JOB PURPOSE
Reporting to the General Manager, the Commercial Director has overall
responsibility for management of the operations and maintenance contract. This
position will work closely with the all other departments (in particular the
maintenance contracts management department) supporting the achievement of
annual performance targets. Responsible for developing and ensuring awareness
of and compliance with the contract management process.
KEY RESPONSIBILITIES
* In accordance with strategic guidance, review and interpret current and future commercial demands in connection with business requirements and pending legislation and produce an Annual Stakeholder Management Plan.
* Lead, motivate and reward the Commercial Directorate to deliver the plan, develop the customer culture and meet and continuously improve specified KPI targets within the plan in accordance with the annual budget.
* Establish, manage and maintain, with the support of subject matter experts from other Directorates, the O &M contract with the client and third-party contracts with major and minor contractors including facility management, civils maintenance and transit system maintenance.
* Ensure we meet our obligations to the client and that any deficiencies are quickly identified, and a corrective action plan is put in place.
* Ensure that the client delivers on its contractual obligations.
* Ensure that third party contracts deliver outcomes that support the organisations obligations to the client and that we meet our obligations to third party contractors.
* Establish, manage and maintain, with the support of related subject matter Directorates Heads, all the variation orders linked to the O&M contract as well as all potential claims with the best interest of the business financially and operationally. This management must be pro-active.
* Ensure that the associated decisions are fully communicated and validated by the management and the shareholders.
* Ensure best-in-class relationship with the Employee Representative and the client to protect business interests in all circumstances.
* Ensure high quality and consistent commercial work practices and culture through the development and continuous improvement of the commercial and programme management plans, policies, procedures work instructions and forms as part of the information management system.
* Establish transparent procurement, purchasing delivery, cost control and quality & safety assurance mechanisms for selecting relevant goods and services that are required under the provision of the O&M contract with suppliers.
* Ensure we meet obligations for localisation and in developing the supply and value chain. Aimed at driving local economic efficiency and business development.
QUALIFICATIONS
* At least a bachelor's degree in business, finance or a related field. A postgraduate qualification is also desirable, as is membership in a professional body. A solid legal background is advantageous.
EXPERIENCE
* At least 8 year's proven track record of operations and/or maintenance in the rail industry with similar management experience.
* At least 10 year's experience in contract management for large and complex infrastructures.
* Proficient understanding of contracting issues, claims, regulations and terms and conditions.
KNOWLEDGE AND SKILLS
* Fluency in the English language. Arabic and French speaking an advantage.
* Outstanding interpersonal and networking skills. You must be able to build and maintain effective working relationships with customers, partners, suppliers and staff.
* Commercial awareness partnered with a strategic mindset.
* Excellent organizational and leadership skills.
