This Opportunity


Execute all assigned daily duties and activities associated with
accounting for all DLA Government-owned Fuels in the Enterprise Business
System in support of operations associated with the LOGCAP Contract.


Your Impact



  • Oversees the Consolidation of data, type drafts and generates final copy reports, ledgers, and forms. Prepares daily, weekly & monthly fuel reports for the CDRL and Fuel Management Defense (FMD) reporting system.

  • Prepares Monthly Bulk Petroleum Accounting Summary, Monthly Abstract of Issue of Petroleum Products, Daily Fuel, and Monthly Rollup & lnnage Gage Sheet reports for the US Government to review.

  • Creates and implements computerized system for recording, tracking, and storing fuel account information. Prepares and maintains functional files using the Army's ARIMS system. Maintains administrative records and submits program status report consistent with established SOP's Work Instructions and contractual requirements.

  • Participates in the development and updating of departmental work instructions, Performance Work Statement, and Program Operating Procedures.

  • Identifies problems and inconsistencies in existing accounting systems, accounting methods and financial management policies and procedures. Provides recommended changes to improve the quality of work to management.

  • Ensures petroleum accountability forms and spreadsheets are available at each location.

  • Accounts for all DLA owned fuel vouchers and prepares daily issues and receipt invoices for turn-in. Uses this data at the end of the day report. Maintains separate inventories for MOGAS, diesel and JP-‎8 fuel record receipts from Fuels sales slips

  • Interfaces with designated Government Representatives and contractors to assure smooth operations and compliance with government directives, standards, and needs.

  • Leads and assists eastern associates and non-exempt employees assigned to the same area.

  • Enforces continuing responsibility for safety and environmental conditions, procedures and work practices employed within the assigned area of responsibility.

  • Shall instruct subordinates in safety matters; ensures that safe work practices are followed, and regular inspections are performed.

  • Takes decisive action to eliminate unsafe conditions.

  • Performs other duties as assigned.

  • Government Furnished Equipment:

  • Multiple Computers with Microsoft Office applications
    Working Environment

  • Must be able to work is outside in extreme environmental conditions with ambient temperatures of ‎130 degrees, high winds, and sandstorms. Must be able to work in cold and wet conditions as well

  • The Fuels Sections areas have potential for exposure to Environmental (Snakes, Scorpions) and Chemical Hazards

  • Other exposures are transporting fuel over the Kuwait Highways and inside congested or confined areas at the work Locations.

  • Employees are required to use Personal Protective Equipment (PPE), which includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices.

  • Must be able to work overtime, evenings or adjusted shifts to complete mission requirements

  • May be required to work an irregular schedule including nights, weekends and holidays

  • Must comply with all Military, OSHA, EPA, Fire Regulations and published company Policies and Standards.
    Physical Activities

  • Physical requirements include lifting, pulling, extended sitting or standing for extended periods of time, also involves climbing ladders and working from heights.

  • Must be able to lift ‎25 lbs. continuously, ‎50 lbs intermittently

  • Other Physical Requirements include repetitive motions associated with office equipment

  • Long hours of extended sitting and viewing computer monitors

  • Must possess normal color vision and depth perception and normal hearing ranges

  • Demonstrated ability to communicate in oral and written English with a basic level of skill is required.


Who You Are


Required Qualifications
* Education/Certifications :
* High school diploma or equivalent is required
* A valid driver's license and the ability to obtain a US Government Motor Vehicle Operator's License.
* Experience:
* Approximately Four (‎2) years of experience in accounting.
* Additional training or experience in fuel accounting is preferred.
* Prefer Knowledge of the Army Fuel Manager Defense (FMD) Accounting procedures
* Skills:
* Versatile in data management, compilation, and conversion using application software such as MS Office and data based software
* Leadership and management skills, including a professional demeanor, are required.
* Strong interpersonal skills are required.
* Ability to exercise discretion and good judgment is required.
* Ability to prioritize responsibilities to handle a demanding workload is required.
* Attention to detail with a high degree of accuracy is required.
* Advanced ability to communicate in English, both verbally and in written form, is required.
* High-level organizational and planning skills, so that workflow is managed efficiently and accurately is required
* Basic proficiency in Word, Excel, and Outlook applications is required.
