Objective:
UNICEF Egypt CO is seeking the services of a national individual consultant to
undertake data collection, secondary analysis, developing knowledge products
on issues that will be identified by UNICEF and training. The national
individual consultant will be required to provide all or some of the services
outlined in the deliverables below in the field of qualitative data
collection, analysis, report writing, training, presentation, infographic
designing, technical writing and editing in both English and Arabic languages.
The type of data collection will be identified according to the needs of
UNICEF to fill in information gaps in some locations for targeted population.
It will be detailed in terms of reference that will be developed related to
the required tasks. The analysis should examine the progress, challenges and
opportunities for achieving child rights and well-being, and the patterns of
deprivation that children, adolescents and women face. It should also be
objective and verifiable and is expected to be used by all partners and
stakeholders in the country in addressing key challenges preventing children,
adolescents and women, especially the most disadvantaged, from enjoying their
rights as laid out in the Convention on the Rights of the Child (CRC) and
other international obligations that the country has committed to.
The analysis should also highlight inequalities between groups, socio-economic
characteristics, urban/rural and intra-urban disparities, genders, geographic
locations and other dimensions. It should pay special attention to looking at
disaggregated data and unpacking national and/or subnational averages. Besides
presenting an analysis of why inequities exist, the analysis will also present
contextualized recommendations on what could be done by key stakeholders to
attain/sustain inclusive social development that guarantees equal inclusion
and participation of all groups of children, adolescents and women.
Analysis should be grounded in the country 's political, economic and social
realities, review progress towards the Sustainable Development Goals (SDGs),
and regional and global issues that affect children's rights and well-being.
The knowledge products are expected to be relevant to a wider audience which
includes government bodies, development partners (including UNICEF), civil
society, children, adolescents, women, academia, private sector actors,
parliamentarians, media and others. The process of developing specific
knowledge products may anticipate engagement with the government and key
stakeholders, including children and young people. It serves as an opportunity
to promote meaningful dialogue between the main child rights actors in the
country on children's and adolescents' issues.
__CONCEPTIUAL FRAMEWORK AND METHODOLOGY:
The individual consultant will primarily rely on available data sources to
conduct statistical analysis. In some cases, the individual consultant would
be required to collect data in specific locations and on specific population
to fill in data gaps. A detailed term of reference will be shared with the
individual consultant, requesting specific tasks with expected duration,
personnel and modality based on the type of services listed in this LTA.
For every assignment, UNICEF will set the number of days required to complete
the specific tasks and request relevant LTA holders to submit a short
technical and financial proposal. The technical proposal should reflect the
experience of carrying out all or some of the four main
activities/deliverables listed in the following table (i.e., Data collection,
Secondary analysis, Developing Knowledge Products and Training).
Within the assignment, the individual consultant would engage directly with
relevant stakeholders that can contribute to the research and analysis. This
process will be supported by the UNICEF Country Office, together with the
individual consultant and partners such as CAPMAS, IDSC, NCCM, MOPED, NCW etc.
As part of data collection, secondary analysis and developing of knowledge
products, it is expected from the individual consultant to provide required
documents for ethical clearance as a prerequisite before conducting any
research, evaluation or data collection and analysis as specified in the below
section for Ethical Considerations.

Conditions of work:
The individual consultant will work in close consultation and under the
supervision of the Child Rights Monitoring Specialist at UNICEF Egypt.
The individual consultant should do a preliminary review and apply quality
assurance measures on any draft/products before sharing with UNICEF. UNICEF
will only accept products of good quality in terms of conclusive content,
clarity, consistency, alignment with this ToR, format, language and other
elements that may emerge during implementation or any subsequent details to be
provided for each specific activity to be implemented under the LTA. UNICEF
would engage partners, other technical persons, staff of UNICEF Egypt Country
Office, the MENA Regional Office and Headquarters in the review process. The
individual consultant should reflect the received reviews from UNICEF before
claiming for any payments.
Payment schedule will be based upon the successful completion and submission
of the deliverables and invoices by the required dates. UNICEF reserves the
right to withhold all or portion of the payment if performance was
unsatisfactory or failed to meet the deliverables.
