Looking for an experienced and technical Program Manager for a Mission
Critical Telco Network Rollout with a few years of work exp in developed
countries as a must.

Job Location: RIYADH, Kingdom of Saudi Arabia

Position Objectives:
The Program Manager is responsible for the overall end-to-end program
management, Technical supervision, providing leadership, and ensuring the
integration of processes.
Managing the delivery of the Program across all stakeholders in terms of
Planning, Risk Management, Scope, Budget, Quality and Timeline accordingly to
agreed plans and specifications.
He will apply PMI standards, methodology and tools to insure the proper
delivery of related consultancy services with high-quality deliverables.
He is responsible for that all Program tasks are executed according to agreed
plans and specifications hence will guide the team and carry the
responsibility for task fulfilment and overall cross-functional activities
related to the Program.
He will act as the authorized representative between the Consultant and the
Client as well as towards the Vendors and Contractors for all aspects of his
responsibilities in the Project.

Job Description & Responsibilities:
Define business strategies and organizational policies to enable the strategic
coordination of multiple major projects and initiatives to improve the
efficiency and effectiveness of projects!
Establish a comprehensive Program Implementation Management function to
manage, monitor and follow up on all project-related implementation activities
to meet program objectives and timelines.
Provide a robust and deliverable Program Implementation Management Plan.
Manage interdependencies and coordination across projects and departments to
ensure that information related to project deliverables, risks and issues are
effectively communicated between stakeholders and
KPIs are monitored and evaluated.
Identify and define the major strategic issues and integrate diverse
stakeholders’ interests to perform the development and prioritization of
project initiatives and to proactively understand and mitigate risks.
Provide the Implementation team with clear monthly targets agreed upon with
the client.

Set objectives and priorities for the execution of work in line with the
Program scope and Client requirements.
Ensure appropriate KPIs are established to measure the program's performance.
Track network KPIs and report to the Management and key stakeholders.
Highlight immediately any breach in KPIs and provide remediation and recovery
plans.
Lead the implementation of program management methodology, processes,
standards and tools to drive, monitor and facilitate the successful delivery
of projects.
Foster collaborative and mutually supportive relationships with project
leaders and senior stakeholders, assess cross-functional project team
capability, provide coaching, training and support to enhance project/program
management capability, and improve collaborative development and project
results.

Qualifications & Experience:
BSc Degree or Equivalent in Engineering or Telecommunication.
Minimum ‎15 years of telecommunication industry experience with at least ‎5
years in a Head or PMO-responsible position managing large-scale network
rollouts.
Valid Project / Program Management Certification (e.g. PgMP PMP/Prince2).
Extensive knowledge and professional experience in PMO office setup,
program/project management and delivery.
Proven strong technical knowledge and experience in Techincal Architecture of
Core Networks, Layers, and LTE implementation.
Knowledge of relevant technical concepts and their practical implementation.
Teamwork, Communication Skills, knowledge transfer capability, Cross-
functional communications skills and Team building experience.
Good knowledge of executive management reporting, presentations and dashboards
concepts with good analytical skills.
With high-level presentation skills and excellent written and spoken
communication skills.
