Prime Contract Manager- Central Organization
NIA, Tabuk KSA
Position Overview:
The Contracts Manager is responsible for managing the prime contract process
efficiently and effectively, ensuring quality, clarity and consistency of
contractual set-up and adherence to the overall prime contact. The main
responsibilities include reviewing, recommending revisions to, and, approving
all required contractual documentation. The Prime Contracts Manager reviews
contractual terms and conditions to ensure compliance with prescribed
corporate requirements and conducts fee negotiations, and drafts and revises
policies and operating guidelines as necessary. The Contract Manager will have
proven experience and achievement in the management and review of the
contractual aspects of large complex engineering and construction projects
(with preferred experience on large aviation projects) and evidence of
successful negotiations of substantial claims and variations.
Duties and Responsibilities:
* Make knowledgeable recommendations regarding contract procurement and types of underlying contracts and agreements.
* Lead the continuous improvement of commercial processes through refining contract formulation activities, systems and procedures.
* Pre-qualify suppliers and solicit expressions of interest (EOIs) from potential suppliers
* Interface with Planning and Design Departments in creating, issuing and awarding RFPs
* Lead ongoing commercial negotiations and amendments
* Monitor existing contracts and conduct reviews to determine contract compliance
* Interface with Legal and Risk Management to manage, control and report on legal risk
* Develop and implement a dispute resolution and claims management strategy
* Close contracts, manage litigation (including investigations for dispute management)
* Apply KPI system / indicators to measure supplier performance, set up by central Contract Management / Procurement department
* Monitor contracts and conduct review visits
* Work with tools, methods, standards and guidelines provided by P&D Contract Management / Procurement department
* Perform other responsibilities associated with this position as may be appropriate.
* Identify potential claims, checking for compliance with applicable contractual terms and ensuring effective negotiation and settlement of claims.
* Prepare claims to effectively negotiate with contractors, including the calculation of losses incurred through defaults on contractual obligations.
* Formulate suggestions to remedy the failure to meet contractual obligations.
* Responsible for all financial contract management activities including the review and the approval of payment certificates, invoicing from subcontractors and to the client.
* Collaborate with colleagues across organizational lines to obtain and communicate business information necessary for the PMC to more effectively monitor the status of the project.
Experience and Qualifications:
* A bachelor's degree in a subject related to Engineering, Business, Law or Construction
* Professional affiliation/ registration to relevant, internationally recognized authority
* KSA experience preferred
* Around ‎10-‎15 years' experience related to large value procurement
* Minimum ‎5 years leadership experience managing diverse activities
* Expert knowledge and skills relating to contract management and procurement
* Knowledge of FIDIC contracts
* Ability to manage diversified activities with multiple and competing requirements.
* Excellent verbal and written English communication skills.
* Knowledge of the aviation design and construction industry.
* Knowledge of construction contract language and provisions, strong negotiation skills, capacity to work autonomously.
