The Implementing Partnership Management Officer is responsible for providing
technical and administrative support to ensure quality, effective and
efficient management of implementing partnerships in the country office in
line with respective operational policies, procedures and mainstreaming of
risk-based implementing partnership management at the CO level. The IP
Management Officer reports to the Chief of PME, P4 and is required to work
with programme sections, operations, CSOs and government counterparts and
external service providers.
Summary of key results:
The Implementing Partnership Management Officer will:
* Provide technical support to the country office in the formalization of implementing partnerships with government.
* Provide technical & administrative support in the implementation of HACT in line with the HACT policy and procedure and other relevant organizational policies, procedures and guidelines.
* Coordinate with and/or seek technical support of the Regional Office on implementation of the CSO and HACT procedures.
* Contribute to the design of and implement quality assurance strategies/processes for the implementation of the CSO procedure to ensure that all documentation is in line with corporate standards as stipulated in the CSO procedure.
* Contribute to the design and implementation of quality assurance strategies/processes to ensure that HACT assessments and assurance activities (programmatic visits, spot checks) are undertaken.
* Preparation of the TORs, selection of the service providers, review of the findings and IP management responses, with the implementation of corrective actions.
* Improve the quality, identification and implementation of high priority action points.
* Using tools and systems including InSight and e-Tools, to identify high risk areas.
* Monitor internal country office processes for formalizing implementing partnerships with CSOs, also preparing reports for the country management team and regional office.
* Design and implement capacity building strategy/initiatives for CO staff to comply with the HACT and CSO procedures and other relevant corporate policies, procedures and guidance.
* Participate in country office ERM exercises to ensure that risks for implementing partnership management are identified.

University Degree in International Development, Programme/Project Management,
Business Administration, Financial Management, Economics, Accounting, and
Auditing, or other relevant field, is required.
A minimum of 2 years of professional experience in one or more of the
following areas is required: programme development/management, financial
planning and management, audit, internal controls, accounting or another
related area.
Experience in the usage of MS Office software and advanced knowledge of
spreadsheet and database solutions. Experience in handling of web-based
management systems and ERP financial, preferably SAP is an asset. Experience
of IPSAS and/or IFRS is an asset.
Relevant experience in a UN system agency or organization is considered as an
asset.
Selection Criteria:
Experience managing implementing partners for medium to large development
organizations.
Experience in capacity development in one or more of the functional areas
related to this position.
