This position is in UNICEF Egypt country office, Child Survival and
Development Section (CSD), you will report to the Nutrition Specialist NOC
level.
How can you make a difference?
Under the overall direction of the CSD section chief reporting to the digital
health systems focal point, you will provide professional technical,
operational, and administrative assistance throughout the programming process
for the development and update of digital health systems to support the
delivery of services and program monitoring and evaluation and health system
strengthening at the primary healthcare level at national and subnational
levels.
You will be responsible of advancing UNICEF contribution to digital health
platforms relevant for primary healthcare including immunization programe and
COVID response. Specific support includes coordination of readiness
assessments, production of digital health roadmaps and COVID-‎19 response plans
including cold chain ordering deployment and integration into the EPI program
as well as deployment of other digital health solutions.
You will work in close collaboration with the CSD and C4D team, and be
expected to leverage his expertise for the advancement of the program.
You will also provide technical assistance within CSD section including
supporting the monitoring of implementing a variety of technical and
administrative program tasks to facilitate program development,
implementation, programme progress monitoring, and evaluating and reporting of
results.

Your main tasks & accountabilities are as per the following:

Digital Health Data
In line with UNICEF Digital Health Approach and MOHP/UHI digital strategies:
* Work with UNICEF staff and partners including WHO to understand how digital technologies can be applied to key bottlenecks and what is necessary to scale and sustain technology solutions to address the needs of the most vulnerable children and mothers.
* Support the assessment of available Digital Health tools in the country and how they serve the overall goals of Egypt health strategy.
* Support in coordination of digital health programmes and investments for COVID-‎9 pandemic response and vaccine roll out.
* Coordination of digital health programmes and investments for COVID-‎19 pandemic response and vaccine rollout at country level, in close coordination with national counterparts including national consultants.
* Coordination of health information systems upgrade and investments for primary health care, including maternal and child health, routine immunization and nutrition services.
* Support the HIS Mapping and digital health solutions for Reproductive, Maternal, Newborn, Child and Adolescent Health.
* Support the MOHP to use digital platform including Rapidpro to disseminate the positive parenting messages including health and nutrition and vaccination promotion
* Assist in the development and deployment of medical waste management system and electronic child record; supporting system design, definition of metrics and goals for digital data use supporting development of TOR and follow up with entity developing the different digital tools.
* Support the MOHP to implement the online Health workers training on health , nutrition and immunization.
* Support government efforts to plan and deploy Geographic information System(GIS) based solutions for microplanning of health services, immunization service points and cold chain points including COVID-‎19 vaccine roll-out, waste management facilities, health facility solarization.
* Support assessment of information management system, digitization of HMIS and linking to GIS.
* Support the planning and development of digital health strategies that are embedded into the community health/primary health care or immunization roadmaps.

Program management, monitoring and delivery of results
* Work closely and collaboratively with colleagues and partners to discuss operational and implementation issues, provide solutions, recommendations, and/or to alert appropriate officials and stakeholders for higher-level intervention and decisions. Keep record of reports and assessments for easy reference and to capture and institutionalize lessons learned.
* Participate in monitoring and evaluation, program review and annual review with government and other counterparts to assess program implementation and reporting on required action/interventions.
* Monitor and report on the use of resources (financial, administrative and other assets), and verify compliance with approved allocation and goals, as well as donor commitments.
* Timely follow up on unresolved issues and agreed upon actions to ensure delivery of results and interventions.
* Prepare regular and mandated project reports for management, donors and partners to keep them informed of program progress.

Capacity Building, knowledge management, and Innovation
* Contributes to the capacity development of partners and monitor the collect, enter, and maintaining program monitoring data, in collaboration with partners,
* Support the existing coordination mechanisms with partners on digital health interventions.
* Support the identification of needs for new learning content and supports the digitalization of content into digital assets ready for deployment on digital messaging channels

Education :
* A university degree in one of the following fields is required: public health/nutrition, health research, global/international health, health policy and/or management, or another relevant technical field.
* Education and experience in computer science, information technology, or other related field or equivalent experience is an asset.
Experience:
* A minimum of ‎2 years of professional experience in one or more of the following areas is required: public health/nutrition planning and management, maternal and neonatal health care is required.
* Work experience in information systems, data management, and data interpretation, applicability in the sectors of concern to UNICEF, and more specifically in the area of health and community health is required.
* Experience in analytics and computer skills including Microsoft Office (Word, Excel, PowerPoint), data bases (Access, DevInfo), and statistical analysis software (SPSS, Stata), and Geographic Information Systems Software (ArcGIS, QGIS) is an asset.
* Experience with digital health platforms such as DHIS2, OpenMRS, iHRIS, OpenHIE, CommCare, RapidPro, etc is an asset.
