The mission of WHO's Health EmergenciesProgramme (The Programme) is to help
countries, and to coordinate international action, to prevent, prepare for,
detect, rapidly respond to, and recover fromoutbreaks and emergencies. The WHO
DubaiLogistics Hub serves as the largest repository of health commodities
andprovides immediate response to acute health emergencies as well as long-
termsupport to WHO country and disease-specific programs.
During deployment, the duties may be modified, based upon the technical needs
of the Programme.
* Reconcile and conduct a comprehensive review of the current inventory maintained within WHO records and the inventorymaintained within the third-party logistics provider Warehouse ManagementSystem (WMS) to ensure complete alignment between both data sets.
* Organize a review of the procedures forreserving stocks and identify a data management strategy to ensure stocksreserved are accounted for within both systems.
* Supervise the trouble-shooting and monitoringof data entry within both systems to identify areas for automation or improvement and implement solutions to ensure data quality and accuracy; and improvethe tracking and traceability of health supplies and the capturing of proof ofdelivery (POD).Maintain, monitor, manage, and improve current dashboards withinMicrosoft Power BI to ensure that the information is aligned with WHO internalrecords.
* Oversee and upgrade the data quality of the databasesupporting the dashboard by adding new fields such as the Order Reference Number,Portal ID request, and Invoice Number to ensure traceability across theorganization; and the real-time reporting of all outbound shipments of healthcommodities from the WHO Dubai Logistics hub.
* Plan, manage, and implement a comprehensivebusiness process review to map the current information requirements of theoffice and implement solutions.
* Design methods to streamline data collection,management, and sharing; and establish a solution for order management toensure accurate date/time stamping and reservation of inventory on-hand toavoid duplication of allocating inventory.
* Make recommendations on software, hardware,and various ICT technical requirements to increase the automation andproductivity of the operation. Design, develop, manage, and implement acomprehensive set of infographics for response activities that are targeted andadapted to Global, Regional, and Country Level responses to health emergenciesas well as disease-specific.
* Develop standardized situation reports toaccurately capture response activities and a set of reports to capture theperformance of the operation for internal and external stakeholders inclusiveof response activities as well as the financial performance of the operation.
* Establish standard databases that can be updatedautomatically to produce and reproduce the information in a timely manner. Performany other related incident-specific duties, as required by the functional supervisor.
Essential : A first level university degree in information technology,
computer science statistics, applied math or related field.

Experience
Essential : At least five years of relevant experience, at the national
level with international exposure, in information technology infrastructure
management and end-user support.
Desirable : Some experience or a sound knowledge of WHO's mandate and
goals or in UN organizations/agencies, international institutions, health
cluster partners, recognized humanitarian organizations or nongovernmental
organizations.

WHO salaries for staff in the Professional category are calculated in US
dollars. The remuneration for the above position comprises an annual base
salary starting at USD 64,121 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post
adjustment, which reflects the cost of living in a particular duty station,
and currently amounts to USD 3676 per month for the duty station indicated
above. Other benefits include 30 days of annual leave, allowances for
dependent family members, home leave, and an education grant for dependent
children.
