(approx. ‎39.4 million) in some of the most critical humanitarian emergencies
of our time. RBC is also active in the 'Changing Lives' side of WFP's mandate,
helping national governments and local communities improve nutrition,
livelihoods, school feeding, social protection, climate, and disaster risk
reduction, and other programmes that build resilience and support development.

ORGANISATIONAL CONTEXT


As a major part of WFP 's accountability framework, evaluations assess the
performance and results of WFP's policies, strategies, programmes, and
activities for accountability and learning to inform future direction. The
Evaluation Policy (‎2022) aims to strengthen WFP's contribution to ending
global hunger by embedding evaluation into the core of its working culture,
ensuring evidence-based decision-making in all its work. WFP's evaluation
function model combines centralized evaluation with demand-led decentralized
evaluation, in line with Strategic Plan commitments and related organizational
strengthening initiatives. Since ‎2016, the organization has invested
substantial resources in the development of evaluation capacity at the country
and regional levels. Within this context, RBC has established a Regional
Evaluation Unit and within the framework of the corporate evaluation policy,
developed a Regional Evaluation Strategy which is currently being updated to
take us through to ‎2030.


Under the direct supervision of the Regional Evaluation Officer (REO), the
incumbent consultant will support the ongoing work programme of WFP's Regional
Evaluation Unit based located in the Regional Bureau Cairo. Key tasks will
include:
* provide support and oversight to country offices in all evaluation-related work;
* contribute to the development and implementation of Vulnerability Analysis & Mapping (VAM) / Monitoring & Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the results achieved and inform policy, strategy, and Programme design and implementation.
* Jointly with the REO, the evaluation consultant is expected to contribute to enhancing the use of evaluations through the dissemination of knowledge and learnings from evaluations;
* Analyse and document the progress of RBC in the implementation of the Corporate Evaluation Strategy and Policy. The evaluation officer will work in adherence to relevant United Nations norms and standards for evaluation at all times, and observance of the code of conduct for the evaluation profession within the United Nations, including relevant provisions around good ethical behaviour in evaluation management.


KEY ACCOUNTABILITIES (not all-inclusive)



  • Provide support to Country Offices at all stages of the evaluation management cycle (evaluation design, procurement, inception, data collection and analysis stage and report writing and finalisation, dissemination of evaluation findings).

  • Provide support to the Regional Evaluation Unit in its work as custodian of the WFP Evaluation Policy at the Regional Bureau level, in its interaction with relevant Regional Bureau Units and Divisions as well as in its support to WFP senior management in areas related to evaluation.

  • As necessary, liaise with WFP Office of Evaluation counterparts in Rome to support the full range of ongoing professionalization work aimed at strengthening the effectiveness of WFP's evaluation function across the RBC region.

  • Act as the focal point on regional evaluation partnerships in support of WFP objectives around strengthened regional and national evaluation capacity to assess the SDGs in areas of WFP competence, including support to the annual EvalMena evaluation conference scheduled for Fall ‎2023.

  • Act as a custodian and focal point of the system tracking with respect to management response commitments and deadlines (R2 system).

  • Support the administration and follow up to twice-yearly Regional Evaluation Committee (RevCO) meetings, including preparing talking points, minutes, reports, and presentations.

  • Support the REO in increasing the utility of evaluations in the region through coordinating and managing summaries of evidence and other evidence-generation products.

  • Ensure that all evaluation plans and KPIs are tracked through appropriate dashboards and are updated regularly.

DELIVERABLES OF THE CONTRACT:



  • Daily support is provided to those Country Office evaluation managers who are undertaking TORs, evaluation firm contracting, and quality assurance of deliverables.

  • Act as R2 focal point in RBC ensuring continuous tracking and timely update on the implementation of DE recommendations in the region

  • Develop and maintain a tracking system (excel and online dashboard) to assist RBC and REVCO in the tracking and management of all CE and DE evaluations as well as the Regional Evaluation Plans and Evidence Maps.

  • Monthly update of all tools developed by OEV HQ to track implementation and plans for decentralized evaluations in RBC.

  • Support the development of summaries of evaluative evidence for RBC and COs preparing for their upcoming second-generation CSPs.

  • Continue fostering evaluation use through engagement on Yammer and monthly updates to the RBC Evaluation Page on SharePoint.

  • Other deliverables linked to the main responsibilities listed above


STANDARD MINIMUM QUALIFICATIONS


Education
Advanced University degree in International Affairs, Economics,
Nutrition/Health, Agriculture, Environmental Science, Social Sciences Business
Administration, or other relevant field related to international development
assistance.


Work Experience
Minimum eight years of recognized and certified experience in the fields of
international development and humanitarian cooperation, including substantive
prior experience working with monitoring and evaluation, preferably with NGOs,
UN agencies


Knowledge & Skills
Solid quantitative and qualitative analysis skills, including experience with
relevant data analysis platforms (Excel, SPSS, Stata, EnVivo). Advanced IT
literacy


Language
Fluency in oral and written English is required. Working knowledge of Arabic
and French is desirable.
