Emergency Response Manager

Job Description and Qualifications
This is a Contract position, based at the NEOM Green Hydrogen Project Site
location, working a ‎8 x ‎2 weeks rotational assignment.
The incumbent will support the Project in the implementation of the elements
Emergency Response Plans. Candidate is responsible for managing and supporting
the implementation of any Crisis/Emergency response requirements as defined in
the project EH&S plans & procedures, including all AIR PRODUCTS and Contractor
team members as well as Service Provider activities.
It is AIR PRODUCTS objective to achieve highest standards and performance
levels during the execution of all project related activities, on and off
site. The incumbent will work closely with the respective Project Elements
EH&S Managers and will report directly to Project EH&S Director.
The incumbent is expected to have detailed knowledge of the emergency and
crisis response management requirements, as well as industry and general best
practices related to the subject. Candidate is expected to have an extensive
work experience in training and managing emergency and rescue teams.

This is a managerial level position, and a candidate is expected to be able to
perform and deliver with minimum or no supervision.
NATURE AND SCOPE
* Description: NEOM Green Hydrogen Project consists of ‎3 elements: Power, Green Hydrogen Processing Facility, and Hydrogen Innovation and Development Centre
* Project Location: NEOM Green Hydrogen, Northwest of the Kingdom of Saudi Arabia, near Duba town.
* PRINCIPAL ACCOUNTABILITIES

This position is accountable for the following end results:
* Leads, oversees and coordinates operations and services of the AP and contractors emergency response teams
* Reviews the existing emergency response plans and proposes improvements
* Audit and inspect AP and contractors emergency plans, procedures, and arrangements
* Establish a required training program, advice on need for external training providers, conduct pre-qualification of the external training providers
* Reviews emergency response drill schedules and advices on improvements, lessons learned, etc.
* Works closely with security manager on development and implementation of the crisis management plan
* Review existing journey management process and advices on adequacy of search and rescue provisions
* Coordinates high level emergency response drills
* Closely with security manager ensures the emergency room is adequate, supplied with accessories for adequate work of the incident management team, and advices on improvements
* Advices EH&S Director on bridging with regional Crisis Management set-up and organization
* Ensures changes in the project phases are equally reflected in the emergency response procedures, provisions, etc.
* Ensure lessons learned from the emergency response drills are adequately communicated and implemented
* VI. MINIMUM REQUIREMENTS AND QUALIFICATIONS
* At least ‎15 years of experience in the city/municipality fire & rescue services, large chemical plant emergency rescue/fire services, on international mega-projects in EPC contractor role, or similar
* Minimum of ‎7 years in management/lead position (fire chief, fire trainer, emergency and rescue manager)
* An advanced root cause analysis leader (Sologic RCA, Tap Root, or similar)
* NEBOSH Certificate in Fire Safety or equivalent
* Fluent spoken and written English. Proven experience in writing a complex technical and incident investigation reports in English
* Demonstrated ability and experience to prepare project documents (policies, plans and procedures)
* Good team player, good communicator and presenter
* Ability to work in a multifaceted / multinational organizational matrix with a variety of working relationships
* Willingness to be based in remote location
