The Middle East and North Africa Region (MNA) at the World Bank serves ‎21
client countries with a total population of about ‎335 million. Clients range
from upper middle-income countries, such as Saudi Arabia and Kuwait, which are
more interested in the Bank's Reimbursable Technical Assistance, analytical
and advisory services; to IBRD middle income countries such as Egypt, Iraq,
Lebanon, Jordan, Morocco and Tunisia, and two IDA countries, Yemen and
Djibouti. Hence the range of needs for advice, support and cross-fertilization
of experiences is wide and challenging.

The MNA Urban, Resilience and Land Unit (SMNUR) consists of both headquarters
and field-based staff in eight country offices (Amman, Tunis, Baghdad, Beirut,
Cairo, Rabat, Riyadh and Jerusalem). The portfolio comprises a diverse set of
projects under supervision and has an active lending pipeline which is poised
for further growth. The MNA Urban, Resilience and Land Unit (SMNUR) is led by
a Practice Manager based in the Beirut country office, in Lebanon, and serves
the whole MNA Region.

The SMNUR team works across a complex institutional environment, in
partnership with many different units within the Bank given the cross-cutting
nature of urban, DRM, land, and resilience issues. The span of work of SMNUR
extends to all active clients in the region, and across a variety of financial
and technical assistance support. This includes IBRD/ IDA financial and
technical assistance to client countries, as well as the provision of
Reimbursable Advisory Services (RAS) from the Bank.

The thematic work of the SMNUR unit cover an active portfolio and a growing
pipeline for lending, and a large RAS and TF program. The portfolio responds
to the demands articulated by the MNA strategy and covers a range of urban and
land programs and a growing risk management and resilient recovery agenda,
given the vulnerability of most of MNA countries to a wide range of risks,
including disasters, climate change, and most prominently, conflict.

The World Bank's urban portfolio in Egypt includes a diverse range of projects
and analytical work and policy dialogue. The Upper Egypt Local Development
Program for Results aims at improving the business environment for private
sector development and strengthening the capacity of local government to
deliver quality infrastructure and services in selected governorates in Upper
Egypt. The World Bank is also providing technical support to the Ministry of
Housing, Utilities and Urban Communities and the New Urban Community
Authority, focusing on smart and sustainable new cities. This Technical
support aims at enhancing the abilities of new cities to advance their asset
management capabilities, improve property registration and land
administration, and enhance cities own source revenues and spatial data. The
World Bank is also supporting policy dialogue and analytical work focusing on
decentralization and local governance, land administration and property
registration, smart city and urban resilience and climate change.

The MNA Urban, Resilience and Land Unit (SMNUR) wishes to hire an extended-
term consultant (ETC) with local development experience to provide analytical,
technical and operational support to projects in Egypt. The ETC will support
the SMNUR program in Egypt and support the design and implementation of key
activities, including analytical advisory services and lending operations. The
work program will mainly be focused on activities supporting performance-based
grants, urban/municipal infrastructure and service delivery, enhancing own-
source revenues and land-based finance, fiscal & financial decentralization
and empowering local administration.

The ETC will be expected to work with a dynamic and changing portfolio. The
ETC is also expected to contribute SMNUR inputs to the work of other Global
Practices.

Roles and Responsibilities
* Contribute to delivering effective supervision of on-going lending projects in Egypt with urban development components, performance grants and enhancing local finance, in support of TTLs
* Substantially contribute to the preparation and implementation of fiscal decentralization advisory projects in Egypt, in support to TTLs
* Participate in task teams to support the preparation and supervision/support of implementation of urban lending operations and programs in Egypt
* Participate in task teams to develop and carry out analytical activities in urban, municipal development, local revenues development, and fiscal decentralization in Egypt
* Support the generation of 'think pieces' and 'best practice' papers; participate in handling technical, institutional and program implementation issues in the sectors
* Contribute to dialogue and provide technical inputs on specific topics related to performance grants and results-based allocations, fiscal decentralization and enhancement of local revenues, and land-based finance in Egypt
* Participate in missions, provide technical inputs and guidance to Bank team and counterparts on policy and local development strategies related to the areas of intervention mentioned above
* Works independently, seeking guidance on complex projects/issues from senior specialist
Selection Criteria
* Master 's Degree in political sciences, public policy, international politics, social science, law, or other relevant discipline.
* A minimum of ‎5 years of relevant experience in local development sector in the Egyptian context. Experience working in low-income areas and laggings regions of Egypt is a plus.
* Demonstrated knowledge and specialized skills required in areas of focus (performance grants and results-based allocations, fiscal decentralization, own-source revenues and local finance, land-based finance) and key policy, regulatory, and development issues in that space.
* Past experience in lending operations, TAs, ASAs in urban issues in the area(s) of focus is required.
* Strong written and verbal communication and interpersonal skills, and an ability to communicate both verbally and in written form and liaise effectively with clients, counterparts, and colleagues.
* Excellent organizational and project planning and management skills.
* Ability to work well in multi-disciplinary teams and demonstrated diplomatic skills and cultural awareness.
* Fluency in English (spoken and written) and Arabic (spoken and written). Command of French is desirable.
* Knowledge of the Egyptian institutional, political and legal context.
Reporting

The ETC will work closely with the Task Team Leaders in charge of programs in
Egypt and report to the Practice Manager SMNUR. The ETC will be based in
Cairo, Egypt.
