Job Description:
Procurement Manager- Central Organization
NIA, Tabuk KSA
The Procurement Manager is responsible for managing the procurement process
efficiently and effectively; ensuring quality, clarity, and consistency of the
overall procurement program, provides management and direction for all
procurement functions, including purchasing, expediting, supplier data
control, supplier quality, and traffic. The Procurement Manager recommends and
implements all required work processes and procedures required to ensure
compliance with prescribed procurement requirements and conducts required
negotiations, and drafts and revises policies and operating guidelines as
necessary. The Procurement Manager will have proven experience and achievement
in all procurement functions of large complex engineering and construction
projects (with preferred experience on large aviation projects) and evidence
of successful procurement planning and project execution.
Responsibilities:
* Reviews work produced by subordinates to ensure that applicable codes, standards, and procedures are followed, and that quality of procured items meets or exceeds requirements. Monitors the productivity and technical proficiency of the assigned personnel. Make staffing assignments and reassignments as Company and project needs dictate. Monitors staffing requirements and expenditures within budget constraints.
* Implements all work processes and procedures for purchasing, expediting, supplier data control, supplier quality, and traffic.
* Apply KPI system / indicators to measure supplier performance, set up by central Procurement department
* Coordinates procurement activities with clients, project management, and other departments within the Company.
* Actively participates in the Company's Quality Improvement Process. Promotes technical excellence in all employees. May endeavor to develop a partnership agreement where supplier quality and performance are consistent with Company and client requirements.
* Participates in establishing and maintaining Procurement Department polices and procedures, working closely with upper management. Ensures compliance with the Company's business ethics policy and with the Conflict-of-Interest Policy. Offers training in these policies, as needed, to the assigned procurement personnel.
* Performs other responsibilities associated with this position as may be appropriate.
Qualifications:
* A bachelor 's degree in a subject related to Engineering, Business, Law or Construction
* Professional affiliation/ registration to relevant, internationally recognized authority
* 20 years' experience related to large value procurement
* KSA experience preferred
* Minimum 5 years leadership experience managing diverse activities
* Expert knowledge and skills relating to contract management and procurement
* Ability to manage diversified activities with multiple and competing requirements.
* Excellent verbal and written English communication skills.
* Knowledge of the aviation design and construction industry.
* Knowledge of construction contract language and provisions, strong negotiation skills, capacity to work autonomously.
