Manage HMOW's finance team;
Provide training and support to financial and non-financial HMOW's staff
regarding HMOW's financial procedures, internal controls, and program
financial management tools;
Ensure HMOW's values and policies, as well as accountability and equality, are
reflected in the work of the finance team.
Liaise regularly with the Operations Manager at HQ for support, advice,
problem-solving as required;
Liaise with other HMOW teams as required.
Financial Management
Maintain overall oversight of HMOW finances;
Ensure appropriate cash management procedures are in place and operating
effectively;
Maintain bank and cashbooks and ensure that all transactions are recorded and
coded correctly, and all expenses are reasonably and appropriately authorized
and recorded;
Collate monthly funds requests from field sites as relevant, including
liaising with local teams;
Reconcile bank and cash accounts on a timely basis as required;
Liaise with HR to prepare information for monthly payroll;
Ensure payroll remittances and all related statutory returns are made each
month on a timely basis;
Prepare and submit donor budget proposals and reports to Operations manager at
HQ on a timely basis;
Assist with submission of donor budget proposals and reports as required;
Ensure timely preparation of high quality monthly, quarterly, and annual
financial reports;
Prepare and maintain monthly budget monitoring tool and organize monthly
meeting for relevant teams;
Provide relevant information to program staff to assist with expenditure
forecasting and budget monitoring;
Prepare HMOW annual country budget on a timely basis as required;
Analyze and review financial information/data and provide relevant information
to management/other teams as required;
Ensure that all hard copy and digital finance files are organized and
completed with all the required documents in accordance with HMOW Finance
Manual and other HMOW manuals and procedures;
Liaise with internal and external auditors and assist in facilitating internal
and external audits;
Prepare documentation for any internal or external audit;
Compile and maintain the annual audit file.
Risk Management and Compliance
HR responsibilities :
reporting directly to Finance and operation Manager.
• The HR Manager’s job is to implement HR programs and policies, and to manage
every aspect of employee work rules, work environment, development and
relations.
• Developing an employee-oriented organization culture that emphasizes
continuous improvement, team- work, high performance and quality.
• Developing and monitoring the HR strategy for the country, while ensuring
its alignment to the country’s strategy.
• Ensuring organization conformity with applicable HR practice related to
regulations and statutes as well as organizational procedures and policies.
• Ensuring compliance with Iraq Labor laws as well as with all HMOW compliance
and due diligence requirements in the field of Human Resources and
Administration
• Implementing HR programs and policies as needed by the organization.
• Identifying, evaluating, and resolving human relations, employee morale,
work performance, and organizational productivity concerns.
• Managing employee development and retention.
• Follow up and update the salary scales including the calculation of the tax
and social security according to Iraqi Labor.Bsc in Finance field .
Microsoft office
Three years post qualified experience;
- In-depth knowledge of Iraqi labor law, Iraqi direct deduction tax law, and
HR best practices. - Speaks English, Arabic, and Kurdish languages fluently.
-Good knowledge in field of NGOs.
-Good communication skills with donor .
