Work in partnership with the Airport Optimizer and Trading and Supply Channel
Optimizer to maximize value derived from Aviation Operations and deliver
Health, Safety, Security and Environmental (HSSE) targets and operational
excellence for customers at airport locations within the role 's territory.
Value is derived from new and existing airport locations in terms of
leveraging operational excellence Customer Value Proposition (CVP) with new
and existing customers and optimizing operations costs (balancing cost and
margin levels).
What 's the role?
Accountabilities:
* Work with the Asia Pacific and Middle East (APME) HSSE and Engineering Manager and HSSE Executive to implement the HSSE & Social Performance - Management System requirements, including Hazard and Effects Management Process (HEMP) - HSSE Case, Management of Change (MoC), Health Risk Assessments (HRA), Security Risk Assessment (SRAs), Safe Systems of Work (SSOW), etc. Develop and deliver an airport level HSSE plan with stakeholders. Ensure adherence to incident reporting procedures.
* Demonstrates visible management commitment and leadership for HSSE Hearts and Minds Initiatives
* Manage Field Farm and Into-Plane (ITP) according to Aviation Operating Manuals and Joint Inspection Group (JIG) standards.
* Work with the Compliance Team to ensure that audits/ inspections are conducted in a timely fashion to identify non-conformances and deliver the gap closure action plans. Lead the development of Standards and Compliance Implementation Panel (SCIP) waivers, where applicable.
* Taking the lead in License to Operate requirements at the airport, eg emergency services, environmental management and Emergency Response Plan (ERP) drills
* Jointly responsible for airport profitability target by working with the Airport Optimizers and Trading and Supply Channel Optimizers to optimize margins and balance sheet at each location including:
* Contributing to the airport profitability drivers; accountable for ITP competitiveness
* Optimizing Point of Sale (POS) costs including identifying and executing structural cost saving opportunities in both existing and new airports in the region
* Supporting the selected customer portfolio with a fit-for-purpose Operations Excellence CVP
* Implementing and managing the selected operations model for the location
* Establishing a target inventory range within the E2E supply chain and managing within these levels.
* Managing the inventory net gains/ losses
* Supporting business growth opportunities such as establishing and developing the operational requirements for New Airport Entries, leading the management of the training programs for new operators/ refuellers
* Ensure effective implementation and use of Data Capture Systems, Flight Information Display System (FIDS) and other systems that support scheduling and data collection and management
* In conjunction with the front line and support from the Operational Excellence team, identify and implement efficiency and productivity improvements from benchmarking studies, traffic surveys, fleet optimization tools, rosters and technology enabled process enhancements
* Manage the preventive maintenance plan and ensure processes are in place to perform all required checks as per Aviation Maintenance Manual
* Develop and lead a culture of continuous improvement in operations including embedding of leader standard work, visual management, cultivating "Just do it" initiatives. Role should conduct a systemic program of "Go See" at the front line
* The Airport Optimizer will have the primary relationship with the Airport Authority, the Country Operations Manager (COM) will develop relationships and participate in engagements around HSSE and operations including the emergency services
* Work with the APME competence and assurance lead to establish a competence development program including timely and successful completion of Aviation Centre of Excellence (ACE) training modules, succession planning and support career management
* Develop the annual HSSE plan for the country and airport specific HSSE plans in line with the Global and Regional HSSE Plan. Support the Regional Operations Manager (ROM) in JV management including representing Shell on JV operating committees, if required
* Work with APME engineering team on annual Capex plan for the country
* People Development: Work with direct reports to assess the individual leadership performance and competencies. Identify the competency and leadership gaps and agree on development actions.
* As representing Shell Shareholder Representative (SSR)/ Director of Non-operated Ventures (NOVs):
* Develop and deliver value plan for Joint Industry Fuel Farm (JIFF) for Dubai International Airport and Al Matoum Airport (DWC) as SSR/ Director
* Establish effective relationship within the Board to influence and align on strategic objectives of the Joint Venture (JV)
* Translate the priorities of Shell and ensure applications of the right tools/ interventions to ensure delivery of business value
* Special Challenges:
* Embed and manage the HSSE and Compliance processes in Shell Operations and JV to ALARP, including implementation of the actions from the Line of Defence (LOD) audit;
* Lead the local ops team by building strong commercial and safety mindset to the location teams
* Lead the continuous improvement drive in the territory including empowering and motivating different levels of the organization to identify Just Do It Initiatives.
What we need from You
* Operations professional with people management experience who has the drive, communication skills and commercial acumen to make a significant impact to the business. Formal training in engineering disciple would be an advantage
* Strong people management skills and demonstrated leadership ability both remotely and virtually
* Demonstration of sound understanding of HSSE methodology and analysis with capability to effectively implement HSSE standards and authentically drive Hearts and Minds initiatives
* Operational and technical knowledge including joint venture and concession management practices
* Strong analytical skills and the drive and ability to translate information into relevant actions
* Proven ability to create and manage effective alliances with key stakeholders (eg customers, JV partners, etc)
* Local language and English skills, both verbal and written
