Technical Director

Position Overview
This level of Director typically manages 'giga' projects of high value (in
excess of US$1B), complexity and prestige, and will have extensive aviation
sector experience. Operating at a strategic delivery level, the Technology and
Digital Delivery Director will take the lead on the identification and
implementation of the technologies that will support the delivery of a world
class airport, across design, construction, and operational phases. The
Technology and Digital Delivery Director will be the principle point of
contact with the client on all technology and digital delivery related
technical matters.
Requirements
As part of the project's senior management team the Technology and Digital
Delivery Director provides direction and leadership across large-sized
projects and programs and ensures technical design excellence, with design
completion on-schedule and within budget. Provides the Technical Director with
a consolidated view of the performance and progress of all projects within the
Technology and Smart Cities scope.
The Technology and Digital Delivery Director will lead a large
multidisciplinary technical team and be responsible to ensure the Client's
vision for an innovative, future-proofed world class design is delivered by
third party design consultants, where the use of advanced technology utilizes
data to drive airport design, promotes and assures sustainable and efficient
operations, reduces overall carbon footprint, and provides an enhanced
customer experience.
The Technology and Digital Delivery Director defines and plans project goals
and devises methods to accomplish them using best practice, develops in-depth
knowledge of client objectives, contract terms, and corporate policies. Must
be able to collaborate with other discipline leads to assure the effective
integration of design, engineering, technical, technology, safety, planning,
commercial, and construction activities.
An in-depth knowledge of design management, including the use of BIM and GIS,
construction techniques and technologies, and sustainability delivered in the
Aviation and Built Environment sectors is required.
Must have a proven ability to perform in a leadership capacity, with excellent
written and oral communications skills, a thorough knowledge of industry
practices, a working knowledge of international (European and American) codes
and standards, including aviation sector specific such as those published by
the International Civil Aviation Authority, and be knowledgeable of current
and future technologies (buildings and transportation) and how they can be
effectively utilized on the project.
In addition to supervising Parsons' technical staff, the Technology and
Digital Delivery Director will be required to build on our professional
relationships with key stakeholders throughout the project lifecycle.

Responsibilities:
* Management of team leading scheduling and coordination of project interactions among third party design consultants such as Master Architect, Master Civil, Navaids specialist and Airport special systems designers
* Ability to integrate competing and/or conflicting elements into the planning and execution processes so that project requirements flow smoothly.
* Experience and familiarity with ICAO, GACA, Federal and Local Government procedural requirements, review requirements, and approval requirements.
* Ability to work with interdisciplinary teams of professionals.
* Acts as the Company representative with the client and selected third party specialist design consultants and contractors during the program execution; following up on instructions and commitments associated with the project.
* Supports establishment of Project Design Management Plan, Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
* Establishes the program requirements for assigned project areas and is responsible for the development, implementation, and management of

* Third party design consultant's project KPIs and design deliverables in support of the design brief.
* Administering value management and value engineering activities, and ensures overall design and manufacturing solutions fully address and incorporate base build architectural, structural, MEP considerations
* Meeting Sustainability goals - Understanding of Leed requirements
* Leading Edge Aviation technology - create the airport of the future
* Works with other discipline leads to develop budgets, schedules, and plans; ensures that the project meets or exceeds goals established in these plans.
* Works with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work; advises the client and company management of any such changes.
* Provides support in maintaining current and timely change orders associated with third party design consultants and contractors.
* Promotes technical and commercial excellence on the project through application of Quality Assurance processes.
* Monitors and reports to program leader on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.
* Participates in weekly Design Management team meetings to review project status and formulate action items.
Years of Experience
* Minimum of twenty-five (25) years in the construction industry
* Minimum ten (10) years in Aviation sector, with five (5) years' experience of Smart City environment
* Minimum ten (10) years in similar, senior management capacity
* Must have the ability to develop strong working relationships with third party design consultants, contractors and vendors, interface and coordinate project performance with other disciplines, interpret and deliver client's vision, and proactively manage the design process and enjoy being hands on technically in the project.
* Comprehensive knowledge of industry standards.
* Proven ability to perform in a management capacity, excellent written and oral communications.
* KSA experience preferred
Education
* Bachelor's level degree in engineering or technology related discipline. Master's level preferred
* Chartered membership with relevant recognized institute
* Formal sustainability credentials such LEED Green Associate preferred
* Project Management certification (PMI/RICS/APM) preferred
