Plan started working in Egypt in ‎1981 and has a presence in ten of the ‎27
governorates in which the country is divided: two urban (Cairo and Alexandria)
and eight rural (Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit, Sohag and
Aswan). Plan Egypt’s work focuses on child rights, implementing programmes
designed to enable communities to improve the lives of the most marginalised
children and their families. Plan Egypt’s Country Strategy focuses on five
strategic objectives listed below:
Improve the quality of early childhood care & education;
Promote economic empowerment of vulnerable young men & women;
Facilitate girls in realising their full potential in an enabling and gender
responsive environment that protects them from all forms of abuse, neglect,
exploitation and violence;
Support adolescents and young people, particularly girls to become active
drivers of change and lead the way towards more equitable and inclusive
societies;
Promote adolescents and young people, particularly girls to be empowered to
take informed decisions about their sexual and reproductive health and live
free from gender-based violence


Dimensions of Role: This position has no direct reports, but may need to
manage short term consultants or interns periodically. This position has
budget management responsibilities. This position supports the development of
quality programs/projects/proposals to promote the active participation of
local communities in adopting the relevant climate change and resilience
strategies. This position supports high quality programme design and
implementation by working with program quality and Strategic Partnerships
units and Program Units. Represents Plan at national, international and
regional levels and oversees stakeholder fora, networks, coalitions, etc.
related to climate change, resilience building and environment education. Team
up with the business development unit in developing the required project’s
proposals to ensure that environmental, climate change and resilience thematic
areas are funded.


Typical Responsibilities - Key End Results of Position:
Strengthen Plan International Egypt's work on Environment, Climate Change, and
Resilience Lead the development of project activities within the Sida
Generation Change program together with all relevant partners with a
particular focus on children, youth and young adults Lead the design and
provide training to all relevant actors within the Sida Generation Change
Program with a particular focus on CSOs and children, youth and young adults
Actively participate in the Plan International’s global policy and thematic
guidance development work in the area of environment, climate change, and
Resilience. Contribute to strengthen environment, climate change and
resilience capacities of relevant staff at country offices and partners
through comprehensive capacity strengthening initiatives and mentoring
programs. Facilitate trainings, webinars, learning events and workshops for
Plan International Egypt’s staff and at time local partners on environment,
climate change and resilience programming and standards. Collaborate with the
Strategic Partnerships department in designing and implementing advocacy and
communication strategies in the area of climate change and resilience,
particularly in the interlinkages between age, gender and climate change.
Advise Plan International Egypt on the relevant practices, procedures and
required changes to remain environment friendly in both programming and
operations.
Team up with the Country leadership team and the relevant departments such as
Strategic partnerships and position PIE as a key play in environmental and
climate change programming at national level.
Provide strategic guidance and technical support to other COs within the MEESA
region as and when required. In particular within the Sida Generation Change
Program
Lead the Climate Change and Resilience thematic and policy initiatives Act as
a project lead, including budget and reporting responsibilities, for the
thematic initiatives within the area of environment, climate change, and
resilience. Coordinate efforts related to environment, climate change and
resilience within the Plan International Egypt team. Lead and coordinate
efforts with external stakeholders, and consultants related to environment,
climate change, and resilience. Play a leading role in building, maintaining
and following-up of Plan International Egypt’s Environmental Policy. Represent
Plan International in external network fora for policy and thematic work in
Egypt and other COs as and when required. Team up with the Girl’s
Participation and Youth Engagement Advisor in fostering relevant program
strategies and interventions to support the active and meaningful
participation of young people in environment, climate change and resilience
programs.
Provide guidance, mainstreaming and program support for Climate Change and
Resilience throughout the program cycle Provide timely and qualitative
advisory in all stages of the project cycle within the thematic area including
collaboration with key Program Management staff at Plan Egypt, Country
Offices, partners and Regional Hubs in quality design, implementation and
reporting of environment, climate change, and resilience programs. Ensure key
components of the cross-cutting thematic area are mainstreamed in all
projects. Contribute to a productive and supportive cooperation with the
Country Offices, Global Hub, Reginal Offices, partners and Plan International
Egypt colleagues. Contribute to identify new funding opportunities within the
thematic area and to develop competitive funding proposals. Contribute to
assure the quality of the Plan International Egypt supported programs and
projects within the fields of environment, climate change, DRR and resilience
through regular monitoring, evaluation of results, documenting and sharing of
lessons learnt
Program Reporting and Documentation
To document the lessons learned and accumulative experience of girls’
leadership and youth participation activities.
To share and disseminate the information within the impact areas.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and
Inclusion (GEI) Understands and puts into practice the responsibilities under
Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC),
ensuring that concerns are reported and managed in accordance with the
appropriate procedures. Leads the orientation of programme staff to ensure
that they are properly inducted on and understands their role in upholding
Plan International’s safeguarding and GEI policies; Ensures that Plan
International’s global policies for Safeguarding Children and Young People and
Gender Equality and Inclusion are fully embedded in project design, during
implementation and as principles applied in day-to-day work of Programme team;
Ensures that Plan Egypt contributes to Plan International’s global efforts to
ensure safeguarding and GEI, including making sure that relevant reporting and
data are submitted.

Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s
Objectives:
Knowledge A Master Degree in social science, environmental management or
equivalent qualification in relevant field. A minimum of ‎5 years relevant work
experience at a similar level in the field of Climate Change, Environment or
disaster risk management. . Profound understanding of integrated development
issues and critical analysis of climate change and how girls and women are
disproportionally affected by it. In depth Knowledge of development issues,
trends, challenges and opportunities and implications linked to youth
participation, climate change and resilience strengthening programs. Several
years of experience of working nationally/internationally with development
cooperation within Climate Change and Resilience and related fields of work.
Demonstrated knowledge and experience of Environment, Climate Change and
Resilience programming and policy from development and humanitarian contexts.
Preferably knowledge about connections between Age, Gender and Climate Change.
Demonstrated experience of advocating for Climate Change and Resilience
issues. Demonstrated experience working within or with civil society actors
Demonstrated experience in building Environment, Climate Change and Resilience
capacities of teams and integrating Environment, Climate Change and Resilience
into other thematic and cross sectoral programs. In particular civil society
organizations and actors Well oriented with relevant international frameworks
and processes such as Agenda ‎2030, UNFCCC, Global Platform for DRR etc
Skills Proven ability to develop project proposals concept notes. Proven
ability to transform complex information into actionable points. Excellent
networking and partnership building skills Research, analytical and problem-
solving skills Excellent communication, facilitation and professional writing
