In Regional Bureaux job holders at this level are expected to support the
development and implementation of Monitoring, Review and Evaluation Plans
aligned to WFP corporate standards to generate quality evidence on the lives
of beneficiaries and inform policy, strategy and programme design and
implementation. This includes coordinating monitoring activities, managing or
supporting the management of decentralized evaluations, supporting
thematic/mid-term reviews and positioning WFP as a reliable partner for
governments to build monitoring and evaluation strategies. They may also
support the formulation of country monitoring and evaluation strategies and
contribute to policy development and various initiatives.
Monitoring Functions
* Provide inputs to the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP monitoring and evaluation requirements.
* Provide feedback on Regional Monitoring Strategies and support their operationalization.
* Support in the creation of new and innovative ways of displaying monitoring and COMET team's performance and achievements and communicate to Management and Country Offices (COs).
* Draft regular monitoring (outcome and output) reports on status of results and implementation progress of the Monitoring performance in the region
* Support and be the focal point as delegated by the RMA of the Annual Country Report exercise worldwide and to all Country Offices.
* Participate in all Regional Calls and Country Office calls and lead them as delegated by the RMA or while being the OIC.
* Serve as the Focal Point as delegated by the RMA between Headquarters (WFP) and the Country Offices.
* Support mid-term reviews and thematic reviews which are intended for internal learning, strategic and operational decision-making
* Support the COMET Team as necessary and as delegated by the RMA in all the necessary decisions, tasks, follow ups and initiatives.
Managerial and Administrative Functions
* Coordinate team-tasks and team-project as delegated by the RMA and act as Officer In Charge (OIC) when necessary.
* Budget for M&E costs and advocate as delegated by the RMA for both appropriate financial and human resourcing.
* Contribute to building M&E capacity of WFP staff within the Bureau but specially in the Country Offices through training and information sharing. Manage junior staff members and guide as required to enable high performance.
* Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.
* Support line manager in ensuring that Country Offices' monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).
* Support COs to evidence-based decision-making on programme design and implementation, notably through making monitoring and review findings accessible, developing innovative, user-friendly and informative products.
* Support COs with monitoring reports on status of results and implementation progress and contribute to the data analysis.
* Support COs in addressing recommendations from monitoring and reviews to ensure that follow-up actions are taken as required.
* Conduct and/or support oversight missions to Country Offices
* Support in the process of Budget Revisions, Log-frames, approval and selection of indicators.
Education
Advanced University degree in social sciences, statistics, development
economics, performance management, monitoring and evaluation or other related
fields, or First University degree with additional years of relevant work
experience and/or training/courses.
Experience
* A minimum of 8 years of relevant professional work experience in international development or humanitarian work, including national and international positions at UN agencies, international organizations and government ministries.
* Minimum of 5 years of M&E progressive experience in managing complex monitoring and/or evaluation activities spanning a range of policies and programme initiatives.
* Minimum of 3 years Country Office experience.
Knowledge & Skills
* Proven experience in supervision and coordination of country and regional level monitoring activities in emergency or development contexts.
* Operational experience in programme design, implementation, monitoring and reporting, including development of M&E Strategies in Country Offices.
* Ability to set clear targets for self and others, and to manage, mentor and build capacity of junior staff members.
* Proficiency in use of Microsoft Office Package (Outlook, Word, Excel, Powerpoint…)
* Intermediate use of SPSS, STATA and/or any other statistical programme for data analysis.
* Technical knowledge of various monitoring methods and tools, and data collection and reporting systems used at WFP, including COMET is an asset.
* Strong, inclusive, committed and optimistic team-spirit.
Languages:
* Fluency in spoken and written English is required.
* Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP's working language, Portuguese is desirable
* Fluency (level C) in Arabic language will be an added advantage.
