Plan started working in Egypt in 1981 and has a presence in ten of the 27
governorates in which the country is divided: two urban (Cairo and Alexandria)
and eight rural (Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit, Sohag and
Aswan). Plan Egypt’s work focuses on child rights, implementing programmes
designed to enable communities to improve the lives of the most marginalised
children and their families. Plan Egypt’s Country Strategy focuses on five
strategic objectives listed below:
Improve the quality of early childhood care & education;
Promote economic empowerment of vulnerable young men & women;
Facilitate girls in realising their full potential in an enabling and gender
responsive environment that protects them from all forms of abuse, neglect,
exploitation and violence;
Support adolescents and young people, particularly girls to become active
drivers of change and lead the way towards more equitable and inclusive
societies;
Promote adolescents and young people, particularly girls to be empowered to
take informed decisions about their sexual and reproductive health and live
free from gender-based violence
Purpose:
Reporting to the Strategic Partnerships and Advocacy Manager, the SRH and GE
Advisor will be responsible for operationalising Plan International’s country
and global strategies and policies related to SRH and GE including gender
transformative approach. This will include developing innovative programme
designs, representation of Plan International Egypt in relevant forums,
providing technical guidance to programme implementation teams and
documentation of processes and approaches that Plan International uses.
Dimensions of the Role: This position has no direct reports, but may need
to manage short term consultants or interns periodically. This position has
limited budget management responsibilities. This position supports the
development of quality programs/projects to promote SRHR, and girls’ and
women’s rights and address identified related issues. This position supports
high quality project programme implementation by working with Program Quality
and Partnerships Unit and Program Units. Represents Plan at national
stakeholder forums, networks, coalitions, etc. Support reinforcement of Gender
equality concepts and mechanisms in/out of Plan International Egypt.
Accountabilities and Typical Responsibilities - Key End Results of Position
Program Design
Lead the design of innovative projects and programs to address community
issues in relation to SRHR in collaboration with Business Development Unit,
Program Units and relevant departments at the Country Office in line with the
Plan Egypt Country Strategy Paper. This will include but not be limited to
developing logical frameworks and concept notes. Lead design of SRH and gender
related program packages, guidelines and manuals that are aligned with Plan
Egypt country strategic plans and facilitate operationalization of Plan
Egypt’s strategic objectives. Ensure the mainstreaming of Sponsorship
commitments, gender transformative approach standards and any other relevant
corporate guidelines in projects designs. To act as resource person in the
organisation for SRH and gender equality and keep oneself up to date with
developments happening in these field both nationally and internationally.
Strategic Partnership & Policy Advocacy Develop strategic partnerships with
key constituencies to elicit support for and maximize impact of Plan’s work.
Develop and implement influencing plan which includes partnership
mainstreaming in collaboration with Program Units and Programme Quality and
Partnerships Unit (PQP) to ensure active, meaningful and continuous
relationship. Develop and implement influencing action plan related to sexual
reproductive health and gender equality themes using all relevant tools and
techniques. This will include, but not be limited to, developing policy
briefs, advocacy messages, organizing conferences and seminars, etc. To
routinely develop and submit progress reports, status updates and briefs on
emerging issues to Strategic Partnerships and Advocacy Unit Manager. Lead in
formulating country specific policies, strategies and objectives ensuring that
they are on accountability for quality programming. To represent the
organization at different national, regional and global forums and platforms.
Technical support Build the capacity of Plan staff, and strategic partners to
promote SRH and gender equality principles and practices as well as equal
rights for children, especially girls, and women. Provide technical
recommendations to improve the design of any project or program to ensure that
they are gender transformative and meet the quality standards. Provide demand
driven technical support to Program Units and Project Managers/Coordinators,
and ensure high quality programme implementation. This will include designing,
conducting and coordinating training programmes, technical field visits,
development and dissemination of guidance material, etc.
Program Reporting and Documentation To prepare periodic progress and
analytical reports ensuring that Strategic Partnerships and Advocacy Unit
Manager is equipped with the necessary information for appropriate decision
making. To initiate SRH and gender researches and document the lessons learned
and accumulative experience of the SRH and gender equality activities, which
have potential to enhance Plan’s gender work, as well as share and disseminate
the information within the impact areas. Ensure that evidence, technical
knowledge and analysis of lessons learned are collected, managed, disseminated
and available for Plan International Egypt to utilize as needed. To chair the
SRH thematic network and ensure this platform is best utilized to enhance
knowledge management process in Plan International Egypt.
Gender transformative Understanding of and ability to analyse with a gender
perspective the social and political structures, dynamics and power relations
that enable/exclude girls and boys to/from enjoying the fulfilment of their
rights and equality Understanding of root causes and consequences of gender
discrimination, exclusion and inequality and how they contribute to the non-
realization of children’s rights and developing practical strategies to
address them Ability to identify diverse, relevant external actors to work
with and understand the purpose and implications of working with them.
Knowledge and experience in using participatory and gender transformative
development and influencing methods Knowledge of gender and global development
issues, with particular knowledge in women’s rights, girls’ rights and child
rights. External and internal best practices on mainstreaming gender equality
and inclusion (diversity) in all areas of work (including within offices and
staff). Analyse girls’ strategic interests and needs in a range of contexts,
and develop holistic programmatic and influencing responses to address these
needs. Develop new partnerships and create common agendas for governments, the
private sector and civil society to drive transformative change for girls.
Programmatic experience on challenging social norms and power relations as
well as on approaches for increasing support for youth-led activism on girls’
rights at the grassroots level.
Influencing Familiar with key international human rights frameworks and their
relevance for change actions and opinions of power holders and social
behaviour Familiar with influencing tactics, such as advocating governments
for policy change, campaigning with CSOs for budgetary revisions, strategic
engagement with power holders via media outlets, including digital

Technical Expertise, Skills and Knowledge
Knowledge A Master Degree in in public health, sociology, gender equality, or
other field directly related to SRHR and gender equality. A minimum of 5 years
work experience and track record in Sexual and Reproductive Health Issues
(such as sexual education, family planning, menstrual hygiene management,
maternal health, STI …). Understanding of integrated development issues, the
intersectional identities and critical analysis of child poverty. Advanced
knowledge of strategic planning processes and theories of gender equality and
Gender transformative approaches. In depth Knowledge of development issues,
trends, challenges and opportunities and implications to community
development. Extensive network within the academic and development community.
Skills Proven ability to develop project concept notes.
