.
Position Description:


The COP will provide overall management, coordination, oversight and ensure
that activities and sub-partners are coordinated and achieve intended results.
This individual will be the key liaison with USAID, key stakeholders, the
Government of Egypt (GOE), and other implementing partners. The COP 's primary
responsibilities will be aimed at providing overall leadership management and
general technical direction of the entire program, ensuring an integrated
vision among different components and actors, and a focus on achieving the
results defined in the contract. This individual will be expected to identify
issues and risks related to program implementation in a timely manner and
suggest appropriate program adjustments. The COP will supervise activity
implementation and ensure the activity meets stated goals and reporting
requirements. The COP position requires political acumen, as they will
interact with numerous institutions and senior-level national and regional-
level government officials. The COP will have demonstrated ability to work in
complex environments and manage diverse teams to deliver impact within agreed
timelines.
Position Requirements:
* Bachelor 's degree in a directly relevant field from an accredited university; Master's degree strongly preferred.
* At least ‎12 years of experience in relevant management, supervisory, and technical experience working with programs that are of a similar scope and scale to this program.
* Demonstrated experience in CLA (Collaborating, Learning and Adapting) adaptive management.
* Demonstrated strategic planning, staff development and capacity building experience.
* Demonstrated experience in gender-related development activities; gender-based violence prevention and service provision; and institutional capacity building of, and coordination among, a variety of government ministries and CSOs with experience in Egypt or the Middle East/North Africa region preferred.
* Experience and knowledge on how to address issues related to female genital mutilation/cutting (FGM/C). and child, early and forced marriage (CEFM) and seasonal marriage as forms of trafficking in persons (TIP).
* Experience in managing large scale projects and activities (preferably funded by USAID) strategic planning and implementation of related activities.
* Proven track record in developing and maintaining relationships with government officials, private sector, civil society organizations (CSOs), donors, international NGOs, and professional institutions and in assisting multi-stakeholder consultations, negotiations, and consensus building.
* Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting.
* Demonstrated experience working alongside project stakeholders to deliver impact within agreed timelines.
* Fluency (written and oral) in English and Arabic (Egyptian dialect preferable) is required.
